About this file
This is an addendum to an invitation to bid issued by the Delaware Department of State, Division of Libraries for professional consulting services in library literacy services and partnership development. The addendum addresses two key questions submitted by prospective offerors prior to the June 23, 2026 at 1:00 p.m. proposal deadline. The RFP does not prescribe a specific estimated level of effort in terms of anticipated hours, utilization, or workload; instead, vendors are requested to describe their proposed approach consistent with RFP requirements. The contract term is one year with three optional one-year extensions, and the division reserves the right to award to other than the lowest priced proposal and may award multiple contracts.
Regarding pricing methodology, vendors should refer to Section IV.B.5 of the RFP for guidance on how to structure their annual pricing proposal, whether as a fixed annual cost, an annual not-to-exceed amount, or another methodology. All other terms and conditions of the original solicitation remain unchanged. Prospective offerors with additional questions may contact proposals@lib.de.us for clarification.
