About this file

This document provides details on a solicitation for K-9 drug and explosives detection services. The solicitation seeks canine detection teams to provide installation-wide detection and deterrent services against illegal and potentially life-threatening activities at the Defense Logistics Agency Distribution Center in San Joaquin, California. Services include conducting inspections of vehicles and cargo at gates, conducting detection sweeps of designated areas, and periodically conducting roving patrols. The contractor must provide properly trained and certified canine detection teams as required, with each canine handler having at least two years of general canine handling experience. The document clarifies the definition of a contingency detection service and addresses that the number of teams utilized will be determined by each offeror's technical approach. It identifies the Defense Logistics Agency as the contracting agency and the performance period as being installation-wide at the specified distribution center location.

1. Question:

CLIN 003 – Contingency Visits:

Can you please provide clarity on the CLIN 003 services requested for quotation, displayed in row 6 of the Excel "Schedule of Services" file? I have not seen where these separate services are mentioned in the SOW. Please clarify the specific expectations for these "contingency explosive detection services". As I understand it, this will be an additional Explosive Detection team required to perform the same services for the same amount of time (6 hours per visit) as the primary Explosive Detection Team. Is this correct?

Answer: An example of a contingency explosive detection service would be where the customer needs an area assessed for a special event, for example, a change of command ceremony. It is a situation that is outside the norm. It is scheduled and conducted by the existing team. A sperate team would not necessarily be required. However, this is a Performance Work Statement (PWS) and each offeror’s unique, technical approach will determine the actual number of teams utilized to perform the K-9 Detection services. Contingency Support is identified on Page 2 of the PWS at Paragraph E in Section 5 – “Schedule”.
