DLA STRATEGIC MATERIALS

SP8000-16-Q-0003

COMBINED SYNOPSIS/SOLICITATION

SECTION I. INSTRUCTIONS

1) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with Part 13.5 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice and file attachments. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. All offerors must be registered with the System Award Management (SAM) to be considered for award. The web site for registration is https://sam.gov.

2) SP8000-16-Q-0003 is issued as a Request for Quote (RFQ). DLA Strategic Materials intends to competitively award a Firm Fixed Price (FFP) contract. Standard Form (SF) 1449 will be used as the award document for the contract.

3) This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-88, effective June 15, 2016; Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20160607 edition, effective June 7, 2016, and Defense Logistics Agency Directive (DLAD) Current to Revision 5, and PROCLTR 2016-

4) This acquisition is small business set aside. The applicable NAICS: 325180 – “Other basic inorganic chemical manufacturing,” with a size standard of 1,000 employees.

5) Submit your offer on the attached CLIN structure. (See Attachment B)

6) Defense Logistics Agency Strategic Materials are seeking offers from producers that are able to produce 500 kilogram (kg) of ferrodysprosium.

7) Required Delivery for the contract is 180 days after contract award.

Delivery and Acceptance of the material will be the Delivery Point, a Government Storage Depot in Hammond, Indiana.

8) The provision at FAR 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition.

Instructions to Offerors

a) If you intend to submit a proposal, please ensure that you provide all required submittals

(see section C) and complete all applicable fill-in clauses per the solicitation, including signatures where applicable.

b) Submit your proposal to SMContracting@dla.mil with solicitation number SP8000-16-Q- 0003 in the Subject line no later than 3:00 pm EDT, July 25, 2016. Offerors are strongly encouraged to confirm receipt of their proposals after submission. Proposals submitted via facsimile or US mail will not be accepted.

c) Proposals shall not exceed 20 pages (10 double sided), shall be double-spaced, no smaller than size 12, Times New Roman font.

d) Each offeror’s proposal must be submitted in two (2) parts: technical and price. Each of the parts shall be separate and complete so that evaluation of each may be accomplished independently. Each part shall be formatted to match as described in the “Evaluation Criteria” (ATTACHMENT C) section of the solicitation.

e) Past Performance Questionnaires must be submitted directly to the contracting office from the company or manufacturer that completes the questionnaire (see “Past Performance Questionnaire” ATTACHMENT C for additional information).

f) Questions from offerors regarding SP8000-16-Q-0003 shall be submitted via email by

July 8, 2016 no later than 3:00 pm EDT to Noelle Albert at Noelle.albert@dla.mil.

Solicitation number SP8000-16-Q-0003 must be included in the Subject line. Responses will be posted to the solicitation on Federal Business Opportunities.

SECTION II. EVALUATION PROCEDURES

9) Evaluation Procedure:

A. Basis for Award

1) The Government reserves the right to eliminate from consideration for award all offers that do not meet the minimum requirements of the solicitation, at any time prior to award of the contract; to negotiate with offerors in the competitive range; and to award the contract to the offeror submitting the Lowest Price Technically Acceptable (LPTA) proposal.

2) The Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications). The Government reserves the right to conduct discussions if the Contracting Officer determines them to be necessary.

3) The Lowest Price Technically Acceptable (LPTA) source selection procedure is appropriate for this acquisition because the best value is expected to result from selection of the technically acceptable proposal(s) with the lowest evaluated price.

4) Reverse Auctions will be considered with this requirement.

5) An overall technical rating must be at least “ACCEPTABLE” in order to be eligible for award. An “UNACCEPTABLE” rating in any factor results in the overall technical proposal being rated “UNACCEPTABLE”. A final overall technical rating of “UNACCEPTABLE” makes the proposal ineligible for award.

C. Solicitation Submittal Requirements- The proposal/offer must document;

(1) Technical

(a) Certificates of Analysis (COA)

(b) Meet the technical requirements defined in the Statement of Work (SOW)

(2) Recent and Relevant Past Performance –

(a) Past Performance Questionnaire, evaluations and all other Recent and Relevant Past Performance information reviewed by the Government (e.g., PPIRS, past performance documents, and information obtained for any other source) reflect a trend of satisfactory performance.

(b) Experience providing similar product/services under a similar contract in the last three

(3) years. At a minimum, the documentation must include the contract number, award date, delivery date(s), and quantity.

In addition to the above, the Government may review any other sources of information for evaluating past performance. Other sources may include, but are not limited to, past performance information retrieved through Past Performance Information Retrieval System (PPIRS) using all CAGE/DUNS numbers of team members (partnership, joint venture, teaming arrangement, or parent company/ subsidiary/ affiliate) identified in the offeror’s proposal, inquiries of owner representative(s), and any other known sources not provided by the offeror.

Offerors are reminded to utilize Small Businesses to the maximum extent practicable in the performance of this effort. Pursuant to FAR 19.7/DFARS 219.7, a Subcontracting Plan detailing the extent of subcontracting opportunities, covering direct and/or indirect support, planned for each socio-economic category will be required. 10) A completed copy of FAR 52.213-3 Offeror Representations and Certifications- Commercial Items shall be submitted with proposal if not available through SAM at https://sam.gov.

11) The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition.

12) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement

Statutes or Executive Orders-Commercial Items, applies to this acquisition.

13) Payment Terms: Net 30

14) This procurement is not rated under the Defense Priorities and Allocations System

(DPAS).

15) All responsible sources may submit questions to be answered by the agency. All questions shall be submitted by email to Noelle Albert no later than 3:00 pm EDT July 8, 2016.
