INDUSTRY QUESTION GOVERNMENT RESPONSE
1 Clarification of transportation of containers: Who is responsible for transportation? Are all containers Gov’t owned?
DLA is responsible for transportation, and the containers are all Government owned.
2 Can you confirm that the unit CZ = cubic meter?
Yes, cubic meter is the measurement.
3 Will usage be regular? (For example: 1 tube trailer every other week)
No. This is an IDIQ contract and usage will be as needed.
4 Can we get clarification on the statement of objectives section 6.1? It states that contractor shall be capable of storing a max of 4 tube trailers & 10 HPCAs, but then says contractor shall be capable of storing another 4 & 10.
6.1 states, The Contractor will be capable of storing a maximum of 4 compressed gas tube bank trailers or ISO tube module containers with/without chassis and 10 HPCAs while the containers which are ready to fill. In addition, Contractor shall be capable of storing an additional 4 compressed gas tube bank trailers or ISO tube module containers with/without chassis and 10 HPCAs while the containers are in repair status or pending repair.
5 Are there any requirements on how many of the stored containers have to be filled at all times?
As trailers arrive, they shall be filled once a Delivery Order is issued.
6 Can we get a clarification on the difference between CLIN 004 and CLIN 006?
CLIN 0004 is for Crane Services as needed, and CLIN 0006 is for Maintenance and Repairs over $500.
7 Attachment 1, page 13, Section 2 (Technical capabilities): Please confirm that question C is require and question D is not. Since the contractor is not responsible for transportation but is responsible for maintenance, I would like to confirm that was not a mistake.
C should not be checked, but D should be checked.
8 Are there any limitations concerning the distance between the fill plant and For Belvoir?
More information is needed to answer this question.
9 Are there any specific fittings that need to be used?
High Pressure cylinder assemblies (HPCA) require: ½” quick-disconnect coupler (PARKER series 60)
ISO containers require:
10 Do I have to arrange a teaming agreement with the Federal suppliers at BLM in order All vendors must hold a valid BLM agreement to be considered for this requirement.
to win this?
11 In the solicitation the freight shipping address is listed below as Fort Belvoir, VA. Do we ship OCONUS or here first?
No, Product does not need to be sent to the freight shipping address at Fort Belvoir, VA for OCONUS shipping first.
12 What type and size of Cylinders would you like the helium delivered in?
Delivery of gaseous helium shall be into Government-provided compressed gas tube bank trailers, International Organization for Standardization (ISO) tube module containers, and High Pressure Cylinder Assemblies (HPCAs).
Contractor shall fill containers to their maximum allowable working pressure (MAWP). In no case will the MAWP exceed 4500 psig for any container.
13 Is there a purity requirement other than Type I Grade A?
No, Type I, Grade A, of MIL-PRF-27407D, dated 01 Aug 2014. Testing the gaseous helium for neon and hydrogen content is waived.
14 On the solicitation it states “this contract would only be awarded to Federal Helium Suppliers that’s with registered with BLM”. Does that mean we have to contract with them and supply them the helium? Or are they providing the Helium?
You must have an active BLM Agreement.
15 Is there a monthly quantity requirement for each location?
No, this is an IDIQ contract and orders will be issued as needed via Delivery Orders.
16 Section 3.3 states that the MAWP will not exceed 4500 psig for any container. Can we get clarification on whether all of the containers will have the same pressures and what are those pressures limitations?
Government-provided compressed gas tube bank trailers, International Organization for Standardization (ISO) tube module containers MAWP will not exceed 2850 psig and High Pressure Cylinder Assemblies (HPCAs) will not exceed MAWP 4500 psig.
17 What are the minimum and maximum pressure requirements for each type of container?
Government-provided compressed gas tube bank trailers, International Organization for Standardization (ISO) tube module containers MAWP will not exceed 2850 psig and High Pressure Cylinder Assemblies (HPCAs) will not exceed MAWP 4500 psig.
18 Section 6.1.1. Concerning the ISO tube module containers not mounted on chassis, is it expected that these will need to be unloaded from a flat-bed?
Yes, occasionally this will be moved via flatbed and will require unloading.
19 Who is responsible for the re-testing of the containers?
Government is responsible for all recertification testing of the containers.
20 Is it be acceptable to store containers at a site away from the fill-point facility? If so, would it also be acceptable to use our drivers to transport containers from storage to the fill-point?
Yes, containers may be stored at a secured facility off-site and contractor is permitted to transport containers to/from fill point.
21 Does the DLA plan to award 100% of this solicitation to a single contractor?
No, DLA does not intend to make a single award. Paragraph 1 of the “Notice to Offerors” in the RFP states “Standardization (ISO) tube module containers, and High Pressure Cylinder Assemblies (HPCAs). The Government contemplates the award of multiple Fixed Price with Economic Price Adjustment IDIQ contract(s) type. All quantities in the schedule are estimated quantities.”
22 Will the DLA consider a proposal for partial quantities on CLIN 0001 and CLIN 0002? Will the DLA consider a proposal with any CLIN’s excluded?
No, offerors must propose price(s) for the entire amount of quantities of the CLIN. However, vendors may propose on individual CLINS only if they choose, but they must propose for total number of estimated quantities of the CLIN(s).
23 Will DLA make a periodic forecast available? What would be the minimum and maximum quantities of helium required for any single order?
No periodic forecast will be available. This is an IDIQ contract, therefore requirements will be issued via Delivery Orders as needed. There are no estimated minimum quantities, however the estimated quantities in the RFP are the estimated maximum quantities required.
24 Is the location to supply the Helium in Baghdad/Taji, Iraq (Camp Taji)?
Yes
25 Could we have a site visit to have a good view about the moving crude helium to the refining plant and moving the refined helium to the transfill locations for filling?
At this time, the Government is not planning to host any site visits.
26 Should we provide the Helium Gas with the trailers? If we should provide the gas for 17 months, how many mcf of Helium should be provided monthly? Is the filling will be weekly or monthly?
Please refer to Q&A responses for Questions 1, 4, 15 of this document.
27 Could you kindly provide us a Pricing sheet? No. Vendors are responsible for creating their pricing proposal format. The Vendors may input their prices right on the RFP, however it’s recommended, but not required, they also have some type of spreadsheet to show calculations of their proposed prices.
28 Could you issue a copy of the solicitation for the requirement in Baghdad/Taji, Iraq?
I mean like the solicitation in the attached file.
No. Requirements for all locations listed in the RFP will be issued via Delivery Orders (DD1155) when there is a need for a requirement. However, if multiple contracts are awarded, all Delivery Order Requirements will be competed with all awarded vendors.
