About this file

This is a Sole Source Determination Approval Notice issued by the Oregon Military Department for the procurement of a replacement passive cathodic protection (CP) system for the Camp Rilea Water Treatment Plant storage tank. The procurement scope includes removal of the existing CP system and installation, testing, and commissioning of a replacement OEM passive cathodic protection system designed for the existing tank configuration. The Oregon Military Department has determined that Corrpro (an Azuria Company) is the only source capable of providing these goods and services due to compatibility requirements, tank-specific design constraints, and proprietary system components associated with the existing corrosion protection system. Corrpro's qualifications include the ability to perform in-service installation using existing tank access ports while the tank remains operational, thereby avoiding the operational disruption, safety risks, and increased costs associated with tank drainage and confined space entry. The protest deadline for affected persons is 2:00 P.M. Pacific Time on Monday, April 20, 2026, with protests to be submitted either by hard copy mail or email to Corey Brech at the Oregon Military Department's Camp Rilea location.

No pricing information, contract term, funding sources, or award amounts are specified in this public notice document. The determination to procure from a single source is based on the technical necessity for OEM compatibility and Corrpro's unique capability to perform the work without requiring tank redesign or operational shutdown. Alternative approaches using non-OEM systems would introduce operational and asset protection risks and require redesign, further justifying the sole source procurement decision.

NOTICE FOR PUBLIC

SOLE SOURCE DETERMINATION

S-24800-00016616

CAMP RILEA ARMED FORCES TRAINING CENTER

This Sole Source Determination Approval Notice (Notice) is published pursuant to Oregon Revised Statute (ORS) 279B.075 and Oregon Administrative Rule (OAR) 125-247-0275.

The State of Oregon, acting by and through its Oregon Military Department, intends to issue a Purchase Order to Corrpro (an Azuria Company) for the procurement of a replacement passive cathodic protection (CP) system for the Camp Rilea Water Treatment Plant (WTP) storage tank. The procurement includes removal of the existing CP system and installation, testing, and commissioning of a replacement OEM passive cathodic protection system designed for the existing tank configuration.

The Oregon Military Department has determined that these goods and services are available from only one source due to compatibility requirements, tank-specific design constraints, and proprietary system components associated with the existing corrosion protection system. Replacement requires an OEM passive cathodic protection system designed to maintain compatibility with the existing tank configuration and corrosion protection approach. Corrpro is uniquely capable of performing this work using existing tank access ports while the tank remains in service.

Alternative approaches would require tank drainage and confined space entry, resulting in increased operational disruption, safety risk, and cost. Use of a non-OEM system would also require redesign and may introduce operational and asset protection risks.
