State of Michigan Print & Mail Management Terms & Conditions
This document is a terms and conditions guide established by the State of Michigan's Print & Mail Management (PMM) division that outlines requirements and procedures for vendors submitting bids on printing and mailing services, including the procurement of form products such as #10 FF Window SS envelopes. Prospective vendors must be pre-qualified with PMM and registered as a Michigan state vendor prior to bid submission; the pre-qualification process requires approximately one week. All bids must be submitted online and include complete costs with freight to the designated dock located at 7461 Crowner Drive in Lansing, Michigan. Delivery is scheduled on a F.O.B. Destination, prepaid basis, and late bids will not be accepted. The General Services Building dock operates Monday through Friday from 8:00 a.m. to 3:30 p.m., excluding standard holidays, and drivers must obtain an entry pass at the front office prior to accessing the loading area.
Vendors are subject to strict overs and unders policies whereby no underruns are accepted and overruns remain at the vendor's expense. All shipments requiring pallets must adhere to specific construction standards including single-face hardwood pallets with three 2" x 4" runners, 3/4" minimum deck board thickness, and two-way entry capability with dimensions not exceeding 48" length by 48" width and a maximum gross weight of 4,000 pounds. Cartons must be clearly labeled with commodity numbers, descriptions, purchase order numbers, and package counts, with partial cartons placed on top and marked for identification. Upon delivery, invoices must be submitted via email to DTMB-PrintingServices@michigan.gov in addition to entry into the VSS system. All electronic copies of materials must be provided in source software format with all revisions, fonts, and images included, as well as in PDF format, and become the property of the State of Michigan upon delivery.
