Ferrodysprosium (DyFe)

Statement of Work (SOW)

1. BACKGROUND

Ferrodysprosium is an iron alloy with a minimum of 80% dysprosium. Dysprosium is a rare earth metal used in several applications, such as an alloying element to produce high performance neodymium-iron-boron (NdFeB) magnets. These magnets are used in defense platforms including the tail section of the Joint Direct Attack Munitions (JDAM) missile. The dysprosium improves the magnet’s ability to resist demagnetization in demanding service environments and maintain performance characteristics under high temperature conditions.

Defense Logistics Agency (DLA) Strategic Materials currently has no form of dysprosium in its stockpile.

2. SCOPE

In order to reduce the risk of import reliance in the dysprosium supply chain, Strategic Materials intends to purchase an inventory of 500 kilograms (kg) of ferrodysprosium over a single year period during fiscal year 2016. DLA Strategic Materials received authority to procure dysprosium in the Fiscal Year (FY) 2016 National Defense Authorization Act (NDAA).

3. APPLICABLE DOCUMENTS

All applicable laws and regulations apply to this acquisition

3. TECHNICAL REQUIREMENTS

The following sections define the requirements for the material, material packing, and material transportation.

3.1. Material Description

3.1.1. The material shall be at least 80% dysprosium by weight.

3.1.2. The material shall meet the following chemical standards:

3.1.3. The pieces must be at least 2” x 2” and not exceed 5” x 5”.The Material should be in the form of chunks, lumps, or ingots. This material will be stored for an extended period, larger pieces with a lower ratio of surface area to volume are preferred.

3.1.4. No drums with less than 25kg of ferrodysprosium will be accepted.

3.2. Certificate of Analysis (COA)

3.2.1. The Contractor shall provide a sample COA to the Government for review and approval prior to transporting any material to the delivery point specified in 5.1.1.

3.2.2. The Contractor shall provide a COA with each lot delivered.

3.2.3. The COA shall be in English.

3.2.4. The COA shall include the:

a) Lot number

b) Weight and number of containers the COA covers

c) Gross and Net weight of each drum and totals of lot covered by the COA

d) Results of chemical analysis by lot(s).

3.2.5. Statement certifying that the material meets and or exceeds the specification of the contract

3.3. Packaging

The material shall be packaged for long term storage (20 plus years).

3.3.1. The material shall be packaged in two separate polyethylene plastic bags. The intent of the bags is to protect the chunk/ingot material from scratching the internal surfaces of the drum and damaging its epoxy coating.

3.3.2. The bags shall be a minimum thickness of 0.4 millimeters (mm) and a maximum of .6 millimeters.

3.3.3. The bags shall be filled with argon gas. The bag should be sealed in such a way that it cannot be resealed and to prevent gas leakage.

3.3.4. The bagged material shall be packaged in new steel open top drums with bungs that meets UN 1A2/Y40/S (https://nationalstocknumber.info/national-stock-number/8110-01-467-0720).

3.3.5. The steel drums shall have an interior epoxy and/or phenolic coating.

3.3.6. The steel drums shall have an exterior coating of rust preventing paint.

3.3.7. The steel drum is not to be smaller than 3 gallons and not to be larger than 5 gallons

3.3.8. The same size drum shall be used for all deliveries.

3.3.9. Drum manufacturer certification shall be packaged with each shipment representing all drums in that shipment.

3.3.10. Each drum shall be loaded with a minimum of 25 kg and a maximum of 35 kg of material.

3.3.11. Upon delivery the drums structural integrity must be intact and should be free of damage that affects the longevity of material storage or standard handling ability.

3.3.12. A copy of the Safety Data Sheet for the material shall be provided external to the packed material with each lot delivered in accordance with 29 CFR 1910.1200.

3.4. Labeling

3.4.1. Each drum shall have three tags; one tag inside the drum, one tag on top and one tag affixed to the side.

3.4.2. The information on the tags shall be in English.

3.4.3. The information on the tags shall not include a security classification or anything indicating National Stockpile ownership other than the contract number, and purchase specification number and date.

3.4.4. The information listed below shall be on each tag:

a) Material Name

b) Material Grade, Type, or Form

c) Country of Origin

d) Producer Name

e) Gross weight in pounds and metric units (metric units to be in parentheses)

f) Net weight in pounds and metric units (metric units to be in parentheses)

g) Lot number

h) Drum serial number (S/N). (The serial number is the individual drum or box number out of the total number in the lot; example “S/N 6 of 33”)

i) Government contract number

j) Purchase specification number and date

3.4.5. Upon delivery, wooden pallets shall be used to unload the drums from the transport vehicle.

3.4.6. The wooden pallets shall be of approximate size 122 x 122 centimeters (48 x 48 inches).

3.4.7. The drums shall be banded or shrink-wrapped on the pallets.

3.4.8. A label should be generated and affixed to each drum in accordance with all requirements in 29 CFR 1910.1200 and consistent with the provisions of the

GHS.

3.5. Transportation

Ferrodysprosium is stable and non-hazardous under atmospheric conditions. There are no hazardous-material shipping regulations from International Air Transport Association (IATA), International Maritime Organization (IMO), International Rule for Transport of Dangerous Substances by Railway (RID), European Agreement concerning the International Carriage of Dangerous Goods by Road (ADR), or U.S. Department of Transportation.

3.5.1. The Contractor shall be responsible for transport and Customs Insurance Freight (CIF) of the material to the Government Depot in Hammond, Indiana, United States.

4. DELIVERY AND ACCEPTANCE

4.1. Delivery Point

4.1.1. The Contractor shall deliver materials to the Government Storage Depot at the following address:

4.1.2. The Contractor shall deliver materials to the Government Storage Depot within the unloading Hours of 7:30 AM – 3:30 PM Central Standard Time, Monday – Friday.

6.2 Material Delivery Inspection Point

Receiving inspection for identification of material, drum condition, labeling, and required documentation will be conducted at the Delivery Point in Hammond Indiana.

6.3. Acceptance Point

Material acceptance point will be conducted at the Delivery Point in Hammond, Indiana.

6.4. Acceptance Inspection

6.4.1 The government will use the material delivery inspection checklist Table A.1 to verify if the material meets the requirements in Section 4.

6.4.2 If any lot, or lots, of the material do not conform to the standards, the Government will reject those lots. The Contractor shall be responsible for removal and replacement of those lots, including all attendant costs, within 90 calendar days. The lot in this solicitation is defined as the material produced by a same batch of precursor material and production operating parameters.

6.5 Delivery Date

The Contractor shall deliver material 180 calendar days after contract award.
