Preproposal Conference Q&A

Technical Q&A (50)

1. Attachment III-CBA and Attachment I-PWS, Page 29, Additional Personnel: The CBA does not show an accountant position but this position is cited in the PWS. Are we to presume that current management personnel perform these duties?

ANSWER: It is the offeror’s responsibility to determine the exempt or non-exempt status of their proposed accounting personnel in relation to their management structure and the CBA.

2. Section L, Addendum to 52.212-1, 1. Vol I, b. Pg. 108, Paragraph b:

a. Type font shall be 12 point Times New Roman: For graphics, tables, charts and figures, will the Government allow the text to be no smaller than 8-point font?

b. 8 ½” x 11” pages: Will the Government allow for the use of 11x17 size paper for tables, charts, figures and graphics? If so, will you allow for each 11x17 fold-out to count as one page?

ANSWER: Font for graphics, tables, charts, and figures may be no smaller than 8-point font. A different type font for the graphics, tables, charts, and figures is acceptable. 11 x 17 pages are not acceptable.

3. PWS C-5.2.4. Reference: C-5.2.4; Product Issues: The referenced paragraph requires the following: “The contractor is to notify the COR and FSC of any fuel quantity discrepancy and if required, the FSC will notify the appropriate DLA Energy Offices of either quality or quantity discrepancies. For any discrepancy, the contractor shall initiate required corrective actions to facilitate delivery of on-specification product.”

For quality discrepancies, notifying DLA Energy Offices and initiating corrective actions to deliver on-specification product is understood. However, please clarify the requirement of notifying quantity discrepancies to the COR, FSC and DLA Energy.

ANSWER: PWS paragraph C-5.2.4 shall read, “The contractor is to notify the COR and FSC of any fuel quality discrepancy.” The PWS is revised to reflect this change.

4. PWS C-5.2.4.1. Reference: C-5.2.4.1 Flightline Issues/Defuels. The referenced paragraph requires the contractor to respond to requests from MOCC or other authorized customers for refueling of aviation/flight line support equipment within a designated priority timeline.

Is this requirement proposing that if a piece of AGE is at the aircraft the MOCC or other authorized agencies can request a refueling of that equipment by requesting service through the FSC rather than requesting the AGE Branch to change out the unit as well as requiring a refueling unit within the 30 or 45-minute response time? Please clarify.

ANSWER: Servicing of AGE equipment at an aircraft is not normal procedure but would be within the scope of the contract if requested.

5. PWS C-5.3. Reference C-5.3: This paragraph requires the contractor to provide a detailed maintenance plan and establish/maintain automated maintenance and supply/parts records for all facilities, equipment, vehicles and system components. It also stipulates addressing frequencies, methods and procedures to implement the plan. The contractor is also required to provide manpower and tools. The paragraph continues with requirements on the contractor to provide parts, materials, and supplies at contractor expense.

The Government provides vehicles maintenance performed by the base transportation refueling maintenance (TRM), and maintenance and repair to fixed facilities and buildings accomplished by the BCE, with all parts and labor included with their service. Is it the intent of this paragraph to eliminate Government accountability and responsibility for maintaining equipment and facilities and have the contractor include the cost for all items identified in this paragraph in their proposal? Please clarify.

ANSWER: IAW Appendix AF and references PWS paragraphs, the Contractor is required to track, perform, and document on applicable forms the operator maintenance on fuel facilities, equipment, and vehicles IAW applicable regulations; buildings and grounds maintenance IAW local guidelines and Appendix AF; and to coordinate/track government performed PM, repairs and SRM projects, and MILCON projects with appropriate offices such as WFSM, RFM, or DLA Energy. The Maintenance Plan should reflect those requirements. Documentation and tracking can primarily be performed using standard AF forms and FMD. A separate software platform such as Maximo or Express Maintenance is not required for this location, as long as the Terminal Manager and staff are able to effectively monitor maintenance status.

6. PWS C-5.3. Reference C-5.3: This paragraph requires that the maintenance plan address frequencies, methods and procedures for accomplishing maintenance objectives.

If the Government is responsible for maintenance of facilities, equipment, vehicles and system components, wouldn’t the Government perform scheduled and unscheduled maintenance IAW the USAF directives that govern work for the Air Force function, i.e., Transportation and BCE?

Couldn’t the contractors plan conflict with Air Force frequencies, methods, and procedures?

ANSWER: See Question 5.

7. PWS C-5.3. Reference C-5.3: If the contractor is now going to be responsible for maintenance of facilities, equipment, vehicles and system components, are there repair limits on the cost of work performed by the contractor to repair vehicles, facilities, or system components?

8. Reference PWS paragraph C-5.3: “…and establish/maintain automated maintenance and supply/parts records…” Is the contractor to establish a new database or maintain an existing one?

If it’s the latter, what software platform was it created on (e.g., Maximo, ExpressMaintenance)?

9. PWS Appendix D requires that, “The Contractor will also ensure at a minimum the TM, ATM, accountant, and alternate accountant possess and maintain the appropriate security clearance level. Is there a DD254 for this solicitation? What is the security clearance level?

ANSWER: A DD Form 254 and Visitor Security Group Agreement (VGSA) will be accomplished for this location with clearance to Secret.

10. Reference PWS Appendix AF base specific information Item 27 – Please describe the process used to perform the annual operational test of the R-22 and FFU-15E. Where is the fuel pumped from and where to?

ANSWER: R-22 operational test is IAW TO 35E13-82-41WP 005 00 Operating Procedures;

Fill the pump with 5 gallons of fuel and operate.

FFU-15E operational test is IAW TO 37A8-2-9-1 WP 005 00 Operation And Maintenance Instructions; Rotate filter vessel using a dedicated defuel unit.

11. Reference PWS Appendix AF base specific information regarding loading commercial Tank Trucks (TT). Is the 160 TT listed an annual average, and what fuel products are shipped? What is the typical number of TTs loaded per day when this occurs?

ANSWER: The 160 TT is an average. Edwards fuels flight supports external agencies with JP-8 and is scheduled to participate in Americas-West & California National Guard Fuel Exercises (FUELEX) and US Army Quartermaster Liquid Logistics Exercises (QLLEX). Fuel shipped is Jet A (F-24) and JP-8 (F-34). Typical numbers per day:

- External Agencies with JP-8: 2 TT/Day

- FUELEX: 15 TT/Day

- QLLEX: 40 TT/Day

12. Are the necessary hoses and fittings needed to load commercial or other Government TTs provided by the Government?

ANSWER: Yes.

13. Are the spill kits located at each fuel facility provided by the Government? If so, will the

Government replace items no longer serviceable due to shelf life or when used during spill clean-up for spills that are at no fault of the contractor?

ANSWER: Spill kits are provided initially. The Contractor is responsible to replace items and maintain the spill kits with all required clean-up and PPE items. “Kitty litter,” is not used.

14. Reference PWS Appendix AF base specific information – It’s noted that average annual Jet A fuel receipts could be as high as 75% via commercial TT deliveries and 25% pipeline. Based on this information and the projected workload provided for FY 2017 Jet A receipts, this would equate to 15,975,000 gallons received via approximately 2,130 TTs. Is it intended that our staffing approach be based on this figure, or should we use the estimated 1,500 TT per year average projected in the PWS?

ANSWER: The offeror’s staffing should be based on the current modes/proportion of receipts.

15. When does the current P/L delivery contract expire?

ANSWER: The delivery mode is subject to change annually based on the results of DLA Energy’s requirements/solicitations; but for the purpose of this solicitation, the offeror should base estimates on the current modes/proportion of receipts.

16. Do TT deliveries occur every day?

ANSWER: No.

17. What is the typical number of TT deliveries per day?

ANSWER: It varies (1-2 per week) by the need to maintain adequate levels in ground product tanks. JetA TT deliveries may be used if DLA decides to renegotiate JetA deliveries to augment pipeline deliveries. Which could be 5-30 TT per week.

18. Do TT deliveries typically occur simultaneously at more than one facility (bulk storage; main hydrants, south hydrants)?

ANSWER: TT deliveries do not occur simultaneously on a regular basis but there is a possibility it may happen.

19. What are the commercial TT delivery hours specified in the delivery contracts?

ANSWER: The normal delivery window is 0700-1430 weekdays only.

20. Reference PWS Appendix AF base specific information. We acknowledge that commercial TTs require an escort; however, do trucks require escorts from the base gate (if so, please specify gate) or from another location (such as the main Fuels Management building)? Are TT’s required to be escorted back to this location?

ANSWER: All commercial tank trucks (fuel & cryogenics) are in-checked at Fuels Management, building 1416. From building 1416 they are escorted to their delivery point. Fuels Management possesses commercial vehicle passes allowing escort of commercial vehicles within restricted areas.

21. During the site visit it was mentioned that the demineralized water truck is filled via a simple garden hose from the demineralizer facility and that no quality control is required. Please verify that the fuels laboratory technician is not responsible for quality control procedures such as pH and total solids IAW TO 42C-1-16.

ANSWER: Demineralized Water is tested for Total solids and pH range every 6 months (See Tab 1, Demineralized Water Waiver).

22. Is the contractor responsible for quality control procedures for the AVGAS?

23. Are the ground fuel and JP-5 bulk fillstands at the flightline service station equipped with

SCULLY overfill protection and are the fillstands deadman activated?

ANSWER: Yes to both questions.

24. Please verify that neither hydrant system is equipped with a Hydrant Automated Monitoring

System (HAMS).

ANSWER: Neither hydrant system is equipped with the HAMS system. SPAWAR has conducted a preliminary visit for instillation of a Hydrant Equipment Monitoring Interface (HEMI) at Main Base Hydrants (Facilities 2560 & 2561) and South Base Hydrants (Facilities 130 & 133) with an anticipated completion date of May 1, 2017.

25. Reference Attachment 1, PWS, Appendix AF, II, A, (3), b. Capabilities/Requirements. In calculating the total receipt quantity of 10,000 BBL PL and 2,500 BBL TT, we see that we will be receiving approx. 27.3M gallons a year. However, the Operations sheet shows that receipts will be +/- 3% of the issues (21,300,000 gallons). The receipts, compared to the issues, are far more than the suggested variance of +/- 3%. Please confirm the receipt quantities are correct.

ANSWER: This does not mean you will be receiving 10K pipeline receipts weekly. Remember this is an estimate. There will be a mix of TT as necessary also.

26. Is there a minimum staffing requirement that the Government expects? If so, please provide the number and titles of all positions.

ANSWER: It is the contractor’s responsibility to determine their staffing requirement based on analysis of the PWS tasks, site specific information, and applicable regulations.

27. Reference Attachment 1, PWS, C-5.7.1. This reference requires two personnel complete the

Cryotainer Maintenance course. Will this requirement remain for two personnel or be changed to one person?

ANSWER: The minimum requirement will be changed to one person having completed the Cryotainer Maintenance course, but the offeror needs to address coverage of requirements during absence of this individual.

28. Is Mr. Cliff Cunningham a COR or expected to be a COR on this contract?

ANSWER: The COR will be appointed upon contract award.

29. Who is expected to be the COR on this contract?

ANSWER: The COR will be appointed upon contract award.

30. Please provide a breakdown of all workload, by percentages, for each shift.

ANSWER: Workload factors are provided in Appendix AF.

31. The collective bargaining agreement makes reference to, “Air Force Base Family Days.” What is the frequency of this occurrence?

ANSWER:

Friday, 26 May 17, in conjunction with Memorial Day.

Monday, 3 Jul 17, in conjunction with Independence Day.

Friday, 1 Sep 17, in conjunction with Labor Day.

Friday, 24 Nov 17, in conjunction with Thanksgiving Day.

32. Reference Attachment 1, PWS, Appendix AF, IIA (2), Hours of Operation. The Fuels Operations

(FSC & Bulk Storage) show each shift lasting 8.5 hours. Is this to accommodate the employees’ meal time? If not, please provide the expectation for the 30-minute shift overlap.

ANSWER: Yes, IAW the CBA Article 5.

33. Reference PWS paragraph C-5.7.4, Organizational Tank Custodian Training.

a. As the contractor must implement an organizational tank inspection program, how many tanks is the contractor responsible for?

b. Are any of these tanks outside of Edwards AFB? Is so, how many and where are the located?

c. Please provide the location of each tank and the approximate distance of each from the

FSC.

ANSWER: There are 82 organizational/generator tanks. One is located outside Edwards AFB property 34 miles from the Fuels Management building. Eight are approximately 25 miles away, five are approximately 5 miles away and the remaining 68 tanks are within a 3-mile radius of the Fuels Management building (See Tab 3, Edwards ORG & GEN Tanks Map).

34. Is there any requirement for the prepositioning of refueling equipment in remote locations? If so, please list the locations, frequency, and the number/type of equipment that has been historically prepositioned at each location.

ANSWER: No, we do not preposition refueling equipment in remote locations.

35. Reference Attachment 1, PWS, Appendix AF, IIA. (3).b. Capabilities/Requirements. Do all the estimated 160 Military/Commercial Tanker Trucks that are loaded out require an escort onto/off the base? If not, how many require escorts to and from?

ANSWER: Normally none require an escort.

36. The page limit for the technical proposal is 60 and it was mentioned at the site visit that the

Government would like to see a 50-page PWS response and 10-page Edwards site-specific response. There is quite a lot of site-specific information in PWS Appendix AF. Would the Government consider increasing the total page limit to 70 to allow for a 20-page site-specific response?

ANSWER: No. The maximum is 60 pages. The 50/10-page split was a recommendation.

Offerors may structure proposals as desired.

37. Reference PWS Appendix AF, Part (4) Base Specific Requirements, Item 29. Where are all the other locations for fuel deliveries and how often are they serviced? How many and how often are Military tank trucks loaded? Is this considered a bulk sale so that returns are not normally required?

ANSWER: 1) When a tank truck is loaded it leaves Edwards to whatever location it is assigned to deliver to. 2) Numbers vary according support exercises or mission requirements. 3) This is considered a bulk sale or inter-service transfer.

38. With the absence of a DD254 from the RFP we are wondering what level of clearance is required to obtain Flight Line Access. Does DLA-E or the Installation require a Level II or Level III clearance for Flight Line Access?

ANSWER: A local NACI investigation is required to obtain access to the flightline.

39. Reference PWS paragraph C-5.9. The REPOL is to be prepared and submitted by the contractor.

This Report is classified Secret. Is there a requirement for contractor employees with Secret clearance to be able to prepare this Report and submit via SIPRNET? This also brings with it the need for a DD254.

40. It was mentioned at the site visit that only one employee for Quality Control (laboratory functions) and Cryotainer Maintenance require the training listed in PWS paragraph C-5.7.1. A qualified backup in case of the primary’s absence is sufficient. PWS paragraph C-5.7.1 states that a minimum of two employees for these two categories are required to complete the listed training.

Please clarify if the PWS or the statement at the site visit is correct.

ANSWER: The PWS will be revised to indicate a minimum of one employee will be required to have completed the formal course for Quality Control and one for Cryotainer Maintenance. The offeror will need to address coverage for the associated tasks during absence of the primary personnel.

41. Reference PWS Appendix AF, Part (4) Base Specific Requirements, Items 15 and 27. Does the

Government perform the maintenance on the trailer-mounted and mobile equipment such as the hose extension trailer, R22, R14, FFU15, and injector equipment leaving the contractor with inspection and operation duties only?

ANSWER: Contractor is responsible for operator maintenance only IAW PWS C-5.3.1.

42. Reference PWS Appendix AF, Part (4) Base Specific Requirements, Item 16. Do the commercial carriers for jet fuel delivery tank trucks have special requirements or adaptors needed to offload at the furthest hydrant outlets or is this GFE?

ANSWER: No special adaptors are needed. Offload is accomplished at tank truck offload facilities, not a hydrant outlet.

43. Regarding Section B, how is the Contractor to be reimbursed for overtime incurred due to changes in mission requirements?

ANSWER: As indicated in Appendix F, third paragraph, the contractor may submit a request for equitable adjustment.

44. Reference PWS Paragraph C-5.2.6 Quality Surveillance/Laboratory: The paragraph states that samples are to be prepared and shipped to off-site laboratories. Is the shipping of samples a Government provided service?

ANSWER: The shipping cost of samples is government funded. All requirements for fuel sample preparation are the responsibility of the contractor.

45. Reference PWS Paragraph C-5.2.6 Quality Surveillance/Laboratory: The paragraph states that the Contractor is to maintain laboratory sampling and testing equipment and supplies. Please provide historical costs for the maintenance of testing equipment.

ANSWER: Testing of installation laboratory equipment is provided by the base.

46. Reference PWS Paragraph C-5.2.6, Safety: Will the Government provide initial and recurring

Confined Space training?

ANSWER: No.

47. Reference PWS Appendix AF: Fuels Operations are listed as 24/7/365. Please confirm FSC will be manned at all times during these hours – a driver carrying a radio is not sufficient to fulfill this requirement.

ANSWER: FSC must be manned 24/7/365. A driver carrying a radio is not sufficient.

48. Are there any Base specific requirements i.e. fuels servicing response times, radius for potential servicing?

ANSWER: Base specific requirements are identified in Appendix AF.

49. Please provide a copy of the Edwards FRP and SPCC for review by prospective offerors in the development of their proposals for this effort.

ANSWER: See Tab 2 for SPCC. See Tab 4 for facility response plan (FRP) which will also entail reviewing of AFI 91-203 chapter 23 for confined space plans, fall protection plans and chapter 24 for self-aid buddy care.

50. Does the Government have any concerns about the use of part-time employees in the development of a staffing model for this location?

ANSWER: The use of part-time employees may be offered considering any CBA requirements, and the offeror should avoid excessive use of part-time personnel due to the usual considerations such as retention, continuity, maintaining adequate experience levels, and providing adequate supervision of part-time personnel.

Administrative Q&A (14)

51. There was a technical briefing given by the COR, John Boose, with slides and maps/aerial views of the fuel facilities shown at the site visit. Will these site-specific briefing slides and pictures be posted to FBO?

ANSWER: Yes, they are included as an attachment to Amendment 0002.

52. Attachment III-CBA, Page 33, Section f, ii, iii and iv: In the calendar year 2016 and 2017, the company shall pay the prior year’s monthly fee for the Health Insurance Program plus the increase charged by Western Alliance. Will the Government provide the monthly fee for the Health Insurance Program and the increase paid by Western Alliance for 2015, 2016, and 2017?

ANSWER: The CBA should include any increase in the H&W, if any for that year.

53. Section L, Addendum to 52.212-1, 2. Vol II – Price Proposal, b. Section II – Past Performance, i.

Pg. 109, 2nd paragraph from bottom of the page: [Offeror shall provide] A list of three (3) contracts that the offeror has held in the past three years, in which the services of similar scope and complexity were performed. A maximum of three (3) referenced contracts with point of contact information (i.e. phone number and e-mail address) shall be included.

a. In accordance with FAR 15.305 (a)(2)(iii), will the Government take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant to the instant acquisition?

ANSWER: Yes, but still be sure to have your sources submit Past Performance Questionnaires.

b. Will the Government permit the use of affiliated company experience and past performance if a meaningful relationship is documented in a commitment letter?

ANSWER: Yes, but still be sure to have your sources submit Past Performance Questionnaires.

54. Section L, Addendum to 52.212-1, 1 and 2. Pg. 107, Vol. 1 and Vol. 2. Tabs: Will the

Government consider allowing the use of tabs to separate proposal sections? If so, please confirm that tabs will be excluded from the page count.

ANSWER: Yes, tabs are acceptable and excluded from the page count.

55. Section B, Page 9: Please confirm that we are not required to submit Section B of the RFP as this information will be provided in the Offeror Submission Package.

ANSWER: Correct, submit Section B of the RFP as included in the Offeror Submission Package.

56. Section L, Pg. 108 of 119: Will the Government allow a smaller font type and size such as Arial

Narrow 9 for headers, footers, graphics and tables?

ANSWER: Yes, the Government will accept a smaller font type and size for headers, footers, graphics and tables. No smaller than 8-point font, please.

57. Attachment IV. According to FAR 52.219-9, the Small Business Subcontracting Plan will include a separate part for the basic contract and separate parts for each option. However, under the instructions on page 110, “Section IV – Socioeconomic/Subcontracting Plan”, it states, “figures stated on the Form 2019 should refer to intended subcontracted amounts for the base period only.” Please confirm if DLA expects figures for Option periods, to be provided in a separate attachment.

ANSWER: Provide subcontracted amounts for the base period only.

58. Section M, Pg. 116 of 119. Reference: Section M – Evaluation Factors for Award, Addendum to 52.212-2 – Evaluation – Commercial Items (Oct 2014), Pg. 116 of 119. “Award will be made on the basis of the Lowest Priced Technically Acceptable (LPTA) offeror, meeting or exceeding the acceptability standards for non-cost factors. The Source Selection Authority will make the final decision as to which offeror will receive the award based on the LPTA offer.”

Based on the critical/unique features of the Edwards AFB flying mission, and remoteness of the installation, would the Government reconsider and change the Evaluation and Award criteria from LPTA to Best Value?

ANSWER: Award will be made based on LPTA.

59. Why is this contract being competed earlier than the exercise of all option periods of the current contract?

ANSWER: This contract is being competed early to ensure no interruption of the services.

Options are not guaranteed and only exercised when there is a need to do so in cases of unforeseen circumstances that could impact timely award.

60. What is the current contract number and most recent annual value of the current effort?

ANSWER: The current contract number is SPE600-15-C-5009. The “annual value” of the current contract is not permitted to be disclosed.

61. RFP, Page 107; Addendum to 52.212-1 – Instructions to Offerors – Commercial Items; and RFP

Page 115; Section M – Evaluation Factors for Award; and RFP Page 116, Addendum to 52.212- 2, Basis for Award.

a. On Page 107, the first sentence states award will be based on LPTA criteria. The second sentence mentions the Government will, “…establish a competitive range of all highly rated proposals.” The latter sentence implies a best-value or tradeoff evaluation.

b. On Page 115, Section M, Paragraph (a) states: “The Government will award a contract … [that] will be most advantageous to the solicitation to the Government, price and other factors considered.”

c. The above ‘most advantageous’ basis is stated again at RFP Page 116, Basis for Award.

However, two paragraphs later, the RFP states: “Award will be made on the basis of the LPTA offeror meeting or exceeding acceptability standards for non-cost factors.” Note:

To be clear, with ratings as either Acceptable or Unacceptable … ‘Exceeding’ standards does not seem applicable.

Can the Government please clarify the basis for the award?

ANSWER: RFP page 116, Basis for Award, first paragraph; the language is revised to read:

Basis for Award. The Government will award a contract resulting from this solicitation to the responsible offeror with a technically acceptable proposal with the lowest total evaluated price.

Formal source selection with Lowest Price Technically Acceptable (LPTA) process will be used in accordance with FAR 15.101-2.

RFP page 116, Basis for Award, third paragraph, first sentence: “Award will be made on the basis of the Lowest Priced Technically Acceptable (LPTA) offeror, meeting or exceeding acceptability standards for non-cost factors,” is hereby deleted.

A competitive range is determined when discussions are expected to be held. Establishment of a competitive range is not based solely on the acquisition strategy. Please reference FAR Subpart

15.3 -- Source Selection.

62. The referenced procurement incorporated a CBA between Defense Contract Services, Inc.

(DCSI) and the Teamsters union. DCSI has not performed on the Edwards Fuels contract since May 10, 2015. Akima Technical Solutions began performance on the current contract on May 11, 2015 and is the incumbent at this time. There is a current agreement between Akima and the Teamsters.

In August 2015, PMI acquired DCSI who is now a wholly-owned subsidiary of PMI. As such, we’re requesting the invalid CBA between DCSI and the Teamsters be removed from the RFP.

As DCSI’s agreement with the union expired on the last day of performance (May 10, 2015), the CBA currently incorporated into the RFP is invalid.

We’re also requesting the current CBA, bridge agreement, or whatever document formalizing the agreement between Akima Technical Solutions and the Teamsters be incorporated into the solicitation.

ANSWER: Yes, there’s a current bridge agreement between Akima Technical Solutions and the International Brotherhood of Teamsters Local 986. Please confirm that incumbent employees have the NACI requirement or will be grandfathered in and able to work on-site by day one, OR there be a transition period sufficient enough for all incumbent employees to complete the NACI process.

ANSWER: Employees are not grandfathered in when it relates to the background investigation requirements under the contract. All employees are vetted, as required. DLA Energy is required to ensure all personnel meet those requirements. Paperwork should be submitted to DLA Energy as soon as possible upon notification of award as to not delay processing and approval of applications.

64. Reference PWS Paragraph C-5.8.1.3: The paragraph outlines the ability of the Contractor to establish a fuel purchase agreement for GFV product. What is the number of gallons used by the Contractor for services being solicited in the most recent 12-month period?

ANSWER: An estimate of the contractor’s usage of diesel over the past 12 months is approximately 19,000 gallons.
