About this file

This document contains Terms and Conditions for the State of Michigan's Print & Mail Management (PMM) program, establishing the operational requirements for vendors supplying printing and mailing services to the state. The document outlines the pre-qualification requirement for all participating vendors, who must be registered with the State of Michigan and capable of accepting Electronic Funds Transfer (EFT) payments. Pre-qualification takes approximately one week to process. All bids must be submitted online and include complete costs with freight to the designated dock location at 7461 Crowner Drive, Lansing, Michigan 48913, on an F.O.B. Destination, prepaid basis. Late submissions will not be accepted. The General Services Building dock operates Monday through Friday from 8:00 a.m. to 3:30 p.m., excluding standard holidays. Drivers must obtain entry passes at the front office and provide identification. For direct shipments to locations other than the primary dock, signed packing slips must be submitted via fax or email to the PMM contact, with advance notification of shipment and expected arrival required.

The overs/unders policy stipulates that no underruns will be accepted and any overruns are at the vendor's expense. All pallet shipments must meet specific standards, including single-face hardwood pallets with three 2" x 4" runners, 3/4" minimum deck boards with 1-1/2" maximum spacing, and two-way entry capability. Pallet dimensions must not exceed 44" to 48" in length, 36" to 48" in width, and 5'6" in height, with a maximum gross weight of 4,000 pounds. All cartons must be clearly labeled with commodity numbers, descriptions, purchase order numbers, and package quantities. Invoices should be submitted to Scott Barclay at the General Services Building or via email, and must also be entered into the VSS system. All electronic copies of materials must be provided in source software format with all revisions, fonts, and images included, as well as in PDF format, with all materials becoming the property of the State of Michigan.
