Attachment 0002: Questions and Answers

1. Q: I did not see the planned delivery date of the equipment. Let me know what the estimated timeframe is

A: Equipment is needed by 1 February 2018. The government will require at least two weeks advance notification for equipment going on the IX516 and 20 Barges as they will need to pre-coordinate for crane operations. Note the government is providing the crane services.

2. Q: It appears that the first contract year is for 8 months. Is this correct?

A: Yes

3. Q: What is the basis for a short original contract year?

A: This requirement is funded through the end of the fiscal year which ends September 30, 2018. The Government intends to include subsequent option years after September 30, 2018 for a total duration of up to 48 months.

4. Q: Is there an incumbent contractor?

A: Yes

5. Q: Having been stationed in Charleston, what security procedures will be in place to allow contractor/subcontractor access to the work site?

A: There are two forms that will need to be submitted at least a week prior to onsite visit and will be provided to the awardee. The contractor shall comply with base access and vehicle registration requirements regarding contractor-owned and contractor employee privately owned vehicles as set forth in the base/command regulations. l devices installed are used for Confidential Restricted Data (CRD). Service / support technicians shall have a Department of Defense (DOD) security clearance equal to or higher than Secret.

The Joint Base Charleston Worksheet for Base Access must be completed along with a copy of the individual's driver's license to gain access to Joint Base Charleston and Naval Nuclear Power Training Command (NNPTC). In addition to the above form the Naval Nuclear Power Training Unit (NPTU) Visit Request must be completed and submitted to the Security Manager to gain access to NPTU. Driver must bring credentials such as a valid driver's license, vehicle registration and proof of insurance when going onboard the installation. For additional information regarding base access the awarded contractor will be provided Points of Contact (POC) information.

6. Q: Will the servicing technicians need to have a “secret Clearance” to service the equipment? Do the analysts and trainers need to have a “secret Clearance” to install the equipment?

A: Servicing technicians and analysts will need the security clearance to service and install the equipment.

For delivery drop offs the driver does not require a security clearance however will need an escort and will still need to submit the base access forms for the security background check.

7. Q: Request the government review the specifications listed in 9.3.5 and 9.4.1. The specifications are not feasible/compatible so we request the Government to clarify need.

The tandem requirements for the standard capacity of 2,000 sheets takes the place of two normal paper Trays. When doing this the maximum paper sources are reduced to 4 and not 5.

Tandem trays can be added to all VB but understand that reduces the paper “trays” down to 3 (2-550 sheet on the mainframe) and 1 tandem (2000 sheet) Plus the standard bypass tray.

A: The PWS is hereby modified as follows and attached:

Volume Band 1 and 2

9.3.5 Feeds from at least four (4) adjustable paper trays of which one (1) is a large capacity paper drawer, two (2) standard trays and one (1) bypass tray with a minimum of 3,000 sheets.

Volume Band 3 and above

9.4.1 Feeds from at least four (4) adjustable paper trays of which one (1) is a large capacity paper drawer, two (2) standard trays and one (1) bypass tray with a minimum of 3,500 sheets.

8. Q: With respect to 4.5.2 All devices installed on Department of Energy Network (NNPP) are used for Confidential Restricted Data (CRD). Service / support technicians shall have a Department of Defense (DOD) security clearance equal to or higher than Secret. DoD Directive 5210.2 - Access to and Dissemination of Restricted Data.

a. Will any of the devices be connected to the NNPP network?

b. If yes, will the government be issuing a DD254 tied to the contract resulting from this solicitation?

c. If the devices are on the NNPP network will there be any NMCI certifications for the equipment required over the life of the contract lease?

d. Given the time needed to adjust pricing for the above two sections of questions would the government extend the due date for responses?

A: NPTU/NNPTC currently has units located at Goose Creek on a DLA DS Lease contract and we have not had any problems with technicians getting on base.

However, if these units are in a more secure area, the contractor shall submit for clearances if required with the facilities sponsorship.

a. All of the machines at Navy Nuclear Power Unit (NNPTU) will be installed on the secured network, Department of Energy Network (NNPP) with CAC capabilities. None of the machines at Navy Nuclear Power Command (NNPTC) will be installed on the secured network, they are all stand alone.

b. DD254 is not required as contractor must be escorted by NPTU/NNPTC sponsor and will not be allowed on the network therefore will not have access to classified material.

c. NMCI Certifications will not be required over the life of the contract lease.

d. Yes, the solicitation will be extended to 28 December 2017 at 1300 (1:00PM EST).
