DEFENSE CONTRACT AUDIT AGENCY (DCAA) DIRECTOR’S DEVELOPMENT PROGRAM IN

LEADERSHIP (DDPL)

This is a combined synopsis and solicitation for commercial educational services prepared in accordance with the format in Federal Acquisition Regulation FAR 13.5 and FAR 16.503, as supplemented with additional information included in this notice. As a result of this solicitation, seven (7) firm fixed priced requirements contracts will be issued IAW FAR 16.503. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

The North American Industry Classification System (NAICS) Code is 611430. The business size standard is $12M. This acquisition is Unrestricted (no set-aside). The awards made will be firm-fixed price contracts.

The Defense Contract Audit Agency (DCAA) has a requirement for the Director’s Development Program in Leadership (DDPL) program. The DDPL requirement includes accommodations/meals, faculty instruction, classroom facilities to support seven separate executive education leadership courses of instruction (Vision, Partnering, Strategic Thinking, External Awareness, Political Savvy, Global Perspective, and Entrepreneurship) through the use of pre-existing open enrollment courses. The award contracts will all consist of a Base Year with four Option years. This requirement is in support of DCAA at Fort Belvoir, VA.

The Contractor shall assure that there is complete understanding of the requirements set forth in the solicitation.

All questions must be received within 10 calendar days of the issue date of this solicitation by 12:00 p.m. EST. NO PHONE CALLS WILL BE ACCEPTED.

Awards will be made to the Offeror that provides Best Value to the Government. The offer must satisfy the requirement stated in the solicitation and evaluation criteria.

The contractor must be registered in the System for Award Management (SAM) prior to award. SAM is the official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. If not already registered in SAM, go to www.sam.gov to register prior to submitting your proposal.

Quotes are due by Closing Date: 6 March 2020 at 5:00 PM, Eastern Time.

The Department of Defense (DoD) Civilian Leader Development Framework and Continuum (DoDI 1430.16) establishes the blueprint for the deliberate development of DoD civilian leaders. It is DoD’s policy that a diverse cadre of highly capable, high-performing, and results-oriented civilian leaders be developed and sustained to lead effectively in increasingly complex environments, ensure continuity of leadership, and maintain a learning organization that drives transformation and continuous improvement across the enterprise. To lead in today’s dynamic, global, multi-generational environment, Agency leaders must be able to articulate clear purpose and organizational values, create a shared vision, apply diplomacy, and build organizational teamwork. The DDPL program requires a base with four-one year option periods to facilitate advanced scheduling, de-confliction of out-year events, cohort organizational integration, and consistent course compatibility between reoccurring cohort class curriculums.

Below are the 10-Leadership Competencies DDPL focuses on, in accordance with DoDI 1430.16, aligned to a specific Educational Institution/DoD Senior Service College/DoD Graduate University:

DDPL EVALUATION CRITERIA

The Government will consider the following criteria when evaluating the contractor’s quote. Each evaluation criterion is critical in accomplishing the task in the Performance Work Statement (PWS). Failure to meet any criterion could disqualify a contractor from being considered for award. The factors are presented in order of importance: technical approach and past performance; with the first, technical approach, being the most important criteria.

a. TECHNICAL APPROACH. This part shall be evaluated based on the Contractor’s understanding of and ability to perform the tasks.

Sub-Factors:

1. The Contractor shall offer a pre-existing open enrollment course that addresses the multiple learning objectives for the specific leadership competency specified in the PWS see table below. The Contractor shall provide a copy of the open enrollment course’s title, description, daily course schedule, and public website link.

2. The Contractor shall demonstrate successful execution in maintaining accreditation by a Regional and/or National institutional accrediting body with the cognizance over the institution of higher learning. The accrediting body must be one of the regional/national accrediting agencies recognized by the U.S. Department of Education as reliable authorities concerning the quality of education or training offered by the institution. The contractor shall be able to award Continuing Education Units (CEU) credits for course completion, and Continuing Professional Education (CPE) credits.

3. The Contractor shall provide a pre-existing open enrollment course of instruction between three to five days (24 to 36 hours) in length for up to forty-participants.

4. The Contractor shall apply multiple learning methodologies (e.g., experimental/action learning, case studies, simulations, interactive discussions, applied learning) to enhance learning. Provide a narrative to address the various learning methodologies applied in the course and how they enable achievement of the course’s learning objectives.

5. The Contractor’s proposed open enrollment course integrates one or more of the six-other leadership competencies specified in the solicitation.

6. . The Contractor’s executive-level program services (classroom facilities, participant accommodations, and meals) are available onsite at the institution/campus. The classroom must be within walking distance (one-mile) of the lodging and dining facilities

b. PAST PERFORMANCE. This section shall include information related to the Contractor’s experience and past performance with the Federal Government for the same and similar services within the past three years. Each example of prior experience shall include the (a) Contract Number, (b) Period of Performance, (c) Contract Value, and (d) Point of Contact’s name and telephone number.

Sub-Factors:

1. The quote demonstrates past performance in providing executive-level education services similar in scope, magnitude, size, and complexity to the requirements detailed in the solicitation and must have been performed within the last three years.

2. The quote contains positive references from previous direct clients for similar services in scope, scale, magnitude, and complexity to the requirements detailed in the solicitation and must have been performed within the past three years.

c. PRICE. To ensure diversity of the program experience, the Government intends to make multiple awards, but only one award per institution to the Contractor whose quote is determined to be the best value to the Government, technical approach, past performance, and price considered. As stated, the following criteria in descending order of importance shall be used to evaluate the quotes: Technical Approach, Past Performance, and Price. Both technical approach and past performance, when combined, are significantly more important than price.

(a) Definitions. As used in this clause— “Department of Defense Activity Address Code (DoDAAC)” is a six position code that uniquely identifies a unit, activity, or organization.

“Document type” means the type of payment request or receiving report available for creation in Wide Area WorkFlow (WAWF).

“Local processing office (LPO)” is the office responsible for payment certification when payment certification is done external to the entitlement system.

“Payment request” and “receiving report” are defined in the clause at252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(b) Electronic invoicing. The WAWF system provides the method to electronically process vendor payment requests and receiving reports, as authorized by Defense Federal Acquisition Regulation Supplement (DFARS)252.232-7003, Electronic Submission of Payment Requests and Receiving Reports.

(c) WAWF access. To access WAWF, the Contractor shall—

(1) Have a designated electronic business point of contact in the System for Award Management athttps://www.sam.gov; and

(2) Be registered to use WAWF athttps://wawf.eb.mil/following the step-by-step procedures for self-registration available at this web site.

(d) WAWF training. The Contractor should follow the training instructions of the WAWF Web-Based Training Course and use the Practice Training Site before submitting payment requests through WAWF.

(e) WAWF methods of document submission. Document submissions may be via web entry, Electronic Data Interchange, or File Transfer Protocol.

(f) WAWF payment instructions. The Contractor shall use the following information when submitting payment requests and receiving reports in WAWF for this contract or task or delivery order:

(1) Document type. The Contractor shall submit payment requests using the following document type(s):

(i) For cost-type line items, including labor-hour or time-and-materials, submit a cost voucher.

(ii) For fixed price line items—

(A) That require shipment of a deliverable, submit the invoice and receiving report specified by the Contracting Officer.

(d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, and does not contain the clause at 52.215-2, Audit and Records-Negotiation.

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

(2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.

Records relating to appeals under the disputes clause or to litigation or the settlement of claims arising under or relating to this contract shall be made available until such appeals, litigation, or claims are finally resolved.

(3)As used in this clause, records include books, documents, accounting procedures and practices, and other data, regardless of type and regardless of form. This does not require the Contractor to create or maintain any record that the Contractor does not maintain in the ordinary course of business or pursuant to a provision of law.

(e)
