About this file

This statement of work outlines requirements for an enhanced 911 emergency call system for Osan Air Base in South Korea. The system must be a Motorola Vesta R7 solution certified by the Joint Interoperability Test Command. Key requirements include supporting both on-base and off-base emergency calls via PRI and CAMA circuits, integrating with the base voice switch and commercial networks, and delivering automatic location identification for on-base calls. The contractor will be responsible for installation, training, and providing a two-year warranty. The government will prepare the facility with necessary space, connectivity, and environmental conditions. Acceptance testing will be conducted after installation is complete.

STATEMENT OF WORK

Motorola Vesta E911 System

The system must be Joint Interoperability Test Command (JITC) certified VESTA® 9-1-1 system and will support current emergency call taking requirements while providing new features and functionality.

● Voice Switch Agnostic –VESTA 9-1-1 system interfaces directly to the base Voice Over Internet Protocol (VoIP) system or Time Division Multiplexing (TDM) voice switch. This eliminates the need to purchase a new dedicated Private Branch Exchange (PBX) system to support E9-1-1 operations.

● Public Safety 9-1-1 Interoperability - Provides the capability to connect to the civilian Public Safety 9-1- 1 networks to allow delivery of calls and location from mobile phone and commercial landlines.

● Highly Configurable Operator Screens – The proposed system provides Osan Air Base personnel with the ability to customize the user experience based on criticality, mission support, comfort and preference.

TECHNICAL DESCRIPTION

The VESTA ® 9-1-1 system will support emergency and other critical call processing requirements. This requires a total of three console of which ee console position will be installed at Building 391. The monitor will be provided on a swing arm to support access from two workstation desks. One console position will be installed at Fire Station 671 and one console position at the medical facility. The system must have the capability to interface via PRI for on-base calls and via CAMA circuits for off-base 911 initiated emergency calls.

The system will process on-installation voice switch system extension originated emergency calls. Extension originated calls will be processed internally using Primary Rate Interface (PRI) Gateways. If available the system is configured to accept calls from commercial wireless and wireline phones to be routed by the Local Exchange Carrier (LEC) via Centralized Automatic Message Accounting (CAMA) Circuits terminated to the provided gateways. The Osan AB solution includes the delivery of location data for emergency calls. The VESTA ® 9-1-1 system will receive location information for on-installation Defense Switched Network (DSN) extension originated emergency calls from the redundant Private Enhanced Automatic Location Identification (ALI) database. PEAbodyTM, the on premise ALI application for DSN based calls, will be installed on the VESTA 9-1-1 server located in the VESTA 9-1-1 cabinet.

Contractor Responsibilities

Contractor will assume responsibility for the installation and performance of the proposed system.

Contractor will provide manufacturer manuals and specification sheets for all proposed equipment.

Upon completion of installation of equipment, contract will provide “hands-on” training.

Contractor will provide minimum two (2) years of warranty. The warranty shall cover the equipment supplied by contractor. The standard parts and equipment warranty shall begin upon shipment of each item from the factory.

Warranty services will include repair service during normal business hours, Monday through Friday, excluding holidays U.S. and Republic of Korea observed holidays.

System Readiness and Testing: After the system equipment is installed, the contractor shall ensure final system optimization and configuration is performed to ensure the system is ready for the system acceptance testing. Final

Acceptance will be done by government when contractor performs final testing and provides the written results to the government POC for review and approval.

Government Responsibilities

The government will ensure the following environmental requirements are met:

Ambient room temperature Between 68 to 78 degrees Fahrenheit

Relative Humidity 10% to 95% non-condensing

Environment No visible signs of moisture

● Provide adequate space for the system equipment

● Provide site acquisition and development, electrical work, HVAC, grounding systems, provisioning of emergency power systems (e.g. backup generators), cable entry panels, wall penetrations and core drilling, and support equipment for cable runs (cable tray, ice-bridge, conduit, etc.).

● Provide enclave IP network connectivity to include Fiber Optic and Category 5/6 cabling and Primary Rate Interface connection to the government voice switch .

● Provide network connectivity implementation and support to connect servers, switches, routers and workstations.

● Provide storage for the system equipment at the government installation.

● Provide site access and escorts as needed.

● Obtain and provide zoning approval, permits, and lease agreements for all of the proposed sites and locations as required. The government will The government will ensure adequate space is provided for the server cabinet(s), including a minimum of three feet of unobstructed space per cabinet, front, and rear for installation and maintenance purposes.
