About this file

This specifications document details requirements for a Distance Measuring Instrument (DMI) system that the Iowa Department of Transportation is procuring through competitive quotes due July 31, 2026. The DMI is a vehicle-mounted system designed to measure distance, speed, and location with high accuracy for roadway inventory, surveying, and engineering applications. The instrument must support both sensor-based and GPS-based distance measurement capabilities, with measurements in multiple units including feet, miles, meters, and speeds in mph, kph, fps, and fpm. Key technical requirements include an 8-digit LED display with dual-window capability, high measurement accuracy of up to 0.5 feet per mile, storage capacity for 40,000 to 400,000 events depending on configuration, and support for continuous GPS data collection at one-second intervals for up to 30 hours. The device must feature an integrated high-sensitivity GPS receiver with WAAS-enabled augmentation for approximately 2-meter horizontal accuracy, bidirectional counting with automatic direction handling, and non-volatile memory for long-term data retention. Additional required capabilities include firmware upgrade capability via USB, programmable pulse output for external devices, multiple stored calibration profiles, and ability to log GPS coordinates for roadway features, intersections, and surveyed points.

The specifications require the DMI to operate in typical automotive environments with solid-state electronic design resistant to electrical noise and interference. The instrument must provide USB interface compatibility with legacy serial-based applications to support data download to computers for analysis, reporting, and export to mapping or spreadsheet software. A detailed operator's manual with field operation examples and instructions must accompany the primary unit, which includes a limited multi-year warranty on primary unit components with varying warranty terms for accessories. Bidders must submit responses directly to Woodruff Construction, which is soliciting subcontractor statements of qualifications (SOQs) on behalf of the Iowa DOT, with specific submission details provided in attachment documents.
