About this file

This is a Statement of Qualifications form issued by a Georgia government entity seeking grant administration services for Community Development Block Grant (CDBG) programs and related federally funded projects. The RFQ requests statements of qualifications and proposals from consulting firms with demonstrated experience in assisting local governments with CDBG program implementation. Responding firms should be qualified to provide grant writing and administration services for federally funded projects related to community and economic development, including CDBG, Redevelopment Fund Projects (RDF), Community Housing Improvement Program (CHIP), Home Investment Partnerships Program (HOME), Employment Incentive Program (EIP), Economic Development Administration (EDA) Projects, Appalachian Regional Commission (ARC) Projects, USDA Projects, and other federally funded projects in compliance with 2 CFR 200 procurement standards. The procurement action may lead to additional project contracts and contract addendums for planning, administrative, and related services for state and federally funded projects over a 2-3 year period. Plans are to contract within one year from the notice date, with immediate focus on preparation and administration of 2026 CDBG projects.

The Statement of Qualifications form requires firms to provide years in business, firm history and resource capability, officer names and addresses, up to five demonstrative projects, proposed fee structures for grant writing and administration services (expressed as percentages or lump sum amounts), organizational capacity and employee experience descriptions, and six business references with contact information. Firms must also declare Section 3 Business Concern status and, if applicable, submit certified and notarized Section 3 documentation. This is not a retainer arrangement, and all responding firms will be reconsidered on a project-by-project basis for future state and federally funded opportunities. Responding firms must certify that all statements and answers provided are true and correct.
