In accordance with DLAD 37.103-90(e)(1),

(i) The contractor shall report all contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the Defense Logistics Agency via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil/.

(ii) Reporting input will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2014. Contractors may direct questions to the help desk at: http://www.ecmra.mil/.

6. In response to the following questions, the Government provides the following answers.

Question 1: Referencing the List of Sites section, it appears that there are missing sites. Several sites/divisions are not listed, mostly Document Services groups. Is this contract to be understood that all DLA functions, even those not listed, are to be supported? Or are the ones not listed to be left alone?

Answer 1: All sites listed will be supported

Question 2: Tickets have been averaging 763 per month for the past nine months, will this be reflected in the PWS?

Answer 2: Below is the count of End User Supports Incidents and Work Orders for the past 4 months by site locations:

Question 3: Referencing the Users, NIPR 2120, What about the users that are not accounted for? There are over 350 users that are not currently supported by the four groups listed in the PWS. Half of those are supported by the two missing J6 groups. The other half are currently supported by other contracts outside of the Central area. Mainly Disposition Services. In total, I see about 2500+ users to be supported.

Answer 3: The NIPR 2120 DLA users are a snap shot provided by the Human Resources Office for the locations included in the PWS. The Disposition Services is included in this list and will be serviced by this contract.

Question 4: DFARS 252.212-7000 is RESERVED. Aside from the Representations at 52.212-4, what do offerors need to submit?

Answer 4: See change above.

Question 5: Under 3.5.2 Contractor furnished vehicles, Vendor shall provide vehicles. Can you specify which sites will require vehicles and the type and size needed?

Answer 5: Vehicles are not required at sites, but will be accepted at sites if a vendor deems it necessary to meet the requirements of the solicitation.

Currently, contractors utilize two (2) vehicles in Oklahoma City and one (1) vehicle in Red River. There is no contractor furnished vehicles utilized in Houston, Corpus Christi, and San Antonio.

Question 6: Under section 3.6, which states the site and Period of Performance dates, J63 - HOUSTON DESKTOP & J63 - OKLAHOMA CITY DOCUMENT are not accounted for. What about the missing J63 groups? Their users are listed, but not those groups or their techs. Houston has one contractor and two government techs. Oklahoma Document has one government tech.

Answer 6: Houston will be covered under this regional contract. However, support for Oklahoma Document Services is not be included under this contract.

Question 7: Referencing section 3.3.3.6 Asset Management it states: Keep inventory records current in the… ITAM system. Will our staff be given the rights required to do this?

Answer 7: If the site requires use of the system, then you will be given rights to access the system.

Question 8: Referencing section 3.3.3.11 Ancillary Service it states: Augment other DLA vendor/service areas to include…installation/removal of hardware components, installing patch cables and or power cycling of devices. We assume these devices are not EUS platforms. How are we to staff for this requirement when we do not know the level of support? Could this section be reworded to remove the words ‘installation / removal of hardware components, installing patch cables and / or’. If not, could there be OLA’s with J6 groups and / or contractors stating, we will not be held responsible for any degradation in service or hold any certifications not required of the EUS technical level?

Answer 8: This is only if there is not government or J64 staff on site and a manual tasks need to be accomplished, like a switch or router needs to be

SP4701-16-R-0055 Page 7 of 14

Question 12: For the Red River Desktop group, is all their work being recorded in Remedy? Or are they doing work outside of Remedy? There seem to be less tickets then I would expect for that number of people.
