Should this be 12? | Should this be based on months in a year like CLIN 0012 | CLIN structure has been revised to reflect CLINs 0001 - 0013 in LOT 1 and 0014 - 0026 in LOT 2. The amount of months for each CLIN may vary and shall not exceed 24 months. Task orders may be placed for any amount of months in a given fiscal year, plus any additional option extensions for up to 24 month total, under clause 52-217-9. Please see Attachment 2 ( Solicitation Amendment 2) | |
| 2 | n/a | n/a | n/a | I just wanted to ask if there is an incumbent contract or contractor associated to the requirement. If any, please provide the contractor's name and contract number. | Incumbent contracts: |
1) SP7000-14-D-0013 Trident Engineering and Procurement
2) SP7000-15-D-0001 Salmon Group
| 3 | Attachment 1-PWS Final | 15 | Enclosure 4 508 Compliance | Do not understand why the 508 Compliance Document is included. | It is recommended to remove this section because this mainly applies when the government is going to purchase or lease a new device. | All 508 compliance information was removed from the PWS. Please see Attachment 1 (Solicitation Amendment 2) |
| 4 | Attachment 1-PWS Final | 1 | 1.3 | Invoices shall be submitted on a monthly basis via Wide Area Work Flow (WAWF) and shall include a Microsoft Excel spreadsheet (version 2003 or newer) with the serial numbers and locations of each device | Will the customer provide an up to date Delivery Schedule with all device brand, model, physical location and POC upon task order award? | Yes, each IDIQ task order will have a Delivery Schedule with brand, model, physical locations, and POCs. |
| 5 | Attachment 1-PWS Final | 2 | 1.4 | The Contractor shall comply with Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. § 794d), and the Architectural and Transportation Barriers Compliance Board Electronic and Information Technology (EIT) Accessibility Standards (36 CFR part 1194) as amended. See Enclosure 4. | Please explain how these clauses apply to a maintenance contract? | All 508 compliance information was removed from PWS. Please see Attachment 1 (Solicitation Amendment 2). |
| 6 | Attachment 1-PWS Final | 4 | 6.2 | Provide to the designated COR a Usage Report (Microsoft Excel format, version 2003 or newer) with |
the total and average monthly production volumes by serial number for all devices. The Usage Report shall be submitted to the
| COR within five (5) business days upon request. | Will the DoD customer allow the contractor to install a DoD certified software inside their firewall to capture meter reads on devices under the contract? | Because we do not know security protocols for each customer, we do not know if this would be allowed. Meter reads for the usage report can be obtained during service calls and requested from customers when consumables are ordered. | |||||
| 7 | Attachment 1-PWS Final | 8 | 7. section e) | Provide to the designated COR Usage Reports within 5 business days of request from the COR. See PWS for report requirements. | Will the DoD customer allow to install inside their firewall a software to collect usage to be able to comply with the Usage Reporting Requirements? Or will this be done on a case by case basis. | We do not know if this would be allowed because we do not know security protocols for each cutomer. Meter reads for the usage report can be obtained during service calls and requested from customers when consumables are ordered. | |
| 8 | Attachment 1-PWS Final | 2 | 2.2 | At the initial site visit, the Contractor shall affix a sticker with its toll free telephone number(s) and the following phrase “Contractual support on this device is scheduled to expire on MMM DD, YYYY” on each device placed on this contract, as well as the DLA Information Operations EMS sticker (DLA Information Operations shall provide the EMS stickers). In addition, the Contractor shall ensure each device has the manufacturer’s name, model number, and machine serial number legibly stamped or affixed to the device in a readily accessible location. | How should the contract proceed with devices that cannot be physically located? | Contractor will be provided with the physical location of the devices with each task order. All questions regarding device locations should be coordinated with the Point of Contact (POC) listed on the delivery schedule. | |
| 9 | Attachment 2 - CLIN Structure - Price Sheet | 1 | CLIN 0001 to CLIN 0023 | Price Sheet - Price Calculation by Band. | Comment/Request Change: Based on the fact that each CLIN has an approximate number of monthly printed copies per month and there is no information on the Make and Model of the devices, It is difficult to arrive at a LPTA fixed monthly price. The price on consumables vary greatly in type, yield by brand. Therefore, only a very general/ industry average price per month can be calculated on the Price Sheet which might not properly reflect the models once the auctions take place. Prices will be adjusted at the auction time. Therefore, the price sheet will need to have only ceiling prices. | We expect vendors to provide intial pricing for the IDIQ contract, and then provide a lower (or more approprite) price when the Reverse Auction competition will take place amongst vendors. At the time of the Reverse Auction, delivery location, make and the model of the devices and other specifications will be listed in each individual requirement at the task order level. | |
| 10 | Combined Synopsis/Solicitation | 1 | CLIN 0001 to CLIN 0023 | IDIQ(s) will be awarded to the Lowest Priced Technically Acceptable (LPTA) | |||
| proposal(s). | Based on the great variety of brands and possible models that could be part of each task order, we think that DLA will best serve its customer by selecting vendors based on a Best Value evaluation for the IDIQ that will take into consideration Past Performance, Technical Capabilities and Price. |
| Then after award, as Task Orders are posted for auction, the LPTA criteria will take place among the vendors selected. | DLA may award multiple IDIQs based on the current source selection LPTA evaluation criteria, which does contain Technical, Past Performance, and Price considerations. Trade offs of these criteria will not be used. | ||||||
| 11 | Combined Synopsis / Solicitation | 1&2 | Page 1 indicates a due date of 28 April. Page 2 indicates a due date of 7 May. | Please deconflict and advise | The April 28, 2020 due date was DLA's anticipated response date to the questions (page 1). Vendors proposals due date is May 21, 2020 (page 2). | ||
| 12 | None | Does DLA anticipate an extension to this requirement? | DLA may grant a due date extension at its sole discretion upon request. Amendment 1 of the solicitation changed Proposal due date from 5/7/20 to 5/21/20. | ||||
| 13 | Attachment 2 CLIN Structure | CLIN 0025 | Is the 6000 unit requst for firmware/software updates an estimate? How will that line item pricing be judged? | Change the unit to 1 from 6000 to gage the price per install | Solicitation Amendment 1 lists an updated set of CLINs. Task Orders for CLIN 0025 (Now CLIN 0013) maybe placed for as little as 1 each. |
The 6,000 Each on CLIN 0013 represents the estimated maximum amount of installs under this contract.
This CLIN will be evaluated as follows: Unit price x 6000 = Total Price. The sum of the total for each CLINs 0001-0013 will be used as the evaluated price.
| 14 | Attachment 1 PWS Statement | 4 | 6.2 | How will usages be reported to the vendor? | Meter reads for the usage report can be obtained during service calls and requested from customers when consumables are ordered. |
| 15 | Combined Synopsis | 1 | 3 | Will the cost of relocating machines be separately paid by the Government or should that cost be built in to the vendor's pricing? | Relocation is not needed for this requirement, and term "relocation" was deleted from Combined Synopsis. (Please see Combined Synopsis - Solicitation Amendment 2) |
