RE: Solicitation No. BPM003518
Dear Solicitation Review Representative(s):
Spiral Creative Services is pleased to respond to the State of Arizona’s Solicitation No. BPM003518 for Statewide Marketing Services.
For more than 15 years, the Spiral team has been creating eye-popping marketing projects—big and small, complex and simple—for a variety of clients. Officially headquartered in Gilbert, Arizona, we all work from home offices so that we are accessible 24/7 (which is good for our clients but bad for our beauty sleep).
This presentation is a response for the Scope of Work as defined in the solicitation document under Item 5 Design Firm Services (Creative) and will serve as a means for the selection committee to better understand how the Spiral Creative Services team will approach the design and marketing challenges of various State Agencies by creating cost effective communications tools that will deliver the appropriate messages to each designated audience. Specifically, the planning disciplines Spiral can help the State create include:
• Brochures • Route guides • System maps • Direct mail • Digital and print ads •
• Multi-page reports • Flyers • Signage • Displays • Giveaways •
• Transit cards • Special event materials • Vehicle wraps • POP materials •
• Billboards • Posters • Computer aided design diagrams • Website graphics •
Program and promotional materials • and more!
Spiral Creative is a woman-owned, drug-free workplace. We practice non-discrimination and promote equal opportunity. Spiral Creative has been an Arizona State approved vendor and has been working with various Arizona State agencies since 2008, so we understand the intricacies of working with public sector entities. Spiral has made no exceptions to the Terms and Conditions specified in the solicitation.
I, Susan Geer, as the authorized representative of Spiral Creative Services, accept the stated terms and conditions as outlined in the solicitation. By signing this Letter of Transmittal, I act as an agent of the company and am authorized to bind Spiral Creative Services to contracts with the State.
The Spiral Team is excited to work with State Agency representatives on any design work that may be necessary. We assure you that we can do projects correctly, on time and on budget. You won’t have to worry about it—that will be one less problem that keeps you up at night.
We look forward to working with you.
Respectfully, Susan Geer Owner | Authorized Representative Susan@Spiral-Creative.com 602.284.2515

The State may determine your proposal is non-responsive if you do not answer all questions fully.
Instructions: Please provide a detailed response to the question(s) below, ensure you provide information that addresses each of the categories with which you are proposing services for as applicable.
1. Provide a narrative response that describes your organization's overall method of approach for providing the required services as stated in this solicitation.
Spiral Is Your Full-Service Creative Partner.
It all starts with a meeting of the minds between client and agency. Spiral prefers to have honest back and forth feedback and discussions in order to deliver the best possible product that meets communication, branding and budgetary goals. We leave our egos at the door so that solid marketing and business practices prevail.
The Spiral Team enthusiastically submits this proposal to provide the State of Arizona Agencies with a robust team at their disposal to help with all the design projects that may be required. We work well with others, so whether it’s finishing the project started by an overloaded Agency employee or starting from scratch, we’re here to fill in the gaps.
As this proposal will demonstrate, Spiral has extensive experience dealing with all types of businesses, including years of working with public entities. A variety of work samples is provided, but State Agency representatives are encouraged to look online at the portfolio section of the Spiral-Creative.com website for additional information.
The Spiral Team promises accessibility, responsiveness, respect and dedication as we work to best serve our State Agency clients.
Understanding The Expectations.
It can’t be overstated: Spiral Creative Services takes pride in being a collaborative partner with our clients. In order to do this we need to have a meeting of minds, making certain that both agency and client have a common view and goal. For each project requested, Spiral makes sure that our creative team understands the client’s parameters such as:
• How many design options are expected?
• How are creative presentations to be made—in person or electronically?
• How many sets of client revisions are anticipated?
• What is the deadline for the project?
• Is Spiral going to send the job for outside production, and if so, which vendor?
• Will the client supply branding guidelines to follow?
• What is the budget for this project?

We Firmly Believe That Our Customer Deserves To Be In The Driver’s Seat.
No one knows your business like you do. We have ideas of how to provide a superior design service, and the best way is by listening to our clients’ needs.
How will Spiral Creative Make Your Marketing Project Successful?
Your brand is a very valuable asset. As your design partner, Spiral will help you define a project’s goal (do you want to increase your awareness? Refresh an outdated website? Communicate better with stakeholders?) Spiral encourages our clients to involve key decision makers early on to define essential strategic insight to a project.
Next, Spiral asks clients keep an open mind as we follow a series of internal methodologies to meet expectations.
Design For The Target Audience: Looking at the audience for whom a graphic design project is intended will determine the design, look and feel that a project will take. The feel of a piece designed for kids would be very different from something created for parents. People with visual impairments require Spiral to carefully consider color, contrast, type, layout and other thoughtful approaches to design. Remember: we are designing for an audience with specific likes, dislikes and needs. It Spiral’s job to help our clients view concepts through the eyes of the audience instead of personal preferences.
Clear, Direct Design: While Spiral has no “signature design look” we do follow the motto “less is more.” We design everything in a logical progression and don’t try to squeeze extra graphics elements on a page just because there is a little extra white space that needs to be “filled up.” The strength of any marketing tool is its ability to impart a complete thought or message in a short, quick and organized manner.
Design To Maximize Any Budget: Let’s face it, big budgets allow for more glitzy production possibilities, and allow Spiral Creative Services to really create a “wow” factor. We specialize in thinking beyond the obvious design solution. However, recent economic struggles have mandated that tight budgets are the norm, not the exception.
Just because a project has a smaller budget does not mean it cannot be creatively executed and thoughtfully designed. Spiral Creative Services is expert in maximizing our clients’ budgets so that the greatest impact is achieved with each project.
Quality Control Checks: For all projects, Spiral Creative Services can be on hand to carefully screen and review the quality after it leaves our shop and is in the production phase. If requested, a Spiral representative can assure quality control through print placement and press checks before a client receives the final product.

2. Proposals for benchmarking Advertising trends and for measuring performance.
How Do We Monitor Performance?
At Spiral, we’re all about accountability. Having defined goals and metrics in place to identify industry standards helps us help our clients. We understand that benchmarking is an ongoing process so that, together, we can monitor a State Agency’s performance against competitors to improve processes, measure a project’s effectiveness, increase customer service and satisfaction. Spiral can set goals with the State Agency for a project to help reach an objective, measurable, achievable and relevant result. We do this by working with our clients to gather internal and competitive data.
If requested by our client, Spiral can start with a plan including a SWOT (Strengths, Weaknesses, Opportunities and Threats) analysis. Then, together, we collect data from various sources such as websites, press releases, social media analytics and other published research. There may be opportunities to collect first hand, primary data as well. After the relevant data is collected, we start the analysis. We identify the gaps compared to the competition and what caused them. Then it’s time to implement a plan of action.
It Never Stops.
Spiral believes that in order for benchmarking and measuring performance to be most effective, it has to continue in perpetuity. We recommend regularly monitoring results and the progress made toward the tangible goals. We’re there to help every step of the way.
3. Description of how the Offeror will affect an orderly transition from the previous contractor or to the State or to another Contractor upon termination of this Contract for any reason. Include any relevant milestones and activities within those milestones.
Spiral Plays By The Rules.
Spiral has pride in our good reputation. We play well in the proverbial “sandbox” with other agencies. Spiral respects incumbent design groups and has worked in partnership with previous firms of record and multicultural marketing businesses for the betterment of our clients. Spiral believes that honest, gentle and thorough communication is key in making an orderly transition.
It’s All Yours.
Spiral Creative understands that, once the client has paid in full for the services rendered, all materials, concepts, ideas and other products completed on behalf of the client shall become the property of the State Agency and all rights will be transferred. This means, for whatever reason, if the Agency requests Spiral to turn over any artwork to another vendor, we will promptly comply.

4. A preliminary assessment of where the Offeror believes the State could reduce its Advertising expenses without negatively impacting quality or service level.
Reducing Expenses Doesn’t Mean Sacrificing Quality.
Spiral works with our agency clients to identify the purpose behind a proposed project. If we can make a project serve dual purposes—that’s a win-win situation. Without identifying a specific design project, it is difficult to make specific cost cutting recommendations. In general, Spiral will focus on what we can accomplish, and not spend time on what we may want to do with a particular project budget. When available, we help our clients take advantage of offered incentives and partnerships. We encourage cost savings through purchasing bulk quantities.
Spiral regularly helps our clients find less expensive suppliers and will bid out projects on our client’s behalf in order to garner the best possible pricing. And, finally, we know time is money, so our design team works quickly without sacrificing quality.
5. A preliminary proposal for calculating and identifying a cost reduction sharing program wherein you are able to share a portion of the realized savings in Advertising Services spending through bulk buying or other processes that you help the Eligible Agency realize.
We’re Up For Just About Anything!
Spiral has not participated in a cost reduction sharing program with a client to date because we believe it is our responsibility to offer our clients cost savings options as part of our service. If the State has successfully implemented a cost reduction sharing program with another graphic design firm, we’re delighted to participate!
6. Provide details regarding your agency's process for ensuring all relevant media meets the required ADA requirements (Closed Captioning, etc.)
Design For The Audience.
The creative team at Spiral always keeps a project’s audience in mind during the design process. Whether designing a website, brochure or signage, we understand ADA visual requirements. Visual needs of people with disabilities including low vision, the colorblind, seniors and cognition are taken into account. This means identifying appropriate type fonts (including Braille for signage) and sizes, being aware of contrast between text and background, the importance of having a visual focus, the inclusion of auditory options and the overall ease of each individual processing and understanding the information. Spiral follows the accepted principles of universal design to communicate the information effectively to a wide range of viewers. Spiral believes wholeheartedly in removing any potential barriers in the information we help our clients present.
