About this file

This is a Justification for Sole Source Procurement form (MMO#102) submitted by the South Carolina Department of Transportation (SCDOT) to the State Fiscal Accountability Authority for the acquisition of services from Stantec Consulting Services. The procurement is for Extended Client Support (ECS) services related to the Highway Pavement Management Application (HPMA) software. The ECS services include electronic and telephone technical support for software issues, data quality maintenance, and engineering implementation assistance. Additionally, clients receive up to two major software update releases annually at no additional charge.

SCDOT has determined that Stantec is the sole qualified vendor capable of providing these services because Stantec developed the HPMA software and owns the source code. The agency's market research confirmed no alternative vendors possess the technical qualifications to provide equivalent maintenance and support for this specialized software system. The justification was authorized by Madeleine Hendry, Acting Deputy Secretary for Finance and Administration. If the contract value exceeds $50,000, SCDOT must obtain a Drug-free Workplace certification from the vendor prior to execution. No specific contract term, pricing information, or award date is indicated in this justification document.
