STATEMENT OF WORK

HJZH 21-1409 INSTALL BACKUP GENERATOR FOR LAB EQUIP B986

Open Market

35 % conceptual design-build

SECTION 1: PROJECT INFORMATION

1.1 PROJECT LOCATION: Project HJZH 21-1409 Design-build, provide arctic grade package generator supporting building 986. Location is on Joint Base Elmendorf-Richardson, AK. Project hours are standard work hours.

1.2 UNIQUE REQUIREMENTS: None.

1.3 PROJECT DESCRIPTION: This is a 35% conceptual design-build project to include installation of a new generator, automatic transfer switch (ATS), and a belly fuel tank within the arctic grade enclosure to support B. 986. The generator requires connection to the EMCS system.

Additionally, work on B. 986 shall include: provide a new steel framed/steel roofing canopy at each man door (three in total), demolish existing resilient and fuel resistive resinous flooring, demolish rubber base cove where flooring is removed, install new fuel resistive resinous flooring and new rubber base cove where existing flooring has been removed. Contractor to provide complete 100% design submittal, 100% specifications and 100% construction. Provide all labor, materials, equipment, and supervision to execute the project as shown in this SOW, on the drawings and specifications. All features of work are considered part of the basic contract CLIN item 0001 unless noted otherwise. Where conflict exists between this document and the contract drawings the requirements in this document shall govern. The Contractor shall deliver an engine generator that complies with the emission and fuel standards found in the New Source Performance Standard for Stationary Compression Ignition Internal Combustion and Engines.

1.4 Engineering Requirements and Department Of Defense DOD Standards: Contractor must comply with Industry Standards; all Federal, State, and Local codes; and the following regulations at the time of issue of this project. The project shall be designed in accordance with the design and construction standards contained in the latest version of the Unified Facilities Criteria (UFC) DoD Building Code1-200-01 https://www.wbdg.org/ffc/dod/unified-facilities-criteria-ufc/ufc-1-200-01. SECTION 2: GENERAL REQUIREMENTS

2.1 WORKMANSHIP: All work shall be accomplished in accordance with all applicable building and fire codes. Contractor shall field verify all measurements, quantities, or values stated by the Government. Liquidated damages shall be assessed for work that is not finished within the scheduled performance period.

2.2 WORKSITE: The Contractor shall limit the work to the areas indicated by the Government. The Contractor shall make every effort not to disturb or obstruct portions of the facilities still occupied by the Government. The Contractor shall coordinate and schedule work with the 673 CES/CEN office prior to the start of any operation. The Contractor shall dispose of all construction debris off base at an approved disposal facility.

2.3 SITE SECURITY AND PROTECTION: The Contractor shall make every effort to secure the work site, allowing only authorized personnel to enter the work site. The Contractor shall protect the site from damage from weather, vandalism, and/or theft.

2.4 DAMAGE TO EXISTING SITE CONDITIONS: The Contractor shall be responsible to repair any and all damage incurred to existing Real Property/Grounds due to poor workmanship at no cost to the Government. Contractor shall not park or drive on sidewalk or grassy/snowy areas.

Damage incurred shall be repaired at no cost to the Government.

2.5 HEALTH/SAFETY: The Contractor shall be responsible for compliance with OSHA and Alaska Department of Labor (AKOSH) standards. The Contractor shall maintain a clean and debris free site at all times. The Contractor shall keep driveways and entrances into and around the work site clear at all times. The Contractor shall not use driveways or entrances as employee parking or storage of materials unless otherwise stated.

2.6 GREEN PROCUREMENT: Contractor must incorporate “green procurement” principles into the design of their projects. Specifically, consult the EPA’s web site at www.epa.gov/greenerproducts for a listing of the products that have been mandated as green procurement requirements for purchases.

2.7 INSTALLATION ACCESS AND COVID-19 INFORMATION: Contractors must comply with Joint Base Elmendorf-Richardson, Alaska state, and local Municipality Health Mandates, and respect any guidelines or restrictions imposed by local businesses. SECTION 3: DESCRIPTION OF WORK AND SPECIAL INSTRUCTIONS

3.1 General Requirements (Div 1)

3.1.1. Provide complete design and construction services and drawings as noted in this document and on the Schedule of Material Submittals. Drawings shall be provided in AutoCAD and Adobe (pdf) format and shall include the color table file, font files, and any other supporting files required to print the drawings correctly. Record As-Built drawings shall comply with the attached REVISED JBER CAD GIS RECORD DRAWING DESIGN AND AS BUILT STANDARD Dec 2019.

3.1.2. Provide project management and quality control during the entire duration of this project.

3.1.3. Provide on-site portable toilet facilities for the duration of the project.

3.2 Existing Conditions (Div 2)

3.2.1. At the present, this exterior MDP electrical service has no generator.

3.3 Concrete (Div 3)

3.3.1. Provide and install new concrete slab on grade, with steel reinforcing, for the new walk-in arctic grade enclosure for the new generator/ATS and day fuel tank.

3.3.2. Repair any new damage to this parking lot caused by this project.

3.4 Metals (Div 5)

3.4.1. Provide and install new man door canopies for each of the man doors at building 986; two

(2) single man doors and one (1) double man door. The canopy frames are to be made of steel angles and/or tubing, to be wall mounted and supported. Color TBD. Reference drawings for more information.

3.5 Thermal and Moisture Protection (Div 7)

3.5.1. Provide and install new 24 Ga. standing seam steel roofing onto steel canopy frames, and associated flashings, for the three man doors. Match existing metal siding for profile and color. Reference drawings for more information.

3.6 Finishes (Div 9)

3.6.1. Demolish existing resilient sheet flooring in the Break Room (103) to include but not limited to mastic. Reference drawings for more information.

3.6.2. Demolish existing fuel resistive resinous flooring in Main Lab (108), Flash Room (109), Balance Room (110), Small Lab (111), Non-Hazardous Storage (112), and Hazardous Storage (113).

3.6.3. Demolish existing rubber base cove in the Break Room (103), Main Lab (108), Flash Room (109), Balance Room (110), Small Lab (111), Non-Hazardous Storage (112), and Hazardous Storage (113). Reference drawings for more information.

3.6.4. Provide and install new fuel resistive resinous flooring in Break Room (103), Main Lab (108), Flash Room (109), Balance Room (110), Small Lab (111), Non-Hazardous Storage (112), and Hazardous Storage (113). Reference Specification Section 09 67 23.15 and drawings for more information.

3.6.5. Provide and install new rubber base cove in Break Room (103), Main Lab (108), Flash Room (109), Balance Room (110), Small Lab (111), Non-Hazardous Storage (112), and Hazardous Storage (113). Reference drawings for more information.

3.7 Electrical (Div 26)

3.7.1. Prior to any construction the Contractor shall perform locates and determine best location for the new generator foundation after coordinating with the User and 673 CES and must relocate all conductors and all utilities in this location if deemed necessary, and provide an accurate as-built of the final destination. Submit as-built on a submittal for Government approval.

3.7.2. All Electrical drawings submitted shall be stamped by an electrical engineer PE stamp.

3.7.3. Prior to any construction, the Contractor shall do a power study to the exterior service and shall submit at least 7 days of load meter reading showing a summary of maximum registered amps, kVA and Kw, to the Government. The Contractor shall test the service load, and provide the highest load captured on a submittal for Government approval.

3.7.4. The new generator will not be allowed on JBER until Contractor submits a successful factory test report on a submittal for Government approval including a serial number of this generator. Submit a certification that the new engine generator passed the factory tests and inspections and a list of the test and inspections. Refer to attached specification para: 2.27 FACTORY INSPECTION AND TESTS located in SPEC SECTION 26 32 14.00 10 An EPA Certificate of Conformity demonstrating the engine generator package meets the NSPS emission and fuel standards shall be provided.

3.7.5. The Contractor shall not mix and match products from different manufacturers, the entire generator system and (ATS) automatic transfer switch shall be from one manufacturer, complete, and functional in a compatible package. The ATS shall be manufactured by the same generator manufacturer.

3.7.6. The Contractor shall reconfigure the electrical system so that the new generator supports the MDP main distribution electrical Panel.

3.7.7. The Contractor shall provide complete tracing of all panels / transformer by an experienced electrician prior to any construction and shall submit an updated one-line diagram for this new upgrade.

3.7.8. Prior to any construction to the generator, the Contractor shall perform a Pre- Construction meeting with the PM, 773 CE Power Pro, and the User.

3.7.9. Provide new concrete pad to accommodate the new generator building. Contractor shall provide the correct slope to avoid any water puddling.

3.7.10. Provide one new walk-in arctic grade, diesel generator enclosure that accommodates all the generator equipment and ATS. The enclosure shall include a one new standby generator 50kW three-Phase, 208/120V; DF-2 fuel (ULSD), with Modbus compatibility, generator and switch must be capable of network monitoring for EMCS and shall be connect by the contractor. The enclosure shall accommodate the ATS. The ATS shall be 4-pole bypass switch closed transition; AFI 32-1062 requires Maintenance bypass as required by the UFC to be integral bypass capable unit. Provide a 72-hour day tank full of fuel, including all electrical apparatus such as; emergency shutoff, control panel, receptacles, interior LED light and switch, exterior LED light above door with photo sensor, refillable fire extinguisher, engine block battery charger, battery, engine block heater, enclosure heater with thermostat and lockable door features refer to “ATS and Generator” attached specifications. Contractor shall follow [NFPA 110, 7.3.1 (2019 ed.) and UFC 3-540-01, Appendix C, C-2.I.3] Walk-in Level 1 and 2 emergency power supply equipment requires battery-powered emergency lighting in walk-in enclosures. Emergency stop switch is required and is permitted to be mounted on the exterior of the enclosure. [NFPA 110, 6.6.5.6.1 (2019 ed.)] Enclosure with 276 to 750 gallon tank must be a minimum of 10 feet from a building IAW UFC 3-460-01, 8-3.6.2.b. Exception:

if documentation is provided proving that the tank is listed as a fire-resistant tank in accordance with NFPA 30, then the distance is a minimum of 5 feet from the facility per NFPA 30, Table 22.4.1.1.

3.7.11. The contractor shall provide a generator sizing calculations from commercially generator sizing software, and submit for government approval.

3.7.12. Generator and switch must be capable of network monitoring for EMCS contractor shall connect, complete. The connection point is two-wire Modbus RTU for both the switch and generator. The manufacturer shall provide binding points upon initial installation.

Connection to the JBER EMCS server shall be accomplished by Meridian Systems Inc.

Meridian Systems Inc. is the sole source provider for this work and the contractor shall accomplish this work through Meridian Systems Inc. as a part of this contract, connection is Via RS-485 Ports, gateways and fiber optic transmission. Contractor shall provide/program a list of point to monitor “See attached Generator Points screen shot 4 sheets”.

3.7.13. A third party Contractor, IAW UFC 3-540-01 para 3-6, shall provide the commissioning of the generator.

COMMISSIONING: The purpose of commissioning is to make sure all parts of the generation system perform as designed and function properly according to the manufacturer’s recommendations. Commissioning must be performed with a disruption of incoming power upstream of the incoming service. At the end of design, if a generator is de-rated for any reason it shall be documented in the O & M manuals and labeled appropriately.

The system components to be commissioned are:

• Generator.

• Prime mover.

• Controls.

• Battery system.

• Switches.

• Fuel system.

• Load system transfer (ATS or switchgear).

• Grounding.

• A non-resettable hour meter.

• Generator that is hunting and surging will be rejected.

Refer to “ONSITE INSPECTION AND TESTS” in specification 26 32 14.00 10 attached.

3.7.14. The Contractor shall submit a generator final test procedure for Government approval, per AF Form 66 prior to the final acceptance test by the Government.

3.7.15. The arctic grade walk-in enclosure shall be constructed of noncombustible materials.

Enclosure shall be designed to support dead, live, snow, wind and earthquake loads. The arctic grade enclosure shall be the sound limiting type. Provide galvanized corrosion protection for all metal in contact with concrete. The concrete pad shall have a concrete landing for the stairs of the enclosure. The concrete pad shall be 6-inch minimum above finished grade. The concrete foundation shall be grounded prior to placing concrete, submit shop drawings on a submittal for Government approval. Refer to NEC 250.52. Connect to existing grounding rods or any grounding in the area per National Electrical Code, all new required grounding rods including the new cast-in-place pad rebar’s prior to placing the concrete. Contractor shall submit pictures to the 673 showing the rebar has been bonded/grounded prior to placing concrete. The contractor shall provide a grounding test “resistance to Earth test” to the new grounding rod, and shall submit the test data to the Government. All grounding on JBER must meet AFI 32 -1065. Provide cast in place concrete foundation for the generator enclosure. Provide continuous concrete under the generator enclosure. Equipment vibration shall be considered in the design of the foundation. Provide 3feet x 3feet stoop at enclosure doors. Provide non-frost susceptible (NFS) 1 inch minus structural fill below foundations to anticipated frost depth; at least 24 inch of 1 inch minus NFS fill shall be provided regardless of frost depth. Provide structural fill, backfill and topsoil as required to construct foundation, and new asphalt where it is damaged, reroute access road and re-grade site to drain away from structures. Re-seed all disturbed areas and water as necessary to establish grass.

3.7.16. Remove trees near generator enclosure, area size is 20x20 foot, refer to drawings.

Dispose of all tree debris. Re-seed all disturbed areas and water as necessary and establish grass.

3.7.17. The enclosure and all apparatus in this project shall be compatible to withstand Seismic zone 5 areas.

3.7.18. Per UFC 3-520-01 Interior Electrical Systems Flex conduit is limited to 6 feet max.

3.7.19. All wiring shall be in conduit including underground runs. Contractor shall submit a trenching detail on the Design Build drawings for Government approval.

3.7.20. After Government approval of the 100% design build submittal for the submitted location, only then can the Contractor start construction of the generator foundation/enclosure.

3.7.21. The Contractor shall provide a certified fuel technician as required by the State of Alaska.

The certified fuel technician shall be responsible for all work concerning the fuel tank, and all fuel connections and fuel apparatus.

3.7.22. The new day tank in the new enclosure shall have enough fuel capacity to run the generator a minimum of 72 hours straight at full load. After the final test is successful, the Contractor shall top off the day tank.

3.7.23. The Contractor shall submit a plan for Government approval suggesting fastest method to reconfigure the electrical panel and minimal allowed power outage required.

3.7.24. The Contractor shall provide temporary power to the building, by using a commercial primary generator, and ATS. This includes all the fuel necessary to support the building during all power outages, and during construction of this project regardless how short or long the power outages may be. Essential short power outages such as ten minutes and such, which the Contractor cannot support the building power with a generator, such requests shall be submitted for Government approval two weeks prior.

3.7.25. Provide a one-day Generator and ATS training Class with a DVD copy.
