Statewide Marketing

The Arizona Master Agreement CTR056868 is a comprehensive Indefinite Delivery Vehicle (IDV) for statewide marketing services, designed to provide Arizona state agencies, boards, commissions, and cooperative purchasing members with flexible creative and marketing procurement options. The contract covers a broad range of marketing services including general marketing, design firm services, production services, media services, interactive marketing, public relations, and multicultural marketing. Agencies can access these services through task orders that can range from a few hours to several months, with pricing determined on a case-by-case basis and contractors required to submit proposals based on specific agency requirements.

The master agreement is awarded to Spiral Creative Services LLC, a Gilbert, Arizona-based creative services firm, and was originally established by the State of Arizona's Department of Administration State Procurement Office on September 1, 2021. The contract is structured as a one-year agreement with potential extensions, not to exceed five total years, and has been consistently renewed annually through multiple amendments. The current contract term extends through August 31, 2026, with a statewide geographic coverage. Contractors are required to maintain comprehensive insurance coverage, including commercial general liability and professional liability, and must pay a 1% administrative fee on contract sales. The IDV allows for cooperative purchasing and provides a streamlined mechanism for state entities to procure marketing-related services efficiently.
