About this file
This is a Sole-Source Determination and Justification document issued by the Oregon Military Department's Camp Rilea Installations Division, with approval from the Designated Procurement Officer dated April 13, 2026. The document justifies the award of a sole-source contract to Corrpro (an Azuria Company) for the replacement of a passive cathodic protection (CP) system at the Camp Rilea Water Treatment Plant storage tank. The project scope includes removal of the existing 15-year-old CP system and installation of a like-for-like original equipment manufacturer replacement system, along with testing and commissioning of the new system. The replacement is necessary because the existing system has reached the end of its service life and continued operation without a functional CP system would increase the risk of accelerated corrosion, structural degradation, and premature tank repair or replacement. The scope explicitly excludes scaffolding and temporary access systems, which will be procured separately.
The estimated total contract value is $36,825.00, based on Corrpro's OEM proposal number OR-25-071-GALV dated September 8, 2025. The sole-source justification is supported by findings that Corrpro is the only source reasonably available with direct knowledge of the original system configuration and demonstrated capability to perform in-service replacement using existing access ports without requiring tank drainage or confined space entry. Market research confirmed that while multiple cathodic protection vendors exist, no alternative vendor was identified with the ability to provide a like-for-like replacement without independent redesign or operational disruption. The State lacks sufficient as-built drawings, design calculations, and performance data to allow a third-party contractor to reliably design a functionally equivalent system, and the tank's Fusion configuration limits viable replacement approaches to passive systems only.

Re: Sole Source Determination pursuant to Oregon Revised Statute (ORS) 279B.075 and Oregon Administrative Rule (OAR) 125-247-0275
Part A
1. Authority to enter into a Sole-Source Contract: OAR 125-246-0170(2)(c)(H)
2. Estimated Total Value of Contract: $36,825.00
Corrpro (an Azuria Company) OEM proposal #OR-25-071-GALV dated September 8, 2025 is referenced.
3. Subject of Contract:
Procurement of a like-for-like original equipment manufacturer (OEM) passive cathodic protection (CP) system, including removal of the existing system and installation, testing, and commissioning of the replacement system, for the Camp Rilea Water Treatment Plant (WTP) storage tank.
4. Background:
This sole source justification applies to the procurement of a replacement passive cathodic protection system for the Camp Rilea Water Treatment Plant storage tank.
The existing CP system is approximately fifteen (15) years old and has reached the end of its service life. The CP system is a critical asset protection component designed to mitigate corrosion of the steel tank structure. Continued operation without a functional CP system increases the risk of accelerated corrosion, structural degradation, and premature tank repair or replacement.
The proposed scope is a like-for-like replacement using an OEM passive CP system designed specifically for this tank.
The OEM scope includes system materials, removal of the existing system, installation, testing, and commissioning. The OEM proposal explicitly excludes scaffolding and temporary access systems, which will be procured separately.
This sole source determination applies to the procurement of the OEM CP system and associated system-specific materials and services required to maintain compatibility with the existing tank design and corrosion protection approach.
5. Findings:
A. Market Research Overall Finding.
Market research included review of cathodic protection system vendors and installation providers. While multiple firms provide cathodic protection services, the requirement in this instance is not for general cathodic protection services, but for replacement of an existing, system-specific passive cathodic protection system for which the State does not possess sufficient design documentation to support independent replication.
Available vendors were evaluated for general capability; however, no alternative vendor was identified that could provide a like-for-like replacement of the existing system without performing independent design development based on assumptions of system configuration and performance.
Market research also evaluated vendor capability to perform replacement of the cathodic protection system while the tank remains in service using existing access ports. No alternative vendor was identified with demonstrated capability to perform this work without requiring tank drainage and confined space entry. Approaches requiring tank outage would result in increased operational disruption, safety risk, and cost.
Corrpro, as the original system designer and OEM provider, was identified as the only source reasonably available with direct knowledge of the system configuration and the ability to provide a replacement that maintains continuity of corrosion protection performance without redesign or operational disruption.
And
B. Findings of Fact pursuant to OAR 125-247-0275(2) must include, at a minimum, one of the following:
1. Pursuant to OAR 125-247-0275(2)(a): Compatibility. Provide findings supporting your determination that the efficient utilization of existing goods requires the acquisition of compatible goods or services from only one source.
The efficient utilization of existing goods requires acquisition of compatible goods and services from a single source due to the system-specific design and configuration of the existing cathodic protection system.
The existing passive cathodic protection system was originally engineered and installed as a complete system for the Camp Rilea Water Treatment Plant storage tank. The system includes a specific anode configuration, wiring layout, connection points, and performance characteristics that are not fully documented in a manner that would allow independent third-party replication without reverse engineering or redesign.
The State does not possess complete design calculations, configuration data, or performance modeling necessary to support an independent redesign of the system while ensuring equivalent corrosion protection performance.
As a result, replacement requires continuation of the existing system design basis to ensure compatibility with the tank structure and corrosion protection requirements. Corrpro, as the original system designer and OEM provider, is the only source reasonably available with direct knowledge of the system configuration and demonstrated capability to perform replacement without redesign or operational disruption.
2. Pursuant to ORS 279B.075 (2)(b): Exchange of Software or Data. Provide findings supporting your determination that the goods or services required for the exchange of software or data with other public or private agencies are available from only one source.
Not Applicable
3. Pursuant to ORS 279B.075 (2)(c): Pilot or Experimental Project. Provide findings supporting your determination that the goods or services are for use in a pilot or an experimental project.
Not Applicable
4. Pursuant to ORS 279B.075 (2)(d): Other findings that support the conclusion that Supplies and Services are available from only one source may include but are not limited to considerations of: unique design, availability, geographic location, exclusive authorized representative, cost of conversion, and warranty services.
Additional findings supporting this sole source determination include:
System-Specific Design Basis: The existing cathodic protection system was designed as a complete engineered solution specific to the Camp Rilea WTP storage tank. The system configuration, including anode placement, circuit design, and performance criteria, is not standardized and cannot be replicated without access to original design data or redevelopment of the system design.
Lack of Transferable Design Documentation: The State does not possess sufficient as-built drawings, design calculations, or system performance data to allow a third-party contractor to reliably design a functionally equivalent system without performing a full redesign and engineering analysis.
Fusion Tank Constraints: The WTP storage tank is a Fusion tank with design characteristics that limit cathodic protection approaches to passive systems. Based on technical review, active cathodic protection systems are not compatible with this tank configuration, further constraining viable replacement approaches.
In-Service Replacement Capability: The existing cathodic protection system and tank include integrated access ports that allow for removal and replacement of anodes and wiring without draining the tank. Corrpro has demonstrated the capability to perform this work using specialized tools and methods while the tank remains in service.
This approach avoids a full tank outage, eliminates the need for confined space entry and scaffolding, and significantly reduces operational risk, cost, and disruption to water system operations.
Market research did not identify an alternative vendor with demonstrated capability to perform in-service replacement using the existing access port configuration. Alternative approaches would require draining the tank and performing work within a confined space environment, resulting in increased operational risk, extended outage, and additional cost.
Procurement of a vendor unable to perform in-service replacement would require a materially different scope of work and introduce operational impacts that are not acceptable for this project.
Unreasonable Risk of Independent Redesign: While cathodic protection services are available from multiple vendors, development of a new system design by a third party would require assumptions regarding existing system performance and corrosion conditions. Errors in design or installation could result in under-protection or over-protection, leading to accelerated corrosion, coating damage, or premature system failure.
Critical Asset Protection Requirement: The cathodic protection system is essential to maintaining the structural integrity and service life of the WTP storage tank. Failure of the system would result in significant operational and financial impacts, including potential tank repair or replacement.
OEM System Continuity: Corrpro, as the original system designer and OEM provider, maintains the system design basis and is uniquely positioned to provide a like-for-like replacement that maintains continuity of corrosion protection performance without requiring redesign or modification of the tank.
Industry Standards Compliance: The cathodic protection system design and installation must meet applicable industry standards, including NACE International standards and AWWA requirements.
These standards require appropriate system design, installation, and testing to ensure effective corrosion protection. Deviation from established system design without a validated design basis would increase the risk of improper corrosion protection and premature system failure.
