1. In accordance with FAR 15.305 (a)(2)(iii), will the Government take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition?
Answer: Please refer to ADDENDUM TO 52.212-1 – INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS.
2. Will the Government permit the use of sister company experience and past performance if a meaningful relationship is documented in a commitment letter?
3. Are more than three (3) contracts allowed as the word minimum implies?
4. Would the Government please clarify if we should submit 2 volumes (technical and price) or 3 volumes (technical, price and past performance)?
5. Would the Government consider allowing the use of tabs to separate proposal sections? If so, please confirm that tabs will be excluded from page count.
Answer: Please refer to ADDENDUM TO 52.212-1 – INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS.
Tabs are permissible in proposal submittals, and tab pages will not count towards the page limit, however tab pages should not include proposal information.
6. For graphics, tables, charts and figures will the Government allow the text to be no smaller than 8 point font?
7. Will the Government allow for the use of 11x17 size paper for tables, charts, figures and graphics? If so, will you allow for each 11x17 fold-out to count as one page?
8. Please confirm that we are not required to submit section B of the RFP as this information will be provided in the Offeror Submission Package?
Answer: In accordance with the Addendum to 52.212-1, the offeror is required to submit the Offeror Submission Package in Volume 2. The Offeror Submission Package includes all clauses that require a response from the offeror to include B34.01 SERVICES TO BE FURNISHED AND PRICES (DLA ENERGY FEB 1991).
9. Please confirm that the incumbent employees have the NACI requirement or will be grandfathered in and able to begin work on site day one, OR there will be a transition period sufficient enough for all incumbent employees to complete the NACI process.
Answer: There will be a sufficient transition period.
10. Please confirm that this requirement does not apply to 8(a) Alaska Native firms.
Answer: Please refer to Block 10 of the SF1449.
11. Please confirm that, in accordance with other DLA Energy Fuels Management solicitations, the Government will allow a 50 page proposal addressing the general RFP and PWS requirements with a 20 page site specific Appendix addressing operations at Vandenberg AFB in particular.
Answer: Please refer to ADDENDUM TO 52.212-1 – INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS.
12. In reviewing the Consolidated PWS, we see that the contractor is responsible for providing fuel for contractor furnished general (C-5.8.1.3) and special purpose vehicles(C-5.8.1.4). However, the PWS is silent on who is responsible for the cost of the fuel used to propel Government furnished vehicles (R- 11s, C-300s, C-301s). Please clarify.
Answer:
IAW Appendix F, “The Contractor shall provide, at Contractor expense without additional government funding, all …fuel…necessary for performance of this contract not specified elsewhere in the contract.”
13. If the contractor is responsible for the fuel, please provide historical records for annual fuel consumption by product type and/or gallons used per year.
Answer:
Average DS2 annual fuel consumption for refueling units has been 1,332 gallons Q15. The average receipts per month is 10-11 with further breakdown as one BDI every 3 months, two DS2 per month, four to five E85 per month, two to three JAA per month, and 1 MRR per month
14. Reference Appendix AF, (2) HOURS OF OPERATION and Note 2; Note 2 appears to disagree with the Hours of Operation Chart. The note states "Fuels Operations shall operate during normal or required extended hours of operation and on observed holidays unless authorized to close by the Wing Commander or designee." While the Chart shows these days as "On Stand by". Please clarify.

15. Reference Appendix AF, (3) WORKLOAD INFORMATION, What is the breakdown by product types JAA, E-85, MRR, BDI, DS2, and RP-1for the 3-5 receipts monthly?
Answer:
The average receipts per month is 10-11 with further breakdown as one BDI every 3 months, two DS2 per month, four to five E85 per month, two to three JAA per month, and 1 MRR per month.
16. Reference Appendix AF, (3) WORKLOAD INFORMATION, Other base specific items; This line states "Tank 1701 old DF2 tank being converted to RP-1(Rocket Propellant-1 /Refined Petroleum-1)".
Upon the completion of the conversion will responsibility for this tank change over to the unconventional fuels contractor? If not, what is the anticipated workload for this product?
Answer:
1701 RP-1 tank is utilized as a single point of failure. However, testing the product, receiving from commercial trucks, and issuing to customers (upon request or per DLA guidance) still falls under the fuel contractors responsibility.
17. Reference Appendix AF, (4) BASE SPECIFIC REQUIREMENTS, #4; What is the driving distance to the "Vandenberg Area Laboratory" that is referenced?
Approximately five miles from the Fuel Support Center (Building 1705)
18. Because the subsequent statement is not included as an addendum, but as part of Section L instructions, would the Government please clarify the minimum acceptance period for proposal responses?
Answer:
In accordance with L-0001 L1.02 Proposal Acceptance Period, the minimum acceptance period is 180 calendar days.
19. Would the Government please clarify the number of and organization of the Volumes to be submitted in response to the solicitation?
Answer:
Please refer to ADDENDUM TO 52.212-1 – INSTRUCTIONS TO OFFERS – COMMERCIAL ITEMS.
20. Could the Government also clarify if past performance information is to be included in Volume II Price Proposal or as a separate Volume III; or would the Government prefer the information in both locations?

21. Would the Government please clarify how the Technical Proposal should be provided?
22. Would the Government please clarify if the page count is a total count of 70 pages in length (single sided), 70 pages in length (35 double sided), or 70 double sided pages (count of 140 pages)?

23. Would the Government please clarify the pages to be excluded from page count limitations?

24. Also, is the Government requesting copies of equipment sale/lease agreements? If so, please indicate what type of equipment is to be incorporated and which section this information should be included within.
Answer:
Copies of equipment sale/lease agreements are not required for proposal purposes
25. Please provide an estimated distance criteria for ground fuel delivery requirements (ie. furthest delivery point, customer serviced square miles, etc.)?
Answer
Off-base Fuel Delivery Points. All missions are dispatched from the Fuel Support Center (Building 1705).
