********************** Wide Area Workflow Information*************************

Information for Wide Area Workflow (WAWF) Invoicing: Use 2 in 1 document Invoice. To ensure timely payment the vendor should enter the required info in WAWF on the day the material ships from their facility. Contractors/vendors not using WAWF will need to register for WAWF in order to gain access to the new MyInvoice functionality.

Wide Area Workflow (WAWF) is a secure web based system for electronic invoicing, receipt, and acceptance. WAWF allows government vendors to submit and track invoices and receipt/acceptance documents over the web and allows government personnel to process those invoices in a real-time, paperless environment.

WAWF is in accordance with the 2001 National Defense Authorization Act (DFARS 252.232- 7003/252.232-7006 Electronic Submission of Payment Requests - January 2004) which requires claims for payment under a Department of Defense Contract to be submitted in electronic form.

As of March 03, 2008, DOD has issued a final rule amending the Defense Federal Acquisition Regulation supplement (DFARS) to require use of the Wide Area Workflow as the only acceptable electronic system for submitting requests for payment (invoices and receiving reports) under DOD contracts.

Government credit card would not be utilized for this purchase request. All payments will be processed and submitted through WAWF "only".

When creating invoice in WAWF Contractor "must" input DoDAAC# SP4702 under Service Acceptor field. Otherwise the payment wouldn’t be process on time.

Below web link for Wide Area Workflow Reference Guidance for Vendors. (Note: this guidance would help the vendor the entire process of registration, submitting, void, and track invoices in

WAWF).

The contractor will be required to submit project information to include a list of certified employees to participate on project, subcontractor information, submittal completion dates, expected lead times for project material, and a detailed schedule of project timelines. All project submittals provided by the contractor are required to be complete and approved by Government Engineers within eight weeks after the project meeting.

A weekly project report will be required by the contractor over the duration of this project.

This report shall include daily foreman log entries, expected schedule delays, equipment installation details, and any project deficiencies noted during the week. Project meetings will be scheduled by the Government POC as deemed necessary. All contractor employees and subcontractors working on the project, in relation to the current phase of work, will be required to attend scheduled project meetings.

Provide material, installation, and technical support for the following:

4160V Substation Replacement:

Replace the existing 13.2kV/4160V, 1200A, 3-phase electrical substation located in the Building 20A electrical room with a new and modernized electrical substation. The current 4160V system provides power for the three (3) chiller system pumps that are used to provide cooling to Building 20. Replacement substation is to be a direct replacement for the existing system on the existing footprint. All existing conduits and cabling shall require little to no modification to connect into the new substation.

The Contractor is to provide temporary power for the existing three (3) chiller pumps for the duration of this project. At no time shall more than one (1) chiller be taken offline during this project. The Contractor shall provide all necessary power infrastructures (e.g. cabling, equipment, rental power system) to ensure that the chiller system remains operational until the new substation is brought online, tested, and verified to be complete and operational. Any modifications that are required to be made to the existing infrastructure to facilitate connecting temporary power are to be repaired back to original conditions.

480V Substation Replacement:

Replace the existing 13.2kV/480V, 3000A, 3-phase electrical substation located in the Building 20A electrical room with a new and modernized electrical substation. Replacement substation is to be a direct replacement for the existing system on the existing footprint. All existing conduits and cabling shall require little to no modification to connect into the new substation.

The Contractor is to provide temporary power for the existing electrical equipment serviced by this 480V substation. The Contractor shall provide all necessary power infrastructures (e.g. cabling, equipment, rental power system) to ensure that the electrical system remains operational until the new substation is brought online, tested, and verified to be complete and operational. Any modifications that are required to be made to the existing infrastructure to facilitate connecting temporary power are to be repaired back to original conditions.

The substation product manufacturer is to provide engineering services that are to include but not be limited to Arc Flash Hazard Analysis, Short Circuit Study, and device Coordination mailto:Ricardo.blancosoto@dla.mil

Study with settings imported into the new breakers as a result of these studies. The product manufacturer is to provide 8 hours of electrical Arc Flash Training and product demonstration and training on all aspects of the new substation and controls to government personnel.

The project is to be completed in phases so that only one substation is being replaced at a time with the 4160V being the first to undergo replacement. Once the new substation is installed and tested and brought back online then work may begin on the 480V substation. No work is to begin until all materials are on site, verified to be complete by both the contractor and the government, and a detailed schedule of work is approved by the government.

The contractor shall be required to keep the rental power systems 100% operational at all times during the project including refueling without shutting down the units.

NOTE: While the Government currently intends to purchase the requirements sought in this solicitation, it may nevertheless be canceled in the event of spending cutbacks necessitated by passage of the Balanced Budget and Emergency Deficit Control Act of 1985, P.L.99-177.

Units of weights and measures used on all submittals are to be the same as those used in the contract drawings.

Each submittal is to be complete and in sufficient detail to allow ready determination of compliance with contract requirements.

Contractor's Quality Control (CQC) System Manager and the Designer of Record, if applicable, to check and approve all items prior to submittal and stamp, sign, and date indicating action taken. Proposed deviations from the contract requirements are to be clearly identified. Include within submittals items such as: Contractor's, manufacturer's, or fabricator's drawings; descriptive literature including (but not limited to) catalog cuts, diagrams, operating charts or curves; test reports; test cylinders; samples; O&M manuals (including parts list); certifications;

warranties; and other such required submittals.

Submittals requiring Government approval are to be scheduled and made prior to the acquisition of the material or equipment covered thereby. Pick up and dispose of samples not incorporated into the work in accordance with manufacturer's Material Safety Data Sheets (MSDS) and in compliance with existing laws and regulations.

A submittal register showing items of equipment and materials for when submittals are required by the specifications is provided as "Appendix A - Submittal Register".

1.2 DEFINITIONS

SD-09 Manufacturer's Field Reports

Documentation of the testing and verification actions taken by manufacturer's representative at the job site, in the vicinity of the job site, or on a sample taken from the job site, on a portion of the work, during or after installation, to confirm compliance with manufacturer's standards or instructions. The documentation must be signed by an authorized official of a testing laboratory or agency and state the test results; and indicate whether the material, product, or system has passed or failed the test.

Factory test reports.

SD-10 Operation and Maintenance Data

Data that is furnished by the manufacturer, or the system provider, to the equipment operating and maintenance personnel, including manufacturer's help and product line documentation necessary to maintain and install equipment. This data is needed by operating and maintenance personnel for the safe and efficient operation, maintenance and repair of the item.

This data is intended to be incorporated in an operations and maintenance manual or control system.
