Summary of Specifications for Salt Conveyor Contract

This specifications document outlines technical requirements for a stainless steel portable salt conveyor system to be procured by the Pennsylvania Department of Transportation (PennDOT). The contract calls for the acquisition of two 24-inch by 70-foot towable, radial stacking salt conveyors with self-contained diesel-hydraulic drive systems, each capable of processing a minimum of 300 tons per hour. The units shall be current production models, new, and ready for immediate operation, with reference to the Kimco 2470SS model. The conveyors are designed to be loaded with the Department's owned 3-cubic-yard front-end loader and will be used to fill various Department salt stockpile structures. Delivery is required within 90 days of purchase order receipt, with units shipped FOB Destination to two PennDOT locations: District 10-0 in Indiana, Pennsylvania, and District 12-0 in Uniontown, Pennsylvania. Prior to delivery, bidders must coordinate with the Fleet Management Division at 717-783-2371. The specification document references the Kimco 2470SS model and includes detailed technical drawings and identification standards.

The specifications establish comprehensive technical requirements for conveyor construction, including stainless steel 304 materials for most components, hydraulic surge braking systems, a minimum 74-horsepower diesel engine without DEF systems, and a three-stage telescoping hydraulic cylinder capable of raising the conveyor to a maximum height of 35 feet and lowering to 12 feet 6 inches for transport. The successful vendor must provide operator and mechanic training consisting of one training session each (1.5 hours for operators, 1 hour for mechanics) at one PennDOT location, to be completed within 60 days of delivery. A comprehensive warranty covering all parts for a minimum of two years or the manufacturer's standard commercial term (whichever is greater) is required from the date of departmental acceptance. All vendors must submit a Worker Protection and Investment Certification Form (BOP-2201) demonstrating compliance with Pennsylvania labor and workforce safety laws. Complete documentation including operator's manuals, parts manuals, service manuals, and wiring schematics must be provided on thumb drive in PDF format.
