of DoD-STD-100. Suitable manufacturing and technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application.

Unison Industries is the only source listed on the source control drawing, and is thus the only known source that can satisfy the Government’s requirement. This item is a highly specialized component of a major weapon system; accordingly, Unison possesses unique capabilities derived from knowledge and expertise gained during previous productions of this item.

At this time, it is not economically feasible for the Government to fund a new source development; therefore, Unison is the only source capable of providing the supplies described in paragraph III without the Government experiencing substantial duplication of cost that could not be expected to be recovered through competition, and unacceptable costs in fulfilling agency requirements. Delays in new procurement have the potential of disrupting the availability of TF33 engines, leaving the Air Force unable to meet critical mission requirements. Accordingly, Unison Industries is the only responsible source capable of providing the items described in Section III above.

VI. DESCRIPTION OF EFFORTS MADE TO ENSURE THAT OFFERS ARE

SOLICITED FROM AS MANY POTENTIAL SOURCES AS DEEMED

PRACTICABLE

In accordance with FAR 5.201, this requirement shall be synopsized and the Request for Proposal will be posted to the Federal Business Opportunities website. Only the OEM approves additional sources, therefore; qualification requirements do not apply.

VII. DETERMINATION BY THE CONTRACTING OFFICER THAT THE

ANTICIPATED COST TO THE GOVERNMENT WILL BE FAIR AND

REASONABLE

The Contracting Officer will ensure that the items described herein are negotiated at a fair and reasonable price to the Government. The contractor will be required to provide certified cost or pricing data. A detailed cost analysis and price analysis will be accomplished. The Defense Contract Management Agency may be contacted to assist with the analysis.

VIII. DESCRIPTION OF THE MARKET RESEARCH CONDUCTED AND THE

RESULTS, OR A STATEMENT OF THE REASONS MARKET RESEARCH

WAS NOT CONDUCTED

Market research, in accordance with FAR Part 10 was conducted by a multi-functional team. This research included inquiries into internet sites including Haystack, Parts Manufacturer Approvals, Google, Thomas Register, and similar item manufacturer’s websites and was completed on 24 August 2017. Other sources manufacture similar items but none have been identified as having access to the data described in Section V necessary to meet the requirement described in section III. As a Critical Safety Item, failure of this item during engine operation can result in loss or substantial to the weapon system, or death or serious injury to personnel. This is a non-developmental item and substitutes are available.

A Sources Sought Synopsis was also conducted during the market research effort described above to notify Pratt & Whitney licensees, vendors, or other sources with access to the necessary data of the pending acquisition. This posting was created on the Federal Business Opportunities website 17 August 2017 under the NSN and PR number with a response date of 24 August 2017. No vendors indicated interest in the acquisition.

Based on the above, a high level of confidence exists that Unison is currently the only responsible source able to fulfill the requirement.

IX. ANY OTHER FACTS SUPPORTING THE USE OF OTHER THAN FULL AND

OPEN COMPETITION

Since this item is source controlled, neither qualification testing of another part nor use of a second source part in the intended application is permitted. As such, reverse engineering is not feasible.

X. LIST OF SOURCES, IF ANY, THAT EXPRESSED INTEREST IN THE

ACQUISITION

Unison Industries, LLC CAGE: 59501 7575 Baymeadows Way Jacksonville, FL 904-739-4000

MAKING SUBSEQUENT ACQUISITIONS FOR THE SUPPLIES OR SERVICES
