About this file

This is a Project Manual and Specification document for the Shreve Memorial Library Downtown Branch Renovation located at 424 Texas Street, Shreveport, Louisiana 71101, prepared by Mischa Farrell Architect, LLC under Project Number 2021-11-SMDB. The renovation project encompasses interior and exterior improvements to the existing 4-story historic library building, including renovation of the 1st, 2nd, and basement levels with new walls, ceilings, and finishes. Specific work includes terrazzo floor restoration at the entry, addition of study rooms and children's activity areas, room signage, accessible restrooms, stair and railing modifications at all floors, and water infiltration treatment at basement walls. Exterior work consists of installing a new flagpole, exterior building signage with associated lighting, capping open lightwells, sealing gaps in existing lightwell covers, and repairing existing aluminum storefront and steel casement windows. The project is to be constructed under a single prime contract with substantial completion required in 270 consecutive days. The Owner is Shreve Memorial Library with Wayne Lupo, Superintendent of Facilities, serving as the Owner's Representative (318-226-5885; wlupo@shreve-lib.org). A separate furniture package contract will be issued and integrated upon substantial completion.

The specification document includes four lump-sum allowances totaling $88,000: $70,000 for specialty light fixtures, $5,000 for two bronze dedication plaques, $3,000 for room signage, and $10,000 for backlit custom signage for the Children's Cubby Wall. Three alternates are identified: duct cleaning at basement, 1st and 2nd floors; first floor main space ceiling configuration with box beams between columns; and provision of a new barn door and hardware versus repair of an existing pocket door. The project requires the contractor to occupy the building during construction, coordinate with the Owner on site access and hours, and comply with non-smoking restrictions within 25 feet of building entrances. Payment procedures follow AIA Document G702 and G703 standards with monthly progress payments, and a Clear Lien Certificate filed with Caddo Parish Clerk of Court is required at least 45 days after substantial completion before final payment is issued. The contractor must submit a schedule of values, construction schedule, list of subcontractors, and all required closeout documentation including warranties, operation and maintenance manuals, and final cleaning before substantial completion certification.
