Amendment 0006 is hereby incorporated into solicitation SP3300-20-R-5007.
Amendment 0006 is issued to:
I. Extend the date for the submission of proposals from 30 June 2020 to 09 July 2020. An offeror must have received a web link from the contract specialist for the DoD Safe website in order to submit a proposal. If the offeror has not already requested the web link (access code), please send an email to Ben Bailey at benjamin.bailey@dla.mil. On 07 July 2020, the contract specialist will initiate the process to have https://safe.apps.mil send out an automated email containing the web link necessary for the upload of offeror proposals.
II. Provide answers to contractor questions.
1. Question: Are non-US citizens able to get on-base, for example, if we use any South Korean subcontractors to perform work for us?
1. Answer: It is highly recommended that the contractor bring his own workforce to the jobsite. Korea does not have temp agencies where a contractor can go to get labors. All non-US citizens will require a SOFA designation and if Korean subcontractors are used, a memo must be signed by the DDDK Commander in order to sponsor. The Government cannot guarantee that the DDDK Commander would be willing to take on this responsibility. If the DDDK Commander were to agree to sponsor, there is still a significant amount of paper work that must be completed and approved. If the contract awardee wants to pursue Korean subcontractors, the required forms will be provided upon award. Please keep in mind that approval to use non-US citizens is not guaranteed and any delay in the review/approval process by the Government will not be a reason for the contractor to request an equitable adjustment for Government delay costs.
2. Question: The spec calls out a conveyor BF of 28” but the Max product length is 30”.
The singulator cannot guarantee correct orientation coming out. There’s a few ways to handle this. Increasing the width of the entire system, or adding an additional reject/recirc to the ACCORD singulator that is asked for.
2. Answer: The Government’s statement of work provides the overall system requirement’s specifications. Offeror shall engineer and design what will become a fully functional system. The offeror’s technical proposal should provide a complete narrative with supporting technical data to include catalog cuts, drawings, and other technical information to illustrate how the offeror understands the requirement and intends to provide a fully functioning system.

3. Question: What is the maximum elevation that the Walkie Lifts can drop off a 463L pallet?
3. Answer: The lifting height of the Walkie is determined by the empty height of the conveyor.
4. Question: The drawing shows a mixture of belt curves and MDR curves. Spec seems to state that MDR is acceptable everywhere. Is that the case?

5. Question: At the shipping sorter, there seems to be a six sided tunnel with weight and dimensioning. Are the scan tunnels preceding each additional sorter (after descrambler and the STOWS sorters) 5 sided scan points or 6 sided scan points? At these scan points can the label we are reading for sortation be on the bottom?

6. Question: Our experience shows that having the Mil standard 1348 label on top of the polybag/case is only an issue when you are planning to do an automatic print and apply.
So as not to cover it with the shipping label. Is there a print and apply not shown, is this future proofing or can we disregard this requirement?
6. Answer: There is no automated print and apply. Shipping labels will be placed manually at the issue workstation.
7. Question: The spec specifically calls out Ryson spirals. Can we use a Ryson equivalent?
7. Answer: Ryson or equivalent is acceptable. Ambaflex is an equivalent .
8. Question: Is there a target rate for the Pallet VRC?
8. Answer: Target rate is 10-12 per hour both direction.
9. Question: Do you know a breakdown of polybags to cartons so we can understand the product mix?
9. Answer: No. It is random.
10. Question: Is there any additional time allotted for quotation of this system, beyond the 30th?
10. Answer: Yes, see above.
11. Question: Since there is no automatic print and apply in the system, do we need to overhead scan and divert parcels with 1348 mil labels on top and oversized parcels after the metering belts from the singulator?
11. Answer: The Government’s statement of work provides the overall system requirement’s specifications. Offeror shall engineer and design what will become a fully functional system. The offeror’s technical proposal should provide a complete narrative with supporting technical data to include catalog cuts, drawings, and other technical information to illustrate how the offeror understands the requirement and intends to provide a fully functioning system.
12. Question: Also, do we need to weigh and dimension or just do a six sided scan before the Intralox sorters after the singulator on the first floor and second floor, or only weigh/dimension/6 sided scan before the shipping sorter on the first floor?
12. Answer: The only place the Government requires dimension and weight data (DAWS) is prior to the shipping sorter.
