Addendum to FAR 52.212-2 -- Evaluation – Commercial Items (Oct 2014)
Evaluation Criteria:
IAW evaluation procedures found in FAR 13.106-2, the evaluation method used will be based on Lowest Priced Technically Acceptable (LPTA) in accordance with FAR 15.101-2. Award will be made on the basis of the lowest evaluated price of quotes meeting or exceeding the acceptability standards for non-cost factors. The Government intends to evaluate and make awards without discussions (other than exchanges conducted for the purpose of minor clarification[s]) unless discussions are determined to be necessary. A reverse auction may take place after the technical evaluation of the quotes (please refer to Attachment 3 for Procurex reverse auction procedures and C09 REVERSE AUCTION provision included in this solicitation for instructions). Trade-offs are not permitted. The evaluation criteria are as follows: Price, Technical Requirements, and Past Performance.
Price The Government will evaluate quotes for award purposes by adding the total price for all options to the total price for the basic requirement. The 60-month total will be used to determine the lowest priced offeror.
Evaluation of options shall not obligate the Government to exercise the option(s).
The Government expects this contract will be awarded based upon adequate price competition.
However, in order to determine the prices fair and reasonable, the Government reserves the right to request the offeror to provide other than certified cost and pricing data to support proposed prices. In the event the aforementioned request is made, information to support unit prices should include, but not be limited to the following:
1. Salary/wage information with associated payroll expenses, for personnel to be used in performance of the contract.
2. Cost for equipment, supplies, and consumable materials.
3. A breakout of related support costs, such as equipment maintenance, rental, transportation, etc.,
4. Overhead costs.
5. General Administrative expenses.
6. Profit
Technical Requirements The offeror must demonstrate compliance with ALL the Technical Requirements set forth in the PWS.
Please respond to each numbered portion of the PWS, the delivery time frame requirements and applicable attachments, and write “Will Comply” behind each numbered portion.
Additionally, each proposed model’s specifications will be evaluated to determine if it meets or exceeds the qualifications specified in Enclosure 1, Volume Bands, of the PWS for the corresponding contract line item numbers, (CLINS).
Table 1. Technical Acceptable/Unacceptable Ratings Rating Description
Acceptable Quote clearly meets the minimum requirements of the solicitation.
Unacceptable Quote does not clearly meet the minimum requirements of the solicitation.

Past Performance
Past performance shall be used as an evaluation factor within the LPTA process. Past performance shall be evaluated in accordance with FAR 15.305 and DFARS 215.305. However, the comparative assessment in FAR 15.305(a)(2)(i) does not apply. Therefore, past performance will be rated on an “acceptable” or “unacceptable” basis using the ratings below.
Table 2. Past Performance Evaluation Ratings Rating Description Acceptable Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note below.)
Unacceptable Based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unknown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered “acceptable.”
