The purpose of this amendment is to answer questions received from prospective offerors.
A. The following offerors’ questions are hereby answered:
1. QUESTION: Will it be possible to load the waste in 20 or 40 foot container for movement?
RESPONSE: If the contractor chooses to load the waste into 20 or 40 foot containers for transportation, then yes, it would be possible.
2. QUESTION: Are container handler (RTCH) on each place available und useable?
RESPONSE: Loading and unloading of drums containing hazardous waste (HW) and/or shipping containers are the responsibility of the contractor.
3. QUESTION: Are the waste ready prepared and banded on pallets?
RESPONSE: The HW is ready prepared. The drums may or may not be palletized. There is no requirement for the HW to be palletized prior to or during shipment.
4. QUESTION: Are forklifts on each place available and useable?
RESPONSE: Each location is different and maybe forklifts are available and maybe not. Once again, loading and unloading of HW to and from vehicles and/or shipping containers is a contractor responsibility.
5. QUESTION: On the line for lithium batteries there are 510 of them and there is a line for a price however is this price just for disposal or does it also have to include everything meaning new packaging, repackaging of the waste and transport? Also are these batteries all in 1 location or are they spread through the 26 countries?
RESPONSE: First, the lithium batteries are all in different countries. Second, all waste disposal contract line item numbers (CLINs) are ALL INCLUSIVE of new packaging, repackaging of the waste, and transport.
6. QUESTION: The tender mentions 26 countries however we can't find a list of the waste streams and tonnages in each country, can you tell us if there is an inventory for all the locations?
RESPONSE: The sites are expected to open during the length of the contract and no date given for each location. Thus, there is no inventory except what has been given within the CLIN list.
7. QUESTION: Not every country has an address for where the waste is currently stored, can you provide address?
RESPONSE: As stated, not all locations are known at this time, nor open. We provided locations for those sites that are currently open. We will provide addresses once the locations are secured and implemented.
8. QUESTION: Is the bid asking for personnel to be based in each in-country for a 12 month period?
RESPONSE: We are not asking for Management Services nor are we going to give any information on our troop movements. The Defense Base Act (DBA) is purchased once every 12 months, and can be used anytime and as many times within that 12 months. It is not saying that someone has to stay for 12 months. So if a DBA is purchased in January and a removal occurs the following week, then another in July, one does not purchase the DBA again.
9. QUESTION: There is a section on tank cleaning however there are no details of the locations? Can you confirm which countries where they are located and what type of cleaning is required and what was stored in these tanks?
RESPONSE: Tanks will be for POL fuels/oils/oil water seperators, etc. We cannot provide the locations as not

all places are yet in place and those that are, we have no idea what tanks other than we will be using fuel and oil tanks at some. Cleaning means suction and triple rinsing to ensure tank is Resource Conservation and Recovery Act (RCRA) clean.
10. QUESTION: We are a bit confused with this line on page 10 (2) segregation of hazardous waste. Can you give us a bit more information so we can understand this.
"The services shall be ordered according to the estimated weight of the items to be segregated and packaged and shall be priced per kilogram. The CLIN unit price shall include the cost of containers required but it shall not include the cost of disposal".
RESPONSE: This is stating that for a pack and sort, one would order the CLIN to repack items , which the cost includes the cost of all labor, equipment, packaging and supplies. Then order the regular CLIN for disposal of that waste. The disposal CLIN will already have the transportation built in. All items under pack and sort will be weighed and paid out in kg, plus the cost of the disposal CLIN on a separate line. **Note: This is only used when the Generator requests it. All other disposal CLINs include new packaging, repackaging of the waste, and transport within the cost of that specific CLIN.
11. QUESTION: It is not clear how and which document should be used to provide rates for transport and disposal.
RESPONSE: Offered rates/prices shall be submitted on the Attachment 1 Bid Schedule for the base period and two option periods. All prices shall be all inclusive and include costs for both transportation and disposal, unless a particular CLIN states otherwise (e.g., for a pack and sort CLIN where the cost for transportation and disposal is stated to not be included).
12. QUESTION: Is there scope to part bid or is there a requirement to bid for all listed items?
RESPONSE: Each offeror must submit prices for each line item. Award will be made to only one offeror who offers on every line item on an all or none basis. There will not be multiple awards for this effort.
B. No changes to the solicitation have been made as a result of these responses. The solicitation’s closing date and time remain unchanged.
