About this file

This is a Statement of Need for extending East Gate security hours at the Port of Gulfport in Mississippi. The National Oceanic and Atmospheric Administration (NOAA) requires 24-hour security gate operations at the East Gate while NOAA vessels are in port, expanding from the current Monday-Friday 0600-1800 schedule. The East Gate provides access to NOAA berthing facilities and enables Extended Use Vehicles (XUVs) to shuttle personnel to local amenities including businesses, dining, parks, and the beach boardwalk, thereby improving personnel movement and morale while maintaining Port of Gulfport safety and access restrictions.

The sole source contractor is Swetman Security Service, Inc., the exclusive security provider for Port of Gulfport gates and rover services. The labor rates specified are $19.93 per hour for standard time and $29.93 per hour for overtime. The Mississippi State Port Authority is located at 2510 14th Street, Suite 1450, Gulfport, MS 39501, which serves as the place of performance. The related federal solicitation (1333MK26Q0059) was issued by NOAA's Marine Operations Center under sole source authority, with a capability statement submission deadline of 2200 PM PDT on April 24, 2026, directed to christopher.baker@noaa.gov. The deliverable is required as soon as possible.

STATEMENT OF NEED

East Gate Security Hours Extension Gulfport

PURPOSE:

Extend East gate security hours from 0600-1800 Monday-Friday to 24 hours per day while NOAA vessels are in port. The Roger F. Wicker center lies within Mississippi State Port Authority’s Port of Gulfport. The Port of Gulfport has three gates, West (main), East and North. NOAA berthing is closest the East gate. All gates are operated by security guards from Swetman Security. Swetman Security is the sole provider of gate and rover security services to the Port of Gulfport. Other security companies and guards are not permitted to man the entrance gates.

Pedestrian, bicycle, and commercial rideshare traffic (including taxi, Uber, and Lyft services) are not permitted on Port of Gulfport premises. Ship personnel are prohibited from walking or cycling from the vessel to the access gates and must be transported in a vehicle to pass through the gates. As with all vessels, the number of Government-Owned Vehicles (GOVs) assigned to the ship is insufficient to accommodate all crewmembers. As a result, many crewmembers are unable to leave the port until a GOV becomes available.

XUVs are available onsite but cannot utilize the West Gate as they must transit through a high freight traffic area and across train tracks that often have train cars blocking the roadway for long periods. This puts NOAA employees at higher risk of accident with freight traffic and causes long delays getting to and from the ship.

XUVs are permitted to drive from NOAA berthing to the East gate to address this operational constraint by providing a self-driven shuttle capability for ship personnel. However, the east gate is only manned and operational from 0600-1800 Monday through Friday. East gate is closed on weekends. Once shuttled to the East gate, it is a short walk to local businesses, a park, dining options and the beach boardwalk. Extending the East Gate hours to 24 hours per day while NOAA ships are in port will significantly improves personnel movement, morale and fitness while remaining compliant with Port of Gulfport access and safety restrictions.
