Ensure that the Tech Rep has a résumé of demonstrated experience with the system/equipment stated above.

Submit a copy of the Tech Rep’s résumé and a list of references to the COR.

3.2 Inspection and repair requirements. The Contractor must overhaul the port and starboard stern tube seal assemblies, in accordance with the referenced TP 5454, Chapter 4, Paragraph 4.9 (Complete Overhaul of Seal) and Chapter 8 (Installation), and as specified below. Visually inspect the shaft seal mounting faces (including bulkhead mounting flange) and exposed adjacent surfaces for evidence of corrosion or deterioration. Submit a CIR, including recommended repairs, if any.

3.2.1 Seat machining. Machine the seal seats in accordance with TP 5454, Chapter 6, Section 6.4. If a Change Request is released and approved by the KO, build-up/repair the shaft seal bulkhead mounting flange using a commercially available metallic polymer (e.g. Belzona or equivalent).

3.2.2 Seal compression setting. Set the stern tube seal compression during the installation in accordance with TP 5454, Chapter 6, Section 6.2 (Setting Seal Compression).

3.2.3 Alignment of seat. Align each seat to run true with its associated shaft in accordance with TP 5454, Chapter 6, Paragraph 6.3, and as follows:

3.2.3.1 Attach a dial indicator so as to indicate either the face of the seat, aft side of the face carrier, or the flat side of the forward main clamp ring near the butt joint, to measure relative misalignment of the seat in relation to the stationary face insert, as the shaft rotates.

3.2.3.2 Engage turning gear to rotate the shaft.

3.2.3.3 Adjust the alignment bolts and drive bolts to have a total indicator reading of 0.002" or less while the shaft is rotating. Take readings for three complete revolutions of the shaft.

3.2.3.4 Once alignment is complete, lock the alignment bolts with their locking nuts while the shaft is rotating and the indicator is still installed. Recheck alignment, after locking, in the presence of the Coast Guard Inspector. Submit CFR.

3.2.3.5 Disengage turning gear and install splash guard onto the face carrier.

3.2.4 Automatic Air Eliminator, Renew. The Contractor must rip out and dispose of the port and starboard shaft seal air eliminators and renew with government furnished Automatic Air Eliminators, as shown on Coast Guard Drawing 901 WMEC 256-012. Renew all disturbed seals, gaskets and fasteners.

3.3 Tests. The Contractor must perform the following tests to the port and starboard stern tube seal assemblies:

3.3.1 Stern tube seal leak test. Pressurize the stern tube seal with clean fresh water through the flanged water connections at the bottom of the mounting ring to 20 psig. Inspect and correct for any leakage.

Submit CFR.

3.3.2 Inflatable seal air test. Pressurize the inflatable seal to 60 psi using Nitrogen, in lieu of Carbon Dioxide.

3.3.2.1 Visually inspect to ensure all pipe joints are tight.

3.3.2.2 With seal inflated to 75-90 psi, shut off all supply valves, and monitor air leakage. Pressure must not drop more than 5 psi in 15 minutes. Submit CFR. Correct any discrepancy noted.

WARNING

Do not rotate shaft while testing inflatable seal!

3.3.3 Inflatable seal water leakage test. After the vessel is waterborne, operate inflatable seal at normal pressure in accordance with TP 5454, Chapter 2, Section 2.3 (use Nitrogen, in lieu of Carbon Dioxide).

3.3.3.1 Slowly open the seal drain valve and drain the seal cavity. Once seal cavity is drained, measure the seal leakage which must not exceed one pint per minute. Submit CFR. Take corrective action if the leakage is exceeding one pint per minute.

3.3.3.2 Align the seal water flush lines for normal operation.

3.4 Stern tube split seal change-out. The Contractor must be aware that the Government reserves the right to furnish a new stern tube split seal for installation in-place of the one removed. When the Government exercises this right, the Contractor must dispose of the removed stern tube split seals as designated by the Coast Guard Inspector.

WARNING

3.5 Pipe flushing. The Contractor must flush all new and disturbed piping with clean fresh water until all debris is removed but no longer than five minutes. Ensure flushing fluid is directed to move scale and foreign debris away from installed machinery to prevent possible damage upon operational testing.

Submit a CFR documenting date and time of flushing process and level of pipe cleanliness.

3.5.1 Dispose of flushing fluid in accordance with all applicable Federal, state, and local regulations.

NOTE
