About this file
This document is a Sole Source Procurement Authorization form from the Arizona State Procurement Office, specifically for the Arizona Department of Administration (AZ-DFFM, Division of Forestry and Fire Management). The procurement involves Interra Group as the sole source supplier, with the request initiated by Michael Hale, Dispatch Center Manager, using a GSA contract (GSA-GSA35F-307BA).
The procurement is for a software solution that integrates various fire systems (CAD, IRWIN, EGP, Flight, Field Maps, IROC) into a single package, enabling GPS-enabled resource tracking, real-time decision support, and wildfire mitigation planning. Interra Group's system allows DFFM to access data from multiple fire systems without separately collecting information, with customizable software deployment, interface development, installation, and ongoing support. The contract is for a one-year term at $53,454.00 per year, with Interra being the only identified provider that can comprehensively combine collected data to provide a fully integrated wildfire mitigation and planning system.

| Text11: DFFM has a need for a solution that integrates all of the various fire systems available (CAD, IRWIN, EGP, Flight, Field Maps, IROC, etc.) into one package. Intterra Group is the only system with access/licenses to all of these systems. Their system combines the collected data to provide a fully integrated and customizable software for wildfire mitigation and planning. |
Intterra's system includes fully customizable software deployment, interface development and installation; as well as, ongoing support, maintenance, enhancements, which are all integral to DFFM wildfire mitigation efforts.
Interra's features will allow us to determine distance of resource to wildfires, pre-plan and establish criteria for FMAG documents, assess the exact number of structures that are threatened and exact population of the affected area, and access infrared videos and images. Additionally, DFFM needs the capability to integrate ADOT GPS data into a mapping system to help determine closest response to emerging wildfires or reports of smoke, which Interra's system is able to do through their customizable software.
Utilizing a sole source procurement method is advantageous to the State because it will allow DFFM to access data from dozens of fire systems without having to seek out and collect data separately from each service, which would also require DFFM to pay for each service separately.
Having access to a collective of data would allow DFFM to make more efficient decisions during active fires to enhance our public safety mission.
| Text12: DFFM published a Sole Source Notification (BPM No. BPM006914) through APP and invited 209 suppliers, under commodity code 43232600, Industry Specific Software and received zero (0) comments or inquiries. The notification was posted for four business days. Interra's price is fair and reasonable as no other alternatives exist. Market research suggests that sourcing for the development of the software and fees for the licenses required to access data would cost upwards of $200,000. Intterra has already developed the program and is able to offer it commercially for $53,454.00 per year. |
