52.212-2 Evaluation-Commercial Items. (OCT 2014)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Past Performance, Technical Capability, Price.
Technical and Past Performance, when combined, will not be weighted. Lowest Price Technically Acceptable (LPTA) source selection process will be utilized.
(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c)A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
(End of provision)
TECHNICAL CAPABILITY
All non-price factors will be rated strictly on an “Acceptable”/”Unacceptable” basis. In order to be technically acceptable, the offeror must comply with all services and technical requirements listed in Performance Work Statement (PWS). A proposal that is evaluated as “Unacceptable” for any requirement listed in PWS will not be considered for award.
PAST PERFORMANCE
A past performance rating “Acceptable” or “Unacceptable” will be based on a review of a combination of sources to include the Contractor Performance Assessment Reports System (CPARS), Past Performance Information Retrieval System (PPIRS) and/or Federal Awardee Performance and Integrity Information System (FAPIIS). Vendors shall submit no more than five past performance references that are both recent and relevant. Past performance should be recent (the past 3 years) and relevant (orders of similar service type and dollar value).
Adjectival Rating Description
SP7000-20-R-1021 Combined synopsis / Solicitation
Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.
Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered “acceptable.”
PRICE
Offerors shall quote ALL CLINs of Lot 1, or Lot 2, or both of Attachment 2 of the RFP.
ORDERING
Task orders, which will be issued against established IDIQ, will be competed via reverse auction. Please see Attachment 4 – Clauses and Provisions, DLAD notes L09 and L10 for guidance on reverse auction process.
