PROJECT TITLE: Install Backup Generator for Lab Equip B986 LOCATION: Joint Base Elmendorf-Richardson, AK

PROJECT: HJZH 21-1409 REQUEST FOR INFORMATION:

Contractors Questions and Answers:

Friendly reminder to all bidders.

Sand blasting is not allowed in the building, there are sensitive lab equipment that is staying on the counters. This building will continue to operate during construction.

The maximum building closure and or power outages so the contractor can work all day is 5 working days straight pending approval with the USER.

Caution, the original asbestos tiles are still in the floor and has been epoxied in the past, please do not disturb.

The lab counters are fixed, and will not be allowed to relocate or move an inch.

Friendly reminder: This is a design build contract.

Friendly remainder: The Contractor shall not mix and match products from different manufacturers, the entire generator system and (ATS) automatic transfer switch shall be from one manufacturer, complete, and functional in a compatible package. The ATS shall be manufactured by the same generator manufacturer.

Question 1. Per Section M, Item 3. Past Performance: “States the Government will use past performance information from Contractor Performance Assessment Reporting System (CPARS)”. Additionally, it states, “Past Performance information may also be obtained from other established systems such as the Electronic Subcontract Reporting System (eSRS), or other databases; and may be obtained from other sources available to the Government”

a. Will relevant non-government past performance be allowed to be submitted?

A1a. Past Performance will not need to be submitted by the contractor unless requested by the Government in the future. The Government will utilize its own systems to evaluate past performance in accordance with Section M para 3.

b. What form of information should be provided for each project? Would SF30 or PPI’s be acceptable?

A1b. There is no form requirement for the technical narrative, only that it should be no more than a two page narrative demonstrating the offeror can identify and meet all the requirements stated in the attached Statement of Work in accordance with Section L. Section L has been revised with this amendment for further clarification on the requirements of the technical narrative.

Question 2. Per Section M, Item 3. Past Performance; Rating Description;

Unacceptable; states, “Offerors are cautioned to submit sufficient information and in the format specified in Section L of this solicitation.” There is no reference in section L, as where to insert relevant information.

a. Should Past Performance information be contained in Part 1 of the proposal?

A2a. Past Performance will be reviewed via Government systems and will not need to be submitted with the proposal.

b. What is the page limitation for any past performance information?

A2b. Past Performance will be reviewed via Government systems and will not add to the page total.

Question 3. What is the page limitations for each part of the proposal?

A3. There is a two page limit. Please see answer A1b for more information.

Question 4. Per Section L, Item 4b; States, “one electronic copy of each Part of the entire offer must be submitted.” Is it the intent the proposal is to be submitted in (3) separate files? Can we combine the Parts into a separate file, properly delineated?

A4. You may submit them as one file or separate but they may not exceed the total number of pages allowed.

Question 5. Per Section L, Item 4b; States, “

Question 6. Per the SOW Item 3.7.15 States, “reroute access road and re-grade site to drain away from structures.”

a. Where is the referenced access road located on the project site?

A6a. There is no access road to contend with on this project, disregard statement concerning “reroute access road”.

b. The reference to re-grade site to drain away from “Structures” would indicate both new generator and existing building. Is this correct? If so, is the intent that the entire west side of the building to be re-graded to include the tree removal area?

A6b. The Design-Build DOR should take into account placement of the new generator in relation to the existing building to ensure that all finish grade soils drain away from structures. Depending upon placement of the new generator, some of the west side may require re-grading at the existing building but most certainly needs to include the tree removal area.

Question 7. Per the SOW Item 3.7.15 and 3.7.16. States, “Remove trees near generator enclosure, area size is 20x20 foot, refer to drawings. Dispose of all tree debris. Re-seed all disturbed areas and water as necessary and establish grass.” Only in item 3.7.15 makes reference, “Provide structural fill, backfill and “topsoil” as required to construct foundation.” The existing condition along the entire west side of the site is gravel, including adjacent to the tree removal area.

a. To what extent are we to provide topsoil?

A7a. Topsoil is to be provided for all areas disturbed by installation of the generator foundation/slab and removal of trees.

b. Shall we assume the entire west side area between the building and the existing fence?

A7b. Based upon placement of the new generator by DOR, where the existing soils are disturbed during the installation of the new generator, those are the areas of concern for regrading and topsoil installation.

c. What is the minimum depth of topsoil required?

A7c. Typical industry standard is sufficient. The final product must match and merge with the nearby grass, no sudden changes of surfaces.

d. Will the contractor be able to use the building water to re-establish the grass?

A7d. The contractor shall not be allowed to use the building water unless otherwise specified.

Question 8. Where is the location of the Meridian Control Panel, this is for excavation routing of conduit pathways.

A8. Contractor shall contact sole source Meridian regarding this project. The mechanical room is just inside the wall where the main electrical panel & meter that you took pictures of. You must measure this distance and provide accordingly. Meridian connection is already clipped into the building mechanical system controls. Coordinate with Meridian about what they will provide and what you will provide.

9. 3.7.24. The Contractor shall provide temporary power to the building, by using a commercial primary generator, and ATS. This includes all the fuel necessary to support the building during all power outages, “and during construction of this project” regardless how short or long the power outages may be.

a. Are we to assume that the generator needs to be on site during any construction?

A9a.No do not assume that. The USER is willing to give you the building for five days to do flooring and whatever else needed, but no longer than that in time span.

The USER have to continue testing fuels and cannot stop for long periods. If you want to do a power outage and the USER has to continue working then you must provide them with power per SOW.

b. Can the temporary generator be limited to just during activities associated with the generator/ATS cut over?

A9b. If you want to do a power outage and the USER has to continue working then you must provide them with power per SOW.

Question 10. Section 09 67 23.15 Fuel Resistive Resinous Flooring, 3-Coat System.

During the site visit it was discussed that the existing system is a Static Conductive Flooring. This specification is specific to a standard epoxy urethane system. Please provide basis of design if the flooring is to be Static Conductive Flooring.

A10. The new resinous flooring is to match the existing resinous flooring for performance purposes, fuel resistive and static conductive, color TBD.

Question 11. Section 09 67 23.15, Item 1.3.2.1 Flooring System Applicator Qualifications. States, “Completed three or more jobs within the past two years applying the specified materials to concrete surfaces in which the total area exceeds 200,000 square feet.” This requirement is commonly used for large project, such as hanger and large projects where there are vast areas receiving the coating. It limits competition within Alaska and requires national firms’ participation. Can this requirement be removed or amended to allow more local participation?

A11. The contractor is to disregard “the total area exceeds 200,000 square feet”.

Question 12. Section 09 67 23.15, Item 3.5 SURFACE PREPARATION, States, “Shot blast entire floor to produce a level of coarseness equal to ICRI 03732 CSP 3.”

Is it assumed that all exposed existing floor coating be removed to bare concrete to meet the specified CSP levels?

A12. The contractor is to disregard this statement in its entirety, no shot blast shall be used, nor shall the existing floor coating be removed down to bare concrete.

Question 13. Section 09 67 23.15, Item 3.3 Joint Material Removal, Re-Saw Cutting, Crack Chasing, States, “Remove 100 percent of the existing material in all joints including material bonded to joint walls and base.” The condition of the existing joints appeared in good condition. Do you want the (2) small sections (approx. 8 LF) removed and replaced?

A13. If the existing joints are in good enough condition, and the manufacturer of the new resinous flooring allows for reuse of said existing joint material, then it will be allowed.

Question 14. Section 09 67 23.15, Item 1.7 PATCH TEST DEMONSTRATION, States, “Prior to the submitted flooring system's approval, apply the complete coating system to a 10-foot by 10-foot square section of concrete as prepared in accordance with Part 3 "EXECUTION." Due to the small size of this project, the critical function of this facility, and no area large enough to perform the demonstration. This would require (2) separate mobilizations and disruptions of the facility. Can this requirement be removed from the project?

A14. Yes, the contractor can disregard this requirement from the project.

Question 15. Standard Form 1442, Block 11, reflects 365 calendar Days for the performance period of this contract. In discussing lead times for procurement after approval of the generator and enclosure, could exceed 9- months. When also considering all the generator design requirements, reviews and approval could exceed 3-months. The 365 CD’s for performance is unrealistic, especially based on the ongoing supply chain impacts. Would the government extend the POP to 450CD’s to allow adequate time for this project?

A15. The manufacturing and shipping in the world has become volatile with time changes, no changes will apply to the 365 days until we reach the BOD, and have enough information to justify the time extension if and only if needed, too far-out to call now.

Question 16. Due to the critical function of this facility, what is the maximum amount of time allowed to complete the interior work of this project?

A16. Unless otherwise specified, the contractor should plan for 5 working days of available time to work on the interior portion of this project.

Question 17. During the site visit it was observed all the existing furnishing and equipment in the facility. Will the government be removing all of this prior to the floor refinishing?

A17. Yes, The Government shall be removing all movable furnishings and equipment as needed to make available the flooring for meeting the requirements to properly finish the project.

Question 18: Where does the generator monitoring DDC tie in.

A18. Contractor shall contact sole source Meridian regarding this project. The mechanical room is just inside the wall where the main electrical panel check the drawings. Meridian connection is already clipped into the building mechanical system controls. Coordinate with Meridian about what they will provide and what you will provide.

Question 19: During the walk through the user said we needed to use a static dissipative flooring.

A19. The new resinous flooring is to match the existing resinous flooring for performance purposes, fuel resistive and static conductive, color TBD.

The documents do not list that as a system. All systems listed are standard epoxy urethane. Please provide basis of design if the flooring is to be Static Dissipative.

20. 1.3.2.1 Flooring System Applicator Qualifications

Minimum requirements for the installation contractor are as follows: Completed three or more jobs within the past two years applying the specified materials to concrete surfaces in which the total area exceeds 200,000 square feet.

Confirming a 200,000 sqft requirement in the past 2 years? I don’t believe there will be anyone that can show that much footage in Alaska.

A20. The contractor is to disregard “the total area exceeds 200,000 square feet”.

Question 21: If no trees interfere with the new generator location does the government require tree removal? If so, how big of an area?

A4. The drawings shows where the generator approximate location near the back corner of the building as was requested by the USER. This puts it close enough to the trees when the trees in the future are tall and big enough with early September snow can come down crashing on the enclosure. Please remove the trees per SOW.
