1 Reference: PWS C-3.1.2 Property Restoration Plan

“The Contractor shall provide a detailed plan that will accompany their proposal, for the removal of all facilities, components, utilities, and any other equipment or material provided or installed by the Contractor. The plan shall include planned coordination with project stakeholders, milestones, timelines, and related data to return the premises to the condition identified by the Laughlin Air Force Base provided environmental assessment of property and per requirements identified in the executed land lease.”

and Reference Appendix A Facility Specifications, page 17:

“Laughlin AFB will provide DLA Energy with a detailed Environmental Baseline Study which will identify any existing land contamination, if any, for the proposed sighting of the contractor's bulk and retail facilities.”

The land lease will not be negotiated and executed until after contract award and the environmental assessment of the property has not yet been provided to bidders by Laughlin AFB/DLA-Energy. In order to: 1) prepare this plan, and 2) include the cost/price to execute the restoration at the conclusion of the contract period (2048) in bidder’s proposal, this information is required.

Question: Would the Government please clarify this requirement?

Answer: The Offeror is required to submit a plan which will acknowledging and detailing the requirement for restoring the property at the end of the contract term under PWS C-3.1.2.

The Contractor should not include the price of the property restoration in its proposal.

Negotiation of the pricing of the property restoration will occur prior to the end of the base or any option period exercised. The contractor will be requested to submit a proposal for the restoration.

2 Reference PWS C-3.2.1.2 Operations Plan

Question/Comment: Believe this should be numbered C-3.2.2.

Answer: Reference is a typo. The correct paragraph, C-3.2.2 is corrected in the PWS.

3 Reference PWS C-2.13.2 Leak Detection

“For locations (see Appendix AF) with Permanent Leak Detection Systems….”

Appendix AF has not been provided with the solicitation documents. Please either provide the Appendix or confirm the reference to Appendix AF was in error.

Answer: Verbiage is for Bulk DFSP. Revised to require conformance with all federal, state, and local environmental laws. PWS has been revised.

4 In the PWS, C-3.1.1 Staffing Plan, “Contractor shall provide a Staffing Plan for consideration that accompanies their proposal”.

In the RFP, Volume I, Technical Proposal, Sub-factor 1: Staffing – States: “Technical, managerial, and operational details of manpower related issues to meet mission requirements.

The proposal must provide a staffing approach which demonstrates understanding of the personnel requirements to successfully accomplish all PWS tasks. The proposal must provide a staffing plan that includes a comprehensive and detailed matrix outlining all manning aspects, to include sub-contracting, and requirements regarding the management and labor force.”

Question: Because the Staffing Plan is part of the “Sub-factor 1: Staffing” response, can the Staffing Plan be part of the overall response in the “Sub-factor 1: Staffing”, or must this be a stand-alone document?

Answer: It is not required that the Staffing Plan be a stand-alone document.

5 PWS C-2.19.2 Building and Ground Maintenance – “The Contractor shall maintain all facilities buildings and grounds in accordance with Base guidelines.”

Question: Can we get a copy of Base guidelines to fully understand this requirement?

Answer: Documents were provided thru safe.amrdec.army.mil website. See Amendment 0005.

Reference PWS C-2.14-1 DLA Energy Provided Training “The Contractor will ensure employees are fully qualified at the performance start date of the contract. DLA Energy will provide the following classroom instructions; Fuels Terminal Manager/Property Administrator/Responsible Officer course, (5 days), and the Fuels Manager Defense (FMD) course, (15 days). This training will be funded by DLA Energy. This includes training, transportation and lodging. DLA Energy will only fund the cost of training for initial two (2) individuals hired into requirement positions. Any additional employees requiring training will be funded by the contractor.”

Question: Given that this is a 28-year long contract, with four 5-year option periods and one 4- year option period, will the Government reconsider funding only the cost of training for “initial two individuals hired into requirement positions” and instead fund the cost of training two individuals at the outset of each option period?

Answer: No. Funding for training will be as stated in the PWS.

Reference H-0002 H19 Reporting and Containing Oil Spills (Domestic Storage)(DLA Energy Jan 2012) “(c) Any Contractor whose terminal stores product exclusively for DLA Energy use shall prepare and submit an approved Spill Prevention Control and Countermeasure Plan, Oil Pollution Prevention Operations Manual, and Oil Spill Contingency Plan, as applicable.

These documents shall be submitted to the ACO and the Defense Energy Region specified in the DESIGNATION OF THE DEFENSE ENERGY REGION provision of this solicitation as soon as practicable after contract award, but no later than 60 days after award notification.

The Contingency Plan shall include, but not be limited to, Contractor in-house capability and facilities, or (2) the preselection of a local agency, cooperative, or firm capable of and willing to provide cleanup services of this nature.

(d) The Contractor shall be responsible for maintaining current telephone numbers of the agencies cited herein and in the Contingency Plan upon commencement of the contract period.

And PWS C-2.13.3 “In the event of a fuel, spill, the Contractor shall make notifications IAW the SPCC Plan, FRP, or equivalent plan…….”

Question: The references above seem to address off-site COCOs for which the Contractor then prepares a SPCC Plan. The LAFB COCO is located on a military installation - please clarify that the Contractor does not prepare this contract’s SPCC.

Answer: PWS C-2.13.3 The contractor will be added to the base SPCC Plan and will make notifications accordingly.

Reference PWS C-2.13.2, Leak Detection

“The Contractor shall provide fuel system access, ……..for the implementation of the Leak Detection Centrally Managed Program (LD-CMP) point in time testing and ………”

Question: Is the LD-CMP applicable to this COCO?

Answer: No, this COCO will not be covered in any CMPs. Verbiage is for Bulk DFSP.

Answer: Dispensing totals are current.

Question: Would the Government please confirm the size and types of tactical refueling units that the facility will serve?

Answer: Ground fuel units are 1200gls ea, and are Mil spec C-300. Two C-300’s are in-place.

Question: Would the Government please confirm the number and sizes of fuel storage tanks required at the facility?

Answer: The contractor has been provided all the base support requirements. The number and size of fuel storage tanks will be at contractor’s discretion per federal, state, and local laws to meet mission requirements.

Question: Can the Environmental Baseline Study be made available?

Answer: Environmental assessment were provided thru https://safe.amrdec.army.mil website. See Amendment 0005.

14 Question: Is an operations building required at the facility? If so, can the Government provide basic requirements for the building?

Answer: The contractor has been provided mission requirements data. Construction is at the contractor’s discretion using best commercial practices to meet mission requirements.

15 Question: Is any personally owned vehicle parking required at the facility? If so, how many spaces are required?

Answer: Construction design, to include personally owned vehicle parking, is at contractor’s discretion using best commercial practice within the footprint of the leased property.

16 Question: Is there a utility connection fee for the contractor to tie-in to any of the existing utilities at either site?

Answer: The base has provided “stub-out” connection points for utilities. The contractor may have to arrange with local power company for power connection requirements and fees.

The commercial electric connection should be the only connection fee. A support agreement with the base will be established for the utility service.

17 Question: Can the government provide a list of anticipated construction permits (stormwater, hot work, grading, air, etc..) required?

Answer: List of permits are, but not limited to:

Hot Work, for anything that makes a spark such as grinding, welding.

Dig Permit Air Permit-may not be reqd.

Storm-water. For construction, storm Water Pollution Prevention Plan, AF Form 332 (Work Order Request), AF Form 103 (Work Clearance Request)

18 Question: Are there any known endangered species or protected wildlife seasons that could potentially impact construction?

Answer: The Government is not aware of endangered or protected species on or near the site.

19 Question: 1.Staffing Plan - Should the requested staffing plan address the period of construction in addition to the service requirements?

Answer: Payment under the contract does not begin until the facilities are in-service.

Staffing plan should address the requirements in the PWS.

20 Question: If POL screening has been conducted at the sites, please share findings.

Answer: No POL screening conducted, However an Environmental Baseline Study has been completed and provided through the https://safe.amrdec.army.mil website. See Amendment

21 Question: Are soil boring logs available?

Answer: No boring logs are available for this site.

22 Question: Are topographic surveys available for the lots

Answer: Yes, separate Topographic map has been provided via https://safe.amrdec.army.mil website. See Amendment 0005.

23 Question: Are swing ties and inverts to sewer and water connections?

Answer: If the question is asking if invert and swing ties (surveying) information, is available, yes. When AF Form 103 (Work Clearance Request) is submitted, utility locate is conducted and provided to the contractor.

24 Paragraph C-2.19.2 Building and Ground Maintenance: "Contractor shall be responsible for mowing and trimming the grounds”

Question: Is this meant to understood that the Contractor shall be required to mow & maintain lot outside of the Security fence which may be smaller than the full lot? May the Contractor opt to reduce the lot size only to the required space for operations?

Answer: The contractor will maintain the ground maintenance of the land that is leased to them regardless of size or how much is chosen to be fenced in. Reducing the leased footprint is not an option.

Question: Please provide referenced documents on Page 19 of the PWS, Appendix A, paragraph v.

Answer: All documents have been provided via https://safe.amrdec.army.mil website. See Amendment 0005.

Question: Please provide the average tank size of the wheeled vehicles so that we can calculate the correct number of dispensers to accommodate refueling 50 vehicles per hour. Or provide the desired number of retail dispensers to be installed.

Answer: Estimated vehicle tank sizes are 30 gallons. The contractor has also been provided all the base support requirements. The number of dispensers to be installed will be at contractor discretion to meet mission requirements.

Question: Is there a minimum flow rate desired for the retail dispenser? The flow rate for bottom loading?

Answer: The contractor will meet best commercial standards or better to meet mission requirements

Question: Is the bulk fuel pipeline required to be filtered? If so, please advise.

Question: Is overfill protection required for the bulk fuel bottom loading? Please advise what system type is outfitted on the vehicles (Optical, Thermistor).

Answer: Yes. Overfill protection required for bulk fuel bottom loading will be DoD, SCULLY compatible.

Question: Please advise on design oversite, plan review and approval timelines for the construction of the fuel terminal as discussed on page 31 of the PWS.

Answer: Base Civil Engineering typically asks for 2 weeks for design review at each stage of review. While govt reserves the right for comment to the construction plans, the facility design and compliance to regulations is contractor’s responsibility. Therefore, when the plans are provided, the govt will conduct an expedited comment review to minimize the timeline.

Question: Page 18 paragraph f. of the PWS requires weekly project status reports during construction. Is this meant to be a project schedule that is updated weekly? If so, please advise on what type of scheduling software is desired.

Answer: The format and software utilized to provide weekly project status is at the discretion of the contractor.

Question: Is there a borrow pit available for use at the project site (Classified fill)?

Answer: No. There is no borrow pit available.

Question: Is there a soil disposal site available for excess material?

Answer: Yes, but this is for top soil/clean soil only. Any construction debris (i.e. demotion) must be disposed off- site.

Question: Please confirm Electrical service providers for the three sites.

Answer: Electrical service is provided by Rio Grande Electric Cooperate for Laughlin AFB.

This is the only site. There are not two others on this contract.

Question: Will construction activities be monitored or inspected? If so, please advise on agency and inspection intervals.

Answer: The contractor is responsible for the compliance with the regulatory requirements and ensuring the site is built according to plans. Engineering team will be available to aid the contractor during construction process Engineering team will inspect in vicinity of the site for safety and environmental reasons, and we will only address any life/safety/health issues.

Question: Utilities, "The installation will provide for utilities" per Page 18 of the PWS paragraph m. Please confirm this includes Water, Sewer and Electric

Answer: The installation will provide utilities access via stub-outs within their control. This includes water, sewer/wastewater, comm, roadway access, and electric (local power company).

Question: Page 18, paragraph m. "the contractor shall install utility advanced meters" Will the government be supplying the meters? If not, please advise on Make/Model of the required meters.

Answer: No, the government will not supply meters. The contractor will provide meters according to best commercial standards to meet the requirements of the facilities.

Question: Page 18, paragraph k. "The facility shall be enclosed with security fencing and force protection measures in accordance with installation design guide and the UFC" Are the entry and exit gates required to be motorized with keypad access?

Answer: No, as long as 24 hr operation is maintained and adequate support is provided.

Security of the site is the responsibility of the contractor.

Question: May the Bulk loading share the same weather canopy as the retail dispensers?

Answer: Facility design is at the discretion of the contractor per best commercial practice.

Question: For calculating the bulk loading truck containment please advise what is the expected largest compartment on a vehicle that may load at this rack

Answer: Largest commercial delivery tanker is 7.5Kgls. Military C-300 is 1.2Kgls, potential USA HMMT vehicle is 2.5K gls.

Question: Page 19, paragraph q. "retention pond" Is the retention pond built in lieu of a truck containment as required by EPA guidelines? Is it intended that the retention pond is lined or is a soil-based pond acceptable?

Answer: The intent of this passage is to capture any POL spill. PWS is revised to require containment per best commercial practice as required by federal, state, and local environmental requirements.

Question: Page 18, paragraph d. "The retail/bulk dispensing area shall be configured with adequate energy efficient lighting for 24/7 operations” Please advise what adequate is meant to be in foot candles of light?

Answer: The contractor will provide lighting per best commercial practice requirements.

Question: Page 18, paragraph g. "Traffic Flow Pattern” Please provide referenced traffic flow pattern.

Answer: The marked traffic flow pattern will be at the discretion of the contractor to best meet the mission and maintain safety.

Question Because we can’t predict how much overtime we should price into our proposal, please provide historical averages for hours worked to meet surge requirements.

Answer: Historically, there has been no overtime recorded. All deliveries have been scheduled during duty hours.

Question: C-2.14.1 DLA Energy Provided Training: How often is this training required? Is it one time for the life of the contract or will we need to recertify after a specific time?

Answer: There are many different types of training and each have different requirements.

For instance, the Terminal Manager and Accounting course are one-time courses, while other courses may have refreshers required.

Question: C-1.5 Personnel Qualifications: If we need to recertify, will that training be funded by DLA Energy? If it is not funded, what are the course costs, and will personnel be required to do the full 20 days of training during recertification?

Answer: The Accounting course is the only 20 day training course and is a one-time training. DLA will only fund training for the first two personnel and the contractor will fund training after that.

Question: Are there any known endangered species habitat locations on or very near the facility site, which could impact construction?

Answer: The government is not aware of endangered or protected species on or near the site.

49 Question: Is the Contractor responsible for any specie biomonitoring or survey(s) before and/or during construction?

Answer: No

50 Question: May the Contractor have a certain amount of adjacent property as Temporary Workspace for an office trailer, materials laydown, tool storage, equipment parking, etc., during construction and to be turned back once that phase is completed?

Answer: The contractor will be provided necessary construction staging area. Location is dependent on the required size, and it is possible that this area is adjacent to the site.

Does LAFB have a specific contact (name, email and telephone #) of the representative of the power provider that services their account(s) who we can contact for information?

Answer: Yes, it will be the base energy manager, and can be contacted at (830)-298-8181

56 Reference Attachment I PWS Appendix-A, page 18 paragraph (m.) Utility tie-in points will be provided by installation near the perimeter of the proposed site. Please describe what is available for telephone connection, and how many pairs will be available to the Contractor for voice, FMD, alarms, etc.

Answer: The contractor will need to propose how many pairs necessary for copper and fiber.

In turn, base will provide the connection.

57 Reference Attachment I PWS Appendix-A, page 18 paragraph (m.) ………. The installation will provide for utilities. Are the utilities provided free-issue to the Contractor or is there a set-up and/or monthly charge?

Answer: The contractor will be responsible for any/all utility billing. Set-up fees may apply depending on local utility requirements.

58 Reference Attachment I PWS Appendix-A, page 18 paragraph (m.) Utility tie-in points will be provided by installation near the perimeter of the proposed site. Is commercial internet service (i.e., not on the government network) available for FMD and vendor remote diagnostics?

Answer: Yes, it is available near- by the site through Spectrum.

59 Reference Attachment I PWS Appendix-A, page 18 paragraph (n.): Primary power distribution at Laughlin AFB is privately owned by Rio Grande Electric Cooperative (RGEC).

The contractor must subcontract RGEC for all primary electrical work within the contractor retail site perimeter. Does LAFB have a specific RGEC point-of-contact name & phone number for their service as a large customer, and who would be familiar with the process to add service for the Contractor?

Answer: Yes, RGEC Project Manager contact information is (830) 563-6136.

60 Reference Attachment I PWS Appendix-A, page 18 paragraph (o.) dispensing units shall have Stage II vapor recovery to reduce fugitive emissions. However, this excerpt below from the Texas Commission on Environmental Quality (TCEQ) appears to withdraw the State II requirement throughout the state. Please see the excerpt, in part, below and clarify this requirement:

The United States Environmental Protection Agency (EPA) approved revisions to 30 Texas Administrative Code (TAC) Chapter 115, Subchapter C, Division 4 and Texas’ State Implementation Plan (SIP) for decommissioning Stage II vapor recovery equipment at gasoline dispensing facilities (GDF). Stage II vapor recovery is technology that prevents gasoline vapors from escaping into the air during refueling. It was required under the Federal Clean Air Act until the EPA issued a decision that on-board vapor recovery was in widespread use throughout the vehicle fleet, allowing states to request that requirements for Stage II be removed from their SIPs.

Amended 30 TAC Chapter 115 specifies that owners or operators of new GDFs are not required to install Stage II equipment, and existing facilities in the current program areas may decommission Stage II equipment. The revision to the Texas SIP removes Stage II requirements from the SIP and demonstrates that the one-hour and 1997 eight-hour ozone National Ambient Air Quality Standards in current Stage II counties will not be negatively affected by removal of Stage II equipment. The effective date of EPA’s approval of the rule and SIP revisions is April 16, 2014.

Answer: The contractor will meet any federal, state, and local requirements for air quality.

The PWS is revised.

61 Reference Attachment I PWS, Appendix-A, page 19 paragraph (q.) The facility must have flow and contours of finished surfaces to guide spilled materials to a retention pond in the event of a catastrophic tank or equipment failure.

Question: Is a retention pond the only allowable option? Can a properly-sized OWS be used and connected to the sanitary sewer system?

Answer: The Contractor must meet requirements in accordance with best commercial practices and meet any federal, state, and local environmental requirements. The PWS is updated to remove a retention pond as the only option.

62 Reference Attachment I PWS, Appendix-A, page 19 paragraph (q.) The facility must have flow and contours of finished surfaces to guide spilled materials to a retention pond in the event of a catastrophic tank or equipment failure. If a retention pond must be used, they are typically defined as “wet ponds” since they have a permanent presence of water. They require groundwater or a dry-weather base flow if the permanent pool elevation is to be maintained year-round. This is compared to Detention Ponds that are usually “dry.”

Question: Please provide the LAFB Environmental requirements we need for design and pricing of both construction& extended maintenance of the required structure

63 Reference Attachment I PWS, Appendix-A, page 19 paragraph (q.) continued –

Question: whether retention or detention ponds, will the outlet be connected/directed to the nearest stormwater drainage system, or shall it be released across the landscape?

Answer: Yes, nearest sanitary sewer system will suffice for residual water release.

64 Reference Attachment I PWS, Appendix-A, page 19 paragraph (v.):

Question: Please provide a copy of the relevant documents listed, such as the Laughlin AFB Architectural Compatibility Guide, AETC Installation Excellence Guide, and Air Force Handbook 32-1084 Facility Requirements and/or any other controlling documents required to be used for materials & color selections during the construction of the facility.

Answer: Documents were provided through safe.amrdec.army.mil website. See Amendment

Question: Will there be any vehicle escort requirements during construction? If so, are there any restrictions on who can be cleared to perform the escorting such as Subcontractors (i.e., can the concrete subcontractor escort the concrete deliveries, etc.)

Answer: Base access pass must be filed with Security Forces. The contractor will be granted base pass after security checks and may be provided with escorting privileges.

Subcontractors will not be able to be escorted. If not written as part of the contract, Installation personnel will escort. Engineering team will assist the process during construction.

Answer: No escort is required as long as commercial vendor has a bill of lading.

Answer: Monaco System compatible.

68 Question: Are the fire alarm notification systems radio, wire, or both (radio w/wire backup)?

Please provide any other details, etc., as needed for pricing.

Answer: Radio is allowed, but must communicated with Monaco System.

69 Question: For radio fire alarm systems, once Contractor installs the system does the

Authority Having Jurisdiction (AHJ) provide the programming, antenna cutting, and initial testing at, no cost to Contractor, to ensure it meshes with the existing system?

Answer: No. All requirements are the contractor’s responsibility. The testing is witnessed by LAFB personnel.

70 Question: Does the Fire Department require Knox® Padlocks on all locked gates, and a Knox® Keybox on the buildings?

Answer: The Fire Department does not require Knox Padlocks or Knox Key Box.

71 Question: Is there a disposal location (Base landfill or spoil site) available to the Contractor for top-soiled organics, and also any excess clean spoil? If so, where is it located and what are the permit requirements (if any) to use the site?

Answer: Top soil organics, and excess clean spoil can be disposed within the base, ~1 mile east of the construction site. No permit is needed.

72 Question: Is there a borrow site on-Base that the Contractor may use to haul in suitable clean fill if needed, and if so what are the requirements for its’ use?

Answer: No, a borrow site is not available.

73 Question: Is bulk water available during construction for compaction, dust abatement, etc.? If so, please state where these points are located in reference to each site, any limitations on use, reporting requirements if any, etc.

Answer: Yes, raised bulk water point is available for water trucks, on Barnes Street, before the southernmost entry control point to the flightline.

74 Question: Can the on-site fire hydrants be used for bulk water supply, with approved backflow preventers, during construction?

Answer: Yes

75 Question: Does the Base do its’ own utility locate/markout, and if so is a commercial One- Call also required or are they combined? What is the typical time from request to mark-out?

Answer: Yes, once the AF Form 103 (Work Clearance Request) is filed with the base customer service, utility locate will be provided. Typically, the request will be completed within 30 days.

76 Question: Is there a Base standard minimum setback distance (easement) from either the edge or centerline of the roadways?

Answer: Setback distances are expressed in LAFB Architectural Design Guide, AETC Installation Excellence, and UFCs 4-010-01 and 4-010-02. See Amendment 0005.

77 Question: PWS C-2.13.1: Will the Contractor operate under the LAFB NPDES permit for each site?

Answer: Yes

78 Question: Please describe how LAFB wants the Contractor to handle the air permitting;

direct to the State w/info to LAFB or direct only thru LAFB Environmental.

Answer: Direct to State w/info to LAFB. The contractor is responsible for complying with state environmental laws and regulations.

79 Question: Please describe any particulars on how LAFB wants the Contractor to handle the construction storm water permitting and the State of Texas TCEQ involvement during construction for the SWPPP, as well as post-construction BMP’s. That is, do we go direct to TCEQ for the SWPPPs, NOI’s & NOT’s w/info to LAFB Environmental when required?

Answer: Yes, Direct to TCEQ with w/info to LAFB Environmental. The contractor is responsible for complying with state environmental laws and regulations.

80 Question: Will the government allow (or actually perform) recovery and turn-in of waste fuel and/or small amounts of contaminated water disposal such as from the COCO, drain box/OWS captures of spills, etc? Even though it is waste, it is generated from government-owned product.

Answer: No. The contractor will coordinate through commercial means. The contractor will operate all HAZ-MAT/HAZ-WASTE in accordance with best commercial practices while adhering to all federal, state, and local requirements.

81 Question: Can Contractor personnel get certified by LAFB for disposal of minor hazardous waste such as rags, clean-up clay, etc.? We assume no hazmat is to leave LAFB, so we need a method of disposal.

Answer: No for certification. However, 40 hr training OSHA HAZWOPPER training is need with with appropriate PPE. Any Haz Waste must be disposed through the Base Haz Mat office.

82 Question: Are Contractor personnel able to receive the Base Environmental Management System training, such as that required by AFI 32-7001-Environmental Management, over self-paced computer system? Contractors are not on the Base network, so is it possible to gain access for to them via the Advanced Distributed Learning Service (ADLS) for non-government web-based training.

Answer: To use Base computer network a CAC (Common Access Card) is required.

Coordinate training through COR once CACs are issued.

83 Reference PWS paragraph C-2.9.3 EBS Computer Software and Hardware - The Contractor will provide the appropriate hardware for the COCO facilities, and DLA Energy will provide the appropriate software for EBS/FMD support of COCO fuel facilities.

Question: Please confirm that the government will provide all required software for Fuels Manager Defense, as well as all subsequent updates, through the years of operation. The PWS makes no reference to FuelMaster updates after contract start. Specifically, since these updates are beyond the Contractor’s control will the government pay the costs for any upgrades to FuelMaster once the initial startup occurs and as these upgrades are required?

Answer: DLA will provide all necessary software and updates as needed for EBS/FMD or future systems as required.

84 Reference PWS paragraph C-2.2 - Hours of Operation, Table 2.2 NORMAL: There is a requirement to have Overtime priced into the proposal. Contractors are required to estimate and include costs of Overtime for the entire 29 years.

Question: Please provide any history on how much overtime has been incurred for the existing bulk issues outside of the PWS straight-time hours of 0730-1630 Monday through Friday.

Answer: Historically, there has been no operations outside the normal duty day.

Question: Is there any history available of previous SURGE operations, frequency, durations, etc?

Answer: There is no history of surge operations.

86 Reference PWS C–1.5 Terminal Manager. The Terminal Manager must have completed FMD (Fuels Manager Defense) automated system training and experience processing fuels transactions using FMD.

Question: This requirement eliminates a large portion of the qualified candidates that only need the formal training in FMD to be fully certified. Why can’t the TM candidate take the formal FMD training once the contract has started, especially if said person has completed the DLA CBT Terminal Manager Training?

Answer: All required training is to be completed during the construction period of the contract. This allows time for training requirements be completed prior to initiation of facility operations. PWS is updated.

87 Question: Will they provide utility rates for electric, water, heat and phone, as applicable?

Answer: Yes, Base energy manager will provide utility rates when appropriate.

88 Question: Are the installation utilities (water, electric and sewer) privatized? If so, please provide the various contact information for each utility.

Answer: Electric is privatized (Rio Grande Electric Cooperative). RGEC Project Manager contact information is (830) 563-6136. Customer service can be reached (830)298-5488, or (830)298-5389. Water and sewer are not privatized

89 Question: What are the Pipe inverts for water line connection & sewer inlet?

Answer: Exact elevation will be provided after the award of contract. Water lines is approximately 38” below ground elevation, and the sewer is about 24” below ground elevation.

90 Question: What are the Base standards for design and construction? Best Commercial practice or UFC?

Answer: This contract is with DLA and construction standards are at the contractor’s discretion in accordance with best commercial practices. The base design guide will be followed to match base facilities.

91 Question: Can the current version of the Laughlin AFB Installation Design Guide be provided?

Answer: Architectural Design guide w provided thru safe.amrdec.army.mil website. See amendment 0005.

92 Question: Will they provide a site characterization of the proposed land parcel to confirm the current soil conditions? Including any previously completed geotechnical, environmental or hazardous materials assessments.

Answer: We do not have geotechnical reports of the site. Environmental Assessments were provided thru safe.amrdec.army.mil website. See amendment 0005.

93 Question: Will concrete ready mix trucks as well as other delivery trucks need to be escorted to the job site?

Answer: Base access pass must be filed with Security Forces. The contractor will be granted base pass after security checks and may be provided with escorting privileges.

Subcontractors will not be able to be escorted. If not written as part of the contract, Installation personnel will escort. Engineering team will assist the process during construction.

94 Question: Is any archaeological survey information required before starting civil work and if so, what is the Contractor’s responsibility?

Answer: The privatized electric pole is in vicinity of the site, and the contractor needs to coordinate with RGEC with info to base energy manager.

100 Question: What information will the installation Department of Public Works (DPW) require for plan review and construction commencement authorization?

Answer: While the government reserves the right for comment to the construction plans, the facility design and compliance to regulations is contractor’s responsibility. As long as the AF Form 103 (Work Clearance Request) is approved, contractor can commence construction activities.

101 Question: How long will the DPW need to review our construction plans?

Answer: No longer than 2 weeks.

102 Question: Regarding environmental permitting and reporting during the construction and operational phases of the facility, should offerors consider the use of the current installation level permits (NPDES, Tier III, etc.) Or should this facility be considered as a new/standalone facility requiring separate permits and reporting?

Answer: Permitting for the tanks themselves need to be done by the contractor. For Environmental, SWPPP must be applied with State during the construction phase. In the operational phase, water permits will be under base’s permit. For the air permit, contractor shall apply directly through the state for post-construction.

103 Question: Please describe any particulars on how Laughlin AFB wants the Contractor to handle the construction storm water permitting and the state involvement during construction for the SWPPP, as well as post-construction BMP’s. That is, do we go direct to the State w/info or to Installation Environmental when required?

Answer: Yes, Direct to TCEQ with for duration of the construction. For post-construction, contractor shall coordinate with base environmental, as the site will be included under base general permits.

Set-up fees may apply depending on local utility requirements.

113 Question: Is there a specific number of dispensers required for each product?

Answer: The contractor has been provided all the base support requirements. The number of islands/dispensers will be at contractor discretion to meet mission requirements.

Answer: COCO facility is to be built to BEST COMMERCIAL STANDARDS as prescribed in DoD M 4140.25.

118 Question: Is LB handling any AIR permits and underground injection control permits?

Answer: Yes, we have a synthetic minor permit. However, after fuel dispensing operations, separate air permit shall be filed by the contractor with TCEQ.

(i.e., dispenser islands, offload pumps, tank area) does DLA-E consider “critical”?

Answer: This clause is deleted from the solicitation.

123 Question: Will we get a copy of the Laughlin Architectural guidelines and any other base particular requirements?

1 Reference Section B – Supplies or Services and Prices or Costs “The Contractor shall provide COCO retail/bulk fuel services for the receipt, storage, protection and shipping of MOGAS and ULSD fuel services at Laughlin AFB, TX.”

Question: Line Items 0001, 0002, 0003, 0004, 0005, and 0006 appear to account for the delivery of retail/bulk fuel services and not the construction of retail/bulk fuel facilities themselves. Would the Government please clarify where the facilities’ construction costs should be accounted for?

Answer: This is a firm-fixed-price service contract. Payment will begin once the facility is in-service and the Contractor provides services as specified in the PWS. All costs, including startup costs, must be included in the unit pricing for each line item.

2 On page 54 of the RFP, #17, Small Business Subcontracting Plan, is marked with an “X”. We did not find a requirement for submittal of a staffing plan in the “Instructions to Offerors – Commercial Items.” In addition, the language on page 65 states:

52.219-9 52.219-9 SMALL BUSINESS SUBCONTRACTORING PLAN (AUG 2018) …(c)(1) The Offeror, upon request by the Contracting Officer, shall submit and negotiate a subcontracting plan, where applicable, that separately addresses subcontracting with small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns.

Question: Is the Offeror required to submit a Small Business Subcontracting Plan with its proposal?

Answer: Yes, the Contracting Officer is requesting a Small Business Subcontracting Plan with its proposal.

3 Question: In the PWS, C-3.1.2 Property Restoration Plan, the Contractor shall provide a detailed plan that will accompany their proposal. This requirement is not in the Instructions to Offerors – Commercial Items. Should this Plan be submitted as part of Volume I Technical Proposal? If so, where specifically should we place this in the proposal?

Answer: Yes, the Property Restoration Plan should be submitted as part of Volume I Technical Proposal. The Plan should be placed after Section C-2.0 Performance Requirements.

125 Question: PWS calls for simultaneous fueling of vehicles up to 42' long, 50 per hour, is this a correct requirement?

Answer: Requirements in Appendix A of the PWS do not mention simultaneous refueling of any sort. The PWS requires the capability to “dispense (retail) fuel to a minimum of 50 various combinations of wheeled vehicles and equipment per hour with all fuel grades” and then provides the dimensions of the largest vehicle expected to use the facility to be 42’ long.

126 Question: Please provide copies of the installation design guide.

Reference: PWS C-3.1.2 Property Restoration Plan

During the site visit, the Government stated only the plan is to be submitted with the proposal, and that the pricing of the restoration will be accomplished near the end of the contract performance period.

Question: Please clarify when the pricing will be required: during the six-month contract extension or during the last option period, or other?

Answer: Negotiation of the pricing of the property restoration will occur prior to the end of the base or any option period exercised. The contractor will be requested to submit a proposal for the
