Questions and Answers for SPE601-22-R-0303 (GH2) – Robins

Question 1: Is this a solicitation or pre-solicitation?

Answer: Solicitation

Question 2: Request confirmation that the volume for this requirement is 1,000,000 SCF which is equivalent to DLA's volume of

1,000 MC?

Answer: Requirement is for 1,000 MC for 10 months. Past history for Robins AFB shows that in 10 months the estimated usage will be about 650 MC. 1 MC is equivalent to 1,000 SCF. 1000 MC is equivalent to 1,000,000 SCF

Question 3: Request confirmation that based on the 10-month projected quantity of 1,000 MC, the unit of measure MC is 1,000 SCF, and therefore based on the capacity of the government-owned vessel, the customer anticipates that the vendor will need to refill the vessel approximately 20 times or 2-3 times a month over the 10-month POP. Please confirm the requirement is for 1,000,000 SCF or 1000 MC.

Answer: 1 MC is equivalent to 1,000 SCF. 1000 MC is equivalent to 1,000,000 SCF. The trailer being used holds about 50 MC. The trailer is estimated to be refilled 1-2 times per month over the 10-month POP.

Answer: Zero tube trailers will be stored at the fill site. The trailer will only be at the fill site immediately before and after being filled. The trailer will normally depart the fill site within a couple of days after fill.

Question 6: Will vendor drivers be responsible for handling the trailer swap?

Answer: No, DLA Energy will coordinate the transportation of moving the trailer to and from the fill site and the customer at Robins AFB.

Question 7: Regarding Delivery frequency per month, is there an average # of trailers per year or month that the vendor can use to help coordinate their driver availability.

Answer: Project 1-2 trailers per month to be filled. DLA Energy will coordinate the transportation using DLA contracted drivers.

Question 8: Driver escort?

Answer: The vendor will not be delivering the trailer.

Question 9: Onsite POC or who should be notified that a delivery is scheduled for a certain day and time?

Answer: The vendor will not be delivering the trailer to Robins AFB.

Answer: The vendor will not be delivering the trailer to Robins AFB.

Question 11: Does the driver perform the unhooking of the old trailer and replace with new?

Answer: No, there is only 1 trailer, and the vendor will not be delivering the trailer.

Question 12: Does the driver turn the trailer on? If so, do they open all tubes or just one?

Answer: No, and the vendor will not be delivering the trailer.

Question 13: Request confirmation if the requirement will be for 60 months

Answer: Requirement is for 10 months.
