Emergency Response Action Plan Summary

Oil and Hazardous Substance Integrated Contingency Plan

THE RED PLAN

Purpose

In the event of a spill or release of oil or hazardous substances at NAS Fallon, THE RED PLAN serves as the “jump start” to get the right response actions on track at the earliest possible time.

The NAS Fallon Integrated Contingency Plan (ICP) reinforces THE RED PLAN and provides in-depth information on response, notification, organization, duties, containment, cleanup and remediation procedures. THE RED PLAN is used in the early stages of a spill, and the user is expected to transition to the ICP, after appropriate notifications and response actions are underway.

Initial Response Actions

If a spill occurs, responsible personnel will take immediate action to:

(1) STOP THE FLOW OF PRODUCT– Stop transfers, secure pumps, close valves;

(2) WARN PERSONNEL – Sound alarms, enforce safety and security actions;

(3) SHUT OFF IGNITION SOURCES – Motors, electric circuits, open flames;

(4) INITIATE CONTAINMENT – Block drains, deploy absorbents or boom; and

(5) MAKE NOTIFICATIONS – Ensure the PWO is called and the Fire Department is advised if the situation warrants it. Inform supervisors and managers as per base instructions.

All spills are considered to be an emergency whether or not there is a potential life, health, fire or other safety hazard. The Fire Department and the Public Works Environmental Division (Environmental Division) will be notified immediately of spills that are greater than five (5) gallons, enter any drain, contaminate soil, are of an unknown material, or are beyond the capability of the activity to handle. During the emergency phase of a spill, the Senior Fire Officer (SFO) will serve as the Incident Commander (IC).

The Commanding Officer serves as the Facility Incident Commander (FIC). The Public Works Officer or Deputy PWO serves as the "Qualified Individual" (QI) having full authority to implement response actions. If the fire department is called, the Senior Fire Officer serves as the Incident Commander until the emergency subsides, when that responsibility passes to the QI for cleanup and mitigation of the spill. The QI is responsible for all actions initiated at the incident and is responsible for engaging all appropriate resources.

Fuels operators and Personnel from the Fire Department, Security, Medical, Environmental Division, and the BOS Contractor serve as the Facility Response Team (FRT) and are the initial responders to a spill. The FRT will coordinate the cleanup if it is within their capabilities to do so. Other spill response resources will be called to assist in the cleanup of larger spills or those migrating off the base.

Responsible Unit/Activity Actions

Responsible Units/Activities will clean up small spills if it can be done safely and is within their capabilities to do so using absorbent materials or a spill kit located at the site.

Recovered product and contaminated materials will be packaged and staged for disposal in accordance with the installation’s hazardous waste procedures.

If the spill poses a fire, explosion, or exposure hazard, the responsible unit will isolate the area and standby at a safe distance to meet the fire department responding to the site.

Response Strategy/Facility Incident Commander (FIC) Actions

When a spill occurs and Regional Dispatch is called, the fire department, BOS contractor, and QI are notified. The QI alerts and assembles the FRT near the spill site and directs immediate actions to isolate and stop the spill. Every effort is made to confine the spill to the smallest possible area on land and to prevent it from entering storm drains.

When the fire department responds, the QI will meet with and brief the SFO on the spill and any actions taken. The SFO will coordinate with the QI if further fire prevention measures are required. If an evacuation is necessary due to a risk of fire, explosion or a vapor cloud, the QI (in coordination with the SFO) will order execution of the Evacuation Plan (see page 7).

An incident command center will be established either at the spill site or other designated location, if necessary. Should an evacuation be required, an alternate command center will be designated by the QI.

After immediate emergency actions have been initiated, the QI alerts other Navy oil spill response resources, if necessary, or commercial spill response organizations (see page 7) as to services that may be required. They will be provided information on the size of the spill, its pathway, and if any fuel has or is expected to reach navigable waters or environmentally sensitive areas. Spill response personnel will use this information to determine the equipment needed to further contain and clean up the spill.

If the spill is small and does not pose a hazard, the FRT will likely be able to conduct the cleanup without assistance. Cleanup actions beyond the capability of the FRT are referred to an Oil Spill Removal Organization (OSRO). Every effort should be made to alert these resources for deployment within 30 minutes of the spill discovery.

If necessary, the QI will establish a Spill Management Team in the Emergency Operations Center, consisting of facility personnel and responding agency representatives, for support, advice, and assistance during response operations.

Should an operator or line rider discover a spill while on patrol, he will alert his supervisor or duty controller, who will notify the Terminal Director, and if directed, call Regional Dispatch.

The Terminal Director will contact the QI who will direct the recall of members of the FRT, if not already on site. The Terminal Director will recall members of their staff as appropriate.

As immediate response actions are commenced, the QI begins to fill out the Oil and Hazardous Substance Discharge Telephone Report Sheet (see page 12). Mandatory EXTERNAL Notifications on page 6 will be made by the Environmental Division and will be made as soon as possible, even if some information is incomplete. If a spill has the potential to reach surface waters, the National Response Center must be notified.

Upon arrival at the spill site, the Navy or commercial spill response personnel are briefed on the situation by the QI. Protection priorities are determined from assessing the conditions at the spill site and referring to the priorities listed on page 7 and in the ICP. The QI, FRT, and support personnel will develop a cleanup plan and assets will be directed to the determined tasks and priorities.

After response assets have been directed to the priority protection areas, the QI will begin transition from THE RED PLAN to the ICS planning process. The QI will review appropriate sections of the ICP to verify protection and cleanup priorities, response methods and techniques, and all duties and responsibilities. Additionally, the QI will refer to the Notification Checklist in the ICP and ensure that all other necessary notifications are made.

Protection Priorities

The Environmentally Sensitive Areas and Main Station Drainage Figure on page 11 identifies environmental, recreational, and commercial areas at risk in the event of a worst case discharge from NAS Fallon fuel sites. Numerous drainage ditches, channels, and storm drains discharge into the Lower Diagonal #1 and the Lower Diagonal Drain that cross the station. Containment boom is installed in the drains in the vicinity of the southeast and northeast ends of the runways. The QI, with assistance from the Spill Management Team, will focus containment efforts on preventing any fuel from migrating from the Base to these areas. Actions will be taken to contain the fuel at the spill site if at all possible. See Annex E of the ICP for additional information on the vulnerability analysis.

Recovery Strategy For Spills

The FRT at NAS Fallon is trained in spill response. Large spills pose a greater potential for fire or explosion because product may pool and cover an area that could lead to generation of high concentrations of vapors. Large spills will only be recovered by trained and qualified spill response personnel.

Evacuation Plan

Because significant quantities of F-24, diesel fuel, and gasoline are stored at NAS Fallon, a catastrophic release from an aboveground storage tank or a condition posing a significant fire or explosion hazard may require an evacuation to ensure Base and personnel safety.

See diagram in Annex C.

The Senior Fire Officer or QI is responsible for ordering an evacuation and directing all personnel (including contractors on-site) to a safe regrouping area. The QI may also allow vehicles to be removed, if it is safe to do so.

During an evacuation, fire suppression systems may be activated and power to the site should be secured. Personnel will be directed to a designated regrouping area or other safe location. Access to the site must be provided for the arriving fire department and emergency response personnel. A key fuel facility representative will remain near the site to meet the responding emergency vehicles and brief the SFO.

Facility Response Equipment and Locations

Oil spill and emergency response equipment is maintained at several locations on NAS Fallon. Basic spill containment and recovery equipment is maintained at the Fuel Farm and on refueling trucks. Spill kits are also located at storage and transfer sites. The fire department maintains basic equipment and supplies for response to and control of a hazardous material incident. The BOS Contractor is required to maintain equipment at Building 22 (HAZWASTE) to respond to spills on the Station. They serve as an initial responder for cleanup activities. The Environmental Division has a limited amount of recovery equipment at Building 307A (PW Storage). Additional heavy equipment such as trucks, graders, front-end loaders, and backhoes are available from Public Works. For more information on equipment and spill cleanup contractor support, see Annexes F and G of the

ICP.

Response Equipment Testing and Deployment

NAS Fallon maintains and deploys its equipment as the initial response resources for a spill at the Base. The FRT serves as the initial response unit for spills. The BOS Contractor maintains and provides additional spill response support to the installation. OSROs in the area are also available to provide response support if needed. OSROs have trained personnel to maintain and deploy their equipment, and regularly participate in oil spill response training, deployment drills, and spill management team exercises, as well as responding to actual spill response situations. An OSRO could respond with personnel and equipment within 12 hours. The U.S. Navy Supervisor of Salvage (SUPSALV) is also available to respond to spills on a cost-reimbursable basis. SUPSALV has offices and equipment located in Port Hueneme, CA and can respond with equipment within 24 hours.

Duty Officer (CDO) (or other responsible employee), will meet with and brief the SFO on the spill and any actions taken. The SFO will coordinate with the FIC if further fire prevention measures are required. If an evacuation is necessary due to a risk of fire, explosion or a vapor cloud, the FIC (in coordination with the SFO) will order execution of the Evacuation Plan (see page 7).

• An incident command center will be established either at the spill site or other designated location, if necessary. Should an evacuation be required, an alternate command center will be designated by the FIC.

• After immediate emergency actions have been initiated, the FIC alerts other Navy oil spill response resources, if necessary, or commercial spill response organizations (see page 7) as to services that may be required. They will be provided information on the size of the spill, its pathway, and if any fuel has or is expected to reach navigable waters or environmentally sensitive areas. Spill response personnel will use this information to determine the equipment needed to further contain and clean up the spill.

• If the spill is small and does not pose a hazard, the FRT will likely be able to conduct the cleanup without assistance. Cleanup actions beyond the capability of the FRT are referred to an Oil Spill Removal Organization (OSRO). Every effort should be made to alert these resources for deployment within 30 minutes of the spill discovery.

• If necessary, the FIC will establish a Spill Management Team in the Emergency Operations

Center, consisting of facility personnel and responding agency representatives, for support, advice, and assistance during response operations.

• Should an operator or line rider discover a spill while on patrol, he will alert his supervisor or duty controller, who will notify the Terminal Director, and if directed, call Regional Dispatch.

The Terminal Director will contact the FIC who will direct the recall of members of the FRT, if not already on site. The Terminal Director will recall members of their staff as appropriate.

• As immediate response actions are commenced, the FIC begins to fill out the Oil and Hazardous Substance Discharge Telephone Report Sheet (see page 12). Mandatory EXTERNAL Notifications on page 6 will be made by the Environmental Division and will be made as soon as possible, even if some information is incomplete. If a spill has the potential to reach surface waters, the National Response Center must be notified.

• Upon arrival at the spill site, the Navy or commercial spill response personnel are briefed on the situation by the FIC. Protection priorities are determined from assessing the conditions at the spill site and referring to the priorities listed on page 7 and in the ICP. The FIC, FRT, and support personnel will develop a cleanup plan and assets will be directed to the determined tasks and priorities.

• After response assets have been directed to the priority protection areas, the FIC will begin transition from THE RED PLAN to the ICS planning process. The FIC will review appropriate sections of the ICP to verify protection and cleanup priorities, response methods and techniques, and all duties and responsibilities. Additionally, the FIC will refer to the Notification Checklist in the ICP and ensure that all other necessary notifications are made.

Protection Priorities

• The Environmentally Sensitive Areas and Main Station Drainage Figure on page 11 identifies environmental, recreational, and commercial areas at risk in the event of a worst case discharge from NAS Fallon fuel sites. Numerous drainage ditches, channels, and storm drains discharge into the Lower Diagonal #1 and the Lower Diagonal Drain that cross the station.

Containment boom is installed in the drains in the vicinity of the southeast and northeast ends of the runways. The FIC, with assistance from the Spill Management Team, will focus containment efforts on preventing any fuel from migrating from the Base to these areas.

Actions will be taken to contain the fuel at the spill site if at all possible. See Annex E of the ICP for additional information on the vulnerability analysis.

Recovery Strategy For Spills

• The FRT at NAS Fallon is trained in spill response. Large spills pose a greater potential for fire or explosion because product may pool and cover an area that could lead to generation of high concentrations of vapors. Large spills will only be recovered by trained and qualified spill response personnel.

Evacuation Plan

• Because significant quantities of F-24, diesel fuel, and gasoline are stored at NAS Fallon, a catastrophic release from an aboveground storage tank or a condition posing a significant fire or explosion hazard may require an evacuation to ensure Base and personnel safety. See diagram in Annex C.

• The Senior Fire Officer or FIC is responsible for ordering an evacuation and directing all personnel (including contractors on-site) to a safe regrouping area. The FIC may also allow vehicles to be removed, if it is safe to do so.

• During an evacuation, fire suppression systems may be activated and power to the site should be secured. Personnel will be directed to a designated regrouping area or other safe location.

Access to the site must be provided for the arriving fire department and emergency response personnel. A key fuel facility representative will remain near the site to meet the responding emergency vehicles and brief the SFO.

Facility Response Equipment and Locations

• Oil spill and emergency response equipment is maintained at several locations on NAS Fallon.

Basic spill containment and recovery equipment is maintained at the Fuel Farm and on refueling trucks. Spill kits are also located at storage and transfer sites. The fire department maintains basic equipment and supplies for response to and control of a hazardous material incident. The BOS Contractor is required to maintain equipment at Building 22 (HAZWASTE) to respond to spills on the Station. They serve as an initial responder for cleanup activities.

The Environmental Division has a limited amount of recovery equipment at Building 307A (PW Storage). Additional heavy equipment such as trucks, graders, front-end loaders, and backhoes are available from Public Works. For more information on equipment and spill cleanup contractor support, see Annexes F and G of the ICP.

Response Equipment Testing and Deployment

• NAS Fallon maintains and deploys its equipment as the initial response resources for a spill at the Base. The FRT serves as the initial response unit for spills. The BOS Contractor maintains and provides additional spill response support to the installation. OSROs in the area are also available to provide response support if needed. OSROs have trained personnel to maintain and deploy their equipment, and regularly participate in oil spill response training, deployment drills, and spill management team exercises, as well as responding to actual spill response situations. An OSRO could respond with personnel and equipment within 12 hours.

The U.S. Navy Supervisor of Salvage (SUPSALV) is also available to respond to spills on a cost-reimbursable basis. SUPSALV has offices and equipment located in Port Hueneme, CA and can respond with equipment within 24 hours.
