Evaluation Criteria

The evaluation method that will be utilized is Lowest Priced Technically Acceptable (LPTA) in accordance with FAR 15.101-2. Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors. Tradeoffs are not permitted. Quotes are evaluated for acceptability but not ranked using the non-cost/price factors. The evaluation criteria are as follows: Price, Technical Capability/Testing, and Past Performance.

FAR 52.212-2 - Evaluation -- Commercial Items (Oct 2014)

a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

Price____________________________________

Technical Capability/ Testing ________________

Past Performance___________________________

Technical and past performance, when combined, will not be weighed. The Lowest Priced Technically Acceptable method will be used instead.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

Solicitation # SP7000-18-Q-1094 Page 3 of 11

Price

The contractor must submit a single unit price for each line item listed in attachment 4, CLIN Structure, and a total price. The total price will be used to evaluate the lowest priced quote.

Technical Requirements

The contractor must include part numbers on their quote or provide a separate list of part numbers (See Attachment 4, CLIN Structure, for brand name part numbers). If equivalent brands are submitted, submit technical specifications for equivalent brands to determine if they are technically acceptable. Testing will only be completed on equivalent brands submitted and will be at no cost to the Government. Complete and submit attachment 2, Technical Requirements Compliance Form, with your quote.

Testing Process

Testing will only be required for equivalent brands submitted. Brand name items will not require testing.

Testing will take place in Millington, Tennessee. If equivalent brands are submitted, the contractor will have two weeks from the Contracting Officer notification to deliver devices for testing to the testing location. The Government will require 1 device to test and the estimated timeframe for testing is two weeks. The vendor will be responsible for all shipping of equipment to and from the testing location. The Government will not pay for any information submitted in response to this RFQ, nor will the Government compensate any respondent with costs incurred in developing the information provided to the Government.

Testing Procedure

Verify Kofax compatibility:

o 1. Verify that the interface cable and specifications will properly connect to the Kofax workstations.

o 2. Load the specific drivers for that scanner type.

o 3. Verify that the driver(s) are IA compliant and meet all STIG requirements.

o 4. Run FULL regression testing of the Kofax application across all batch type4.

Ensure that the scanned document formats work with both CORE and Selection Board applications.

o 5. If the new scanners are not brand name (i.e. Kodak or Panasonic), new Operating Procedures will need to be drafted and tested.
