Solicitation is being amended to incorporate the following questions and answers:
Question 1: Is ISO 17025 a requirement for all tests proposed? ISO 17025 is test specific not laboratory specific and as such can be difficult to assure 100% of tests completed are specifically certified to that standard. Is it acceptable that the laboratory is certified for tests under the ISO 17025 Accreditation?
Answer 1: Yes, it is acceptable for the laboratory to certify tests under the ISO 17025 Accreditation
Question 2: P. 18 of 74 - 3. PERFORMANCE STANDARDS AND REQUIREMENTS - Bench level Chemists/technicians (1-2). If 2 Technicians are needed/requested would the CLIN 0002 be billed at the 1 technician level and hours increased to account for both technicians?
Answer 2: In accordance with page 3 of the PWS, the contractor shall prepare and submit a written proposal to include a Firm Fixed Price, which includes the contracted hourly rates for the individuals conducting the investigation. Other than certified cost and pricing data will be required for each task order, which states a breakdown of the number of hours required by each category for both Chemist/Technicians and Program Manager.
The contractor will not invoice hours.
Question 3: E-mailed Submissions - SOL P69 of 74 "(h) The Government reserves the right to make award solely on the e-mail proposal. However, if requested to do so by the Contracting Officer, the apparently successful offeror promptly shall submit the complete signed original proposal." seems to be contradicted by P3 of 74 "C. FAXED PROPOSALS ARE NOT AUTHORIZED. You may, however, email your proposal to: bidcustodian@dla.mil. All e-mailed proposals MUST be followed-up with a hard copy of your proposal NO LATER THAN TEN (10) business days after solicitation closing." - Which statement is accurate?
Answer 3: In accordance with Page 3 of the solicitation and Page 2 of the OSP, email proposals should be sent to: bidcustodian@dla.mil. All emailed proposals MUST be followed-up with a hard copy of your proposal NO LATER THAN TEN (10) business days after solicitation closing.
Question 4: If there is an incumbent contract would any work currently in process under that contract need to be transferred or transitioned to any new contractor following award?
Answer 4: No
Question 5: Is the volume of work proposed in this SOW of similar magnitude to the prior contract award?
Answer 5: The work proposed in the PWS is an estimate based on historical data and potential future work requirements; however, there is no guarantee with regard to a minimum or maximum amount of work during the performance period.
Question 6: Can the DLA provide an indication of the annual sample volumes for each of the three response time requirements – as well any information on the geographic distribution of the origin of the samples?
Answer 6: In accordance with Page 1 of the PWS, DLA Energy experiences a number of fuel and related products quality problems with causes that cannot be identified through routine specification testing. This requirement is reactionary to issues that arise and need to be investigated further. Samples can be from anywhere in the world and as stated in the PWS on Page 1, testing samples from various locations will be sent to the contract lab at no cost to the contractor.
Question 7: Would a UK or other non-US based laboratories be considered an acceptable location for work to be completed?
Answer 7: Yes
Question 8: Page 1 of the PWS states that samples would be sent to the contractor at no cost to the

SPE60015R0509-0002
contractor. Would this still be the case for a non-US based laboratory and would this include reimbursement of any customs clearance charges?
Answer 8: In accordance with Page 1 of the PWS, DLA Energy will ship the testing samples from various locations to the contract lab at no cost to the contractor.
Question 9: Could any portion of the work be sub-contracted? If so what level of detail must be provided within the proposal response?
Answer 9: Yes, proposal responses should be in accordance with the PWS and evaluation criteria.
Question 10: Would the contractor be required to pronounce on whether a product was fit for use (i.e.
notwithstanding non-compliances with the specification)? If so what is the limit of liability?
Answer 10: The contractor is required to make recommendations as to whether the product is fit to use, remediation possibilities, and cause of issue. However, ultimate disposition decision of product will be made by the US Government. The Government does not waive any general contractual remedies available under the Contract, and the Contractor's liability for failure to perform remains.
Question 11: Our first question is in regard to the cost of materials. In numerous places throughout the solicitation there is a statement to the effect that DLA will not pay for materials separately. We find it necessary to clarify our position regarding this before we complete our response to the solicitation. SwRI maintains a published schedule of fees (SOF) that gives a per test cost for many ASTM, EN, ISO and other standardized test methods. These fixed price costs include all materials needed to conduct the given analysis, as well as the labor costs. If DLA-E requested analyses published on the SOF, we would quote the currently published price for that analysis. However, if DLA-E requested some non- standardized testing we would necessarily have to provide a more detailed quote. This quote would include labor costs and cost of materials, if needed.
Does the above agree with your understanding of how quotes for requested work will be compiled?
Answer 11: No, in accordance with Page 3 of the PWS, the contractor shall prepare and submit a written proposal to include a Firm Fixed Price, which includes the contracted hourly rates for the individuals conducting the investigation. Other than certified cost and pricing data will be required for each task order, which states a breakdown of the number of hours required by each category for both Chemist/Technicians and Program Manager. DLA Energy will not pay for materials separately.
Question 12: Does DLA-E anticipate that there may be a need for analysis of No.6 grades of burner fuel or marine fuel?
Answer 12: In accordance with the Pages 2-3 of the PWS, the offeror is required to have the capability to perform analysis of the fuel types listed in section 1. A.
Question 13: By our reading of section E-0002-E1.11, “Quality Control Plan,” it seems that this section is relevant to a contractor that operates a fuel dispensing point or similar bulk fuel facility. Is that correct? If so, how does that relate to the PWS given in the proposal? Sections E-0003-E22 also seems to be un-related to the PWS. Please confirm.
Answer 13: E-0002-E1.11 is hereby removed from the solicitation. E-0003-E22 applies and remains in the solicitation.
