Solicitation SP4701-19-R-0003 is amended as follows:

1. The following provides offeror questions and Defense Logistics Agency (DLA)’s responses to the questions:

Question 1. Will the Government provide the applicable Systems Engineering Plan, or other complementary document(s), which charter and describe the roles and processes of the:

Question 2. With what frequency are Production Packages promoted to Production?

DLA Response: This is laid out in the Supplemental Implementation Guide (SIG) plan, which discussed the types of DAI releases. Please see question 1.

Question 3. What is the average size (# of configuration items) in a Production Package?

DLA Response: This depends on the number of break fixes and any System Change Request (SCR) changes, and the type of releases, whether it is monthly, minor, or major releases.

Question 4. What is the size of the population of configuration items currently under CM control?

DLA Response: Majority of the configuration documents and Reports, Interfaces, Conversions, Extensions, Forms, Workflows (RICE-FW) are stored in Configuration Management (CM). Oracle patches or data fixes are not in the CM repository tool as they are tracked via Oracle Mobile Oracle Support (MOS).

Question 5. Will the Government provide the current identification structure for configuration item identification?

DLA Response: Please see attachment DAI_SIG_v5.0 in question 1.

Question 6. Please confirm that the use of the term “Change Management” in Performance Work Statement (PWS) Section C.4.9 refers to “configuration change control” and not to “organizational change management.”

DLA Response: Yes, this refers to configuration change control management processes and documentation.

Question 7. How many Compliance Readiness Assessments (CRA) are conducted, on what cycle? (For example, is every Agency using DAI assessed yearly?)

DLA Response: DAI undergoes a yearly Statement on Standards for Attestation Engagements (SSAE-18) attestation, which examines the full DAI program, from a system perspective. Office of the Secretary of Defense (OSD) Financial Improvement and Audit Readiness (FIAR) office determines which Department of Defense (DOD) Information Technology (IT) systems that will undergo audit for the stakeholder agencies each year. DAI also undergoes Federal Financial Management Improvement Act (FFMIA), Business Enterprise Architecture (BEA), Information Technology Control Guidelines (ITGC) examinations, as well as any ad hoc attestations/examinations. Other examinations such as Standard Financial Information Structure (SFIS), are scheduled in advance in coordination between DAI and Joint Interoperability Test Command (JITC).

Question 8. How many audit findings does the DAI Program Office currently have the responsibility for addressing in a Corrective Action Plan (CAP), or in some other response to the finding?

DLA Response: DAI currently has no audit findings from the FY18 attestation. DAI currently has one Notice of Finding or Recommendation (NFR) stemming from the Other Defense Organizations (ODO) Consolidated Audit. This NFR has been remediated for the FY19 attestation and will be tested accordingly during the FY19 SSAE-18 attestation.

Question 9. How many audit findings are currently the responsibility of the Global Model team to address in a CAP (or other action in response to the finding)?

DLA Response: The Global Model team currently has no CAPs to address in responses to NFRs.

Question 10. How many RICE objects are currently in the DAI Global Model?

DLA Response: Current count of RICE-FW in the production environment is 167.

Question 11. How many UPKs currently support the solution?

DLA Response: User Productivity Kit (UPK) is a tool which DAI leverages.

From a UPK Developer licensing perspective: The UPK currently has 55 UPK

Developer licenses that have been issued to DAI Stakeholder agencies for use and

4 | P a g e support. Internal to DAI, 49 UPK developer licenses have been issued, including 26 laptop training computers.

Concerning UPK topics recorded, DAI currently has approximately 380 topics in UPK that have been finalized and published to DAI on-line, context sensitive Help.

Question 12. Will the Government provide the Department of Defense Architecture Framework (DoDAF) views for the DAI Global Model?

Will the Government provide the DoDAF OV-5a Operational Activity

Decomposition Tree?

Will the Government provide the DoDAF OV-6a Operational Rules Model?

Question 13. In reference to the Key Personnel section, which states “Must comply with Defense Federal Acquisition Regulation Supplement (DFARS) 252.239-7001 Information Assurance Contractor Training and Certification.” Please confirm that any DFARS 252.239- 7001 certifications are required at the time of contract start.

DLA Response: Per the DFARS 252.239-7001, the offeror must review the tasks shown in the DoD 8570.01-M, Information Assurance Workforce Improvement Program. If the personnel will be performing any of the tasks listed then 8570 Certification is required at the time of contract start.

2. Block 5 (Date Issued) on page 1 of the RFP is hereby changed to read as 01/16/2019 in lieu of TBD.

3. All other terms and conditions remain unchanged.
