Emergency Purchase Extension Approval Summary

This is an Emergency Purchase Extension Approval document submitted by the Illinois Department of Commerce and Economic Opportunity (DCEO), Office of Tourism, to the State of Illinois Chief Procurement Office for General Services. The document requests approval to extend an emergency contract with Spurrier Group LLC for planning and execution of marketing and advertising programs to promote Illinois as a tourism destination, encompassing domestic and international tourism markets including conventions, sports, group tours, and diversity marketing. The original emergency contract (P-69805) commenced on July 1, 2024, with an initial 90-day term ending September 28, 2024. The contract has previously been extended twice through December 31, 2025. The current extension request covers the period from January 1, 2026, through June 30, 2026, representing a six-month continuation of services with no changes to the scope of work.

The original contract amount was $61,300,000, with previous extensions totaling $35,800,000 and $17,500,000 respectively. The current extension requests an additional $87,600,000 in estimated costs, all amounts being preliminary estimates. Spurrier Group LLC qualifies as a Business Enterprise Program (BEP) firm. The emergency condition arose when the previous contract expired on June 30, 2024, and the agency failed to reach terms with the incumbent vendor. DCEO is currently conducting a competitive solicitation (B-49195) published September 5, 2025, with bids opened October 7, 2025. The extension will provide sufficient time to complete the RFP evaluation process, contract negotiations, and address any protests. The agency justifies the extension based on tourism's critical economic contribution to Illinois, which generated $47.2 billion in visitor spending and $4.58 billion in state and local tax revenues in 2023, supporting approximately 278,200 jobs statewide.

1. Provide detail about the events that led the agency to conduct an emergency procurement:

The previous contract (P-8963) expired on 6/30/2024. The Agency attempted to extend P-8963 for a period of 6 months from 7/1/2024 through 12/31/-2024. The agency failed to come to terms with the incumbent vendor and a 90 day emergency contract (P-69805) was performed with an initial 90 day term (7/1/2024 - 9/28/2024) in the estimated amount of $8,000,000.00. On 9/13/24 an emergency extension was approved (P-69805 CO #3) in the estimated amount of $35,000,000.00 for the period of 9/29/2024 through 6/30/2025. A second extension was was approved (P-69805 CO #5) in the estimated amount of $17,500,00.00.

2. What is the scope of work of the initial emergency contract? Please detail below:

3. Does this extension change the scope of work? Yes No If yes, please detail below:

4. Provide justification for extending the original emergency contract:

Without extension approval, DCEO will cease to have an advertising campaign encouraging travelers to visit Illinois, and the revenue loss to Illinois will be devastating. Tourism generates over $47 billion in traveler expenditures. Continuing to market Illinois as a tourism destination is critical to the state's economy. Continued marketing is critical in order to maintain traveler interest and economic results due to increased competition from other destinations. If these services are not provided the state could recognize a significant loss in revenue and jobs. Without this procurement approval the Office of Tourism would not be able to market Illinois which would negatively impact the economic impact of tourism. It would decrease awareness of Chicago and Illinois as a place to visit resulting in significant declines in state revenues due to the reduction of visitors staying overnight in Illinois. DCEO would not be able to meet its mission of creating and retaining jobs in Illinois investing in Illinois community infrastructure and developing a better quality of life.

5. Does this emergency contract correct or eliminate the emergency condition?

Yes No Please detail:

Approval of this extension will allow the Department sufficient time to complete the formal solicitation to procure the services covered under this emergency. There is an active solicitation for these services under B-49195 which was published 9/5/2025 and Bids were due and opened on 10/7/25. Extension of this emergency will allow DCEO additional time to complete the RFP process for the bids received including evaluations, demos, price opening, contract negations, and any protests.

6. Explain why the need cannot be met through a competitive procurement process.

The Illinois Department of Commerce and Economic Opportunity (DCEO), through its Office of Tourism (IOT), recently underwent a transition in leadership. Alongside this shift, IOT is implementing a new framework for how it values, documents, and accounts for the use of state funds. These changes necessitate a re-evaluation of how future solicitations are developed— specifically, a redefinition of evaluation criteria and clearer expectations for prospective vendors.

This extension will ensure uninterrupted services while allowing adequate time to complete the current open solicitation under the strategic direction of new leadership.

Maintaining the existing contract during the requested period is essential to avoid disruption of work and to provide continuity of service until a new contract is in place.

7. Is a competitive procurement in process to replace this emergency contract?

Yes No Status: in development

B-49195 was published 9/5/2025 and Bids were due and opened on 10/7/25. DCEO is currently in the evaluation process of this solicitation.

8. What is the effect of a denial of this extension request?

Failure to approve this extension request would jeopardize critical tourism-driven revenue for the State of Illinois. In 2023 alone, Illinois welcomed 122.4 million visitors—110.2 million domestic and 2.2 million international—who collectively spent $47.2 billion within the state. This visitor spending generated $4.58 billion in state and local tax revenues.

To put this in perspective, each Illinois household would have needed to pay an additional $1,300 in taxes to replace the revenue generated by tourism in 2023. Moreover, tourism supported approximately 278,200 jobs across the state, sustaining both the economy and workforce.

An interruption in current tourism operations due to a gap in contract coverage would threaten these significant economic contributions. For this reason, an emergency extension is essential.
