Vendor Question #1: Does the Government know if this will or could be a Single Award or Multiple Award contract?
Government Response #1: It is the Government’s intent to issue a Single Award for this requirement.
Vendor Question #2: Will DLA please confirm the due date of March 7, 2016, 2:00 pm, EST, Government Response #2: The closing date for RFP SP4703-16-R-5004 is: March 7, 2016, 2:00 pm, Eastern Standard Time.
Vendor Question# 3: Is this effort an entirely new effort or is there an incumbent currently providing the services? If so, can you please provide the incumbent contract details?
Government Response #3: A requirement was previously issued under an 8(a) sole source contract awarded to the incumbent, Optimize Consulting, Inc., Blanket Purchase Agreement (BPA) #SP4703-15-A-0001, issued on February 16, 2015 for a 12-month period. The total dollar amount is $4,246,282.60.
Vendor Question #4: How was the $100,000 travel value determined? Was it based on historical data or is it part of the government’s independent cost estimate?
Government Response #4: The estimated annual travel (Not to Exceed) was provided by the customer as part of their Independent Government Cost Estimate (IGCE).
Vendor Question #5: Attachment 4, the Past Performance Questionnaire, shows a submission date of February 26, 2016. Is this date illustrative or a requirement for vendor’s past customers?
Government Response #5: The required submission date for (Attachment 4) Past Performance Questionnaires is February 26, 2016.
Vendor Question #6:
Government Response #6:
Vendor Question #7: Attachment 3 provides shows an estimated number of hours for each labor category. Does the Government expect vendors to adhere to these estimated labor hours, or can vendors provide alternative hours estimates along with a justification?
Government Response #7:
Estimated hours are projections of expected work based on current and forecasted workloads. Neither the vendor nor the government is bound to these estimates should actual work balance demand alternate staffing levels. Vendors must provide labor rates based on the estimated hours provided in the ROM.
Vendor Question #8: Does the Government expect the vendor to provide their own QASP in their response?
Government Response #8: Vendors are expected to provide a Quality Control Plan to ensure they have their own controls in place for each awarded task order.
Vendor Question #9: How many projects are currently being worked in the program?
Government Response #9: There are currently six enterprise-level projects, some with sub-projects below them.
Vendor Question #10: Does the government welcome training development techniques outside the DOD body of knowledge?
Government Response #10: Task Orders for training development will be coordinated through the DLA HQ CPI office, and should include the DOD BoK or similarly aligned, industry-recognized best practices. Recommendations for additional content or techniques are welcome, and may be approved for development based on added value, relevance, and Agency need.
Vendor Question #11: Does the Government expect a response to the draft PWS provided in Attachment 1?
Government Response #11: No, the Government does not expect a response to the draft PWS provided in Attachment 1; reference RFP Section 1.7 List of Attachments 2nd sentence: “Attachment #1 is being provided as a Sample Task Order Performance Work Statement for any resultant task orders.”
Additionally, the last sentence under Sub-Factor A in section 3.2.3.1: “Vendors should not use the (Attachment 1) Sample PWS to respond to the RFP: rather vendors should write the proposal around their DLA Continuous Performance Improvement / Lean Six Sigma competencies and experience.”
Vendor Question #12: Provided PWS are labeled “Draft”. Will DLA be issuing final PWSs to BPA vendors prior to the date of the proposals?
Government Response #12: See Government Response #11. Additionally, a Performance Work Statement will be provided for any resultant task orders.
Vendor Question #13: Does the estimated Level of Effort (LOE) provided in Attachment 3 correspond to the draft PWS provided in Attachment 1?
Government Response #13: No, the Rough Order of Magnitude (ROM) is provided as a projected total of hours across all potential task orders on the vehicle. Estimated hours are based on current and forecasted workloads. Neither the vendor nor the government is bound to these estimates should actual work balance demand alternate staffing levels.
Vendor Question #16: Attachment 3 – Est. Hours. Please confirm offerors are not to alter the hours given in Attachment 3.
Government Response #16: See Government Response #13.
Vendor Question #17: May the Vendor include a Glossary of Terms or Acronym List excluded from the page count?
Government Response: #17: Yes, a Glossary of Terms or Acronym List will be excluded from the page count.
