Amendment 0003 is hereby incorporated into solicitation SP3300-20-R-5007.
Amendment 0003 is issued to:
I. Incorporate a revised Attachment 1 - Statement of Work.
II. All reference to the Vertical Lift Modules (VLM) in the Statement of Work and drawing(s) is hereby removed from this solicitation. VLMs will not be procured under this solicitation.
III. Incorporate a revised Attachment 3 – Schedule of Supplies. Contractors are instructed to use the attached revised Attachment 3 due to CLIN 0006 – VLM being removed.
IV. Provide additional information regarding the DoD Safe Website for the submission of proposals.
An offeror must have received a web link from the contract specialist for the DoD Safe website in order to submit a proposal. If the offeror has not already requested the web link (access code), please send an email to Ben Bailey at benjamin.bailey@dla.mil.
On 16 June 2020, the contract specialist will initiate the process to have https://safe.apps.mil send out an automated email containing the web link necessary for the upload of offeror proposals. This is an automated email sent from an unmonitored email address. An access code is not required since you are given the direct web link.

V. Provide answers to contractor questions.

1. Question: Question: Attachment 1 – State of Work – Page 5 – Section 1.3 SYSTEM LAYOUT AND FUNCTION - References, “The existing warehouse layout is depicted in DF-FDI drawing # 19-1-2. The new warehouse layout is shown in DF-FDI drawing # 19-1-1.” These drawings were not provided with the solicitation. Please provide a copy of Drawing #’s 19-1-1 and 1-9-1-2.
1. Answer: There are no additional drawings. Referenced Drawing numbers were typographic errors.
2. Question: There is no technical data or performance specifications provided for the PALLET Conveyor and VRCs. Please advise if there is any information available?
2. Answer: The Government’s statement of work provides the overall system requirement’s specifications. Offeror shall engineer and design what will become a fully functional system. The offeror’s technical proposal should provide a complete narrative with supporting technical data to include catalog cuts, drawings, and other technical information to illustrate how the offeror understands the requirement and intends to provide a fully functioning system.
3. Question: With Respect to the 463L Pallet Conveyor Section we have two questions:
a) Will the 463L Pallet Conveyor be operational in both directions?
b) Will the 463L Pallet Conveyor require “fork tines pockets”
3. Answer: a) No. b) No. Fork tines pockets will not be used. The 463L pallets will be handled by a 463L Walkie Pallet Low Lift operating on the floor. Fork openings must be provided whereby the Walkie can deposit a 463L pallet onto the conveyor and drive out from underneath the 463L pallet.
4. Question: Section 3.2.1 states "there will be three 12" wide sections of galvanized gravity roller conveyor just inside the dedicated 463-L overhead door" but this is not shown on the drawing. The spec also says there are two 120" sections of pallet indexing conveyor, the drawing shows four
4. Answer: 463-L ALOC pallets cannot be placed directly on the floor. Three sections of roller conveyor are recommended to be placed at the inside of the overhead door to support the 108” wide ALOC pallet. The drawing is correct.
Four (4) indexing 120” zones are required. Reference revised Statement of Work para 3.2.1.
5. Question: Section 3.2.1 states "there will be two (2) 120" indexing zones prior to a 463-L infloor hydraulic scissor lift" but the drawings show four (4). How many 120" indexing zones are required prior to the hydraulic scissor lift?
5. Answer: The drawing is correct. Four (4) indexing 120” zones are required.
Reference revised Statement of Work para 3.2.1.
6. Question: Spec: An Omni-Directional Top Read Laser Scanner and a height/length sensing device will be positioned above the exit metering belts of the ACCORD Singulator. If a MIL STANDARD 1348 label is on top of the item, polybag divert NA3-008 will transfer the item to the recirculation belt on the right. If the item is oversize (>15" High or >30" long) it will be diverted to the oversize chute on the left. Otherwise, edge-aligned parcels are conveyed, one per zone, to the Cube-Scan-Weigh substation. This configuration is not represented on the drawing. Is the scan and divert functionally outlined in 3.2.2.6-8 required?
6. Answer: A fully function scanner is required to read the parcel labels. Given this application it is assumed a six-sided scanner tunnel will be used after the package descrambler. These parcels may present the label on any of six (6) faces. It is up to the offeror in his technical narrative and design to determine the best means and the best devices to ensure the system is functionally reliable.
7. Question: The drawings show ten (10) pallet lift / turn tables on the 1st floor but they are not mentioned in the SOW. Are these to be included in the scope for this project? If so, could specifications be provided for this equipment?
7. Answer: Fourteen (14) lifting turntables are required and is illustrated in the drawing. It is up to the offeror to provide technical details on the lifting and rotating equipment required to position and rotate standard military wing pallets 48” wide x 40” deep as typically described in MIL NN-P-71C.
8. Question: The SOW requires 20 workstations while the drawing shows 18 possible positions. How many workstations are required? Are the eight pack tables on the 2nd floor work stations? (they do not dimensionally match) Are the work ten workstations shown on the 1st floor near the pallet lift / turn tables some of the 20? If workstations are required that are not included in the drawings which CLIN should they be included in?
8. Answer: 20 workstations are required.
9. Question: What is the rectangle attached to the parcel chute representing, as shown on the 1st floor drawing?
9. Answer: The rectangle represents a potential manual loading area for a pallet or tri-wall container not utilizing the tri-wall dumper.
10. Question: Could building structural drawings be provided?
10. Answer: Structural building drawings are not available at this time. The building is still under construction and the Government will not receive the structural drawings until construction complete and building turned over to Government.
11. Question: Are the items that look like pallet racks included in the required material to be provided? If so are they actually pallet racks? How many shelves?
Shelf spacing? load capacity?
11. Answer: Pallet rack in the drawing is not part of this requirement. The pallet rack will be provided by a separate and distinct contract.
12. Question: The lift pit for the VRCs is to be done by others? Will they be responsible for access ladders or stairs, guarding around the pit, lighting, electrical service?
12. Answer: The pit for the 463-L scissors lift is part of the building. If requirements exist for access devices, ladders, etc., that is up to the offeror to provide those accessory items with the lift. The VRCs (vertical reciprocating conveyors) are not pit mounted.
13. Question: Can specifications for the VRCs (section 14) be provided? They are not discussed in the SOW
13. Answer: The VRCs are part of the pallet conveyor system. It is up to the offeror to size the VRCs according to the conveyor equipment being supplied, floor openings and the floor-to-floor vertical travel dimensions. Gear driven mechanical style VRCs are to be provided. Hydraulically operated VRCs are not acceptable.
14. Question: Will there be equipment access to second floor? If so what are the dimensions of opening.
14. Answer: Floor opening dimensions for the VRCs are: 76” x 208” for each VRC.
Floor opening dimensions for the spiral conveyors are: 120” x 120”
15. Question: What amount of operator and maintenance support is required prior to final acceptance?
15. Answer: The depot does not provide maintenance or repair services until after the system is accepted. It is up to the offeror to provide technicians on-site to maintain the system after installation services and prior to system acceptance.
16. Question: What type and amount of time is required for each employee to receive a CAC?
16. Answer: It depends on the individual applying. As long as the individual does not have issues on their record, it should take approximately 4-6 weeks.
17. Question: Is there employee parking at site and how far from work area?
17. Answer: There is a parking lot by the building.
18. Question: Is there an area for a site construction trailer? If so what utilities are available?
18. Answer: The building is currently under construction. No Government personnel can answer at this point in time. All offerors should consider that there is not availability for a construction trailer in submitting their proposal.
19. Question: Are there any preferred local Korean contractors that perform work on base and that are already pre-approved to enter the base? Names and contact information will be very helpful for:
- Equipment Moving / Rigging Contractors
- Electrical Contractors
- Piping Contractors
19. Answer: DLA cannot provide a list of potential/preferred local Korean contractors. It is the responsibility of the offeror to provide their own contractors.
20. Question: For our personnel who are U.S. citizens that will be performing work on the job site, is lodging available "on base" or must we procure our own lodging "off base"?
20. Answer: There is no lodging “on base” for contractors. It is the responsibility of the offeror to procure their lodging outside of the installation.
21. Question: Is there a local Camp Carroll contracting representative we can speak with during the bid process to better understand logistics requirements such as badging, base entry requirements, other security protocols, etc.?
21. Answer: No there is not a local contracting representative at Camp Carroll.
DLA’s project engineer assigned to this project will be the contracting representative for this project. After the project is awarded, the local DLA security officer will assist the contractor with the requirements for badging, base entry requirements and other security protocols, etc.
22. Question: What are the specification requirements for the VRC and feed and take away conveyor?
22. Answer: The VRC feed and take away conveyor are part of the pallet conveyor system. It is up to the offeror to engineer and design what will become a fully functional system.
23. Question: Where are the Government supplied electrical power distribution panels located in the building? Could drawings, cut sheets, or part numbers be provided?
23. Answer: The electrical power distribution panels are located along the interior walls of the warehouse space. No drawings, cut sheets, or part numbers can be provided.
24. Question: Will the government supplied electrical power distribution panels include a fire alarm system shunt trip? If not, could you provide the name and contact information of the building fire alarm contractor?
24. Answer: The warehouse is currently under construction. It will be equipped with the necessary fire sprinkler systems and alarm systems. If a fire alarm system shunt trip is required, it will be the contractor’s responsibility to provide it. The Government does not anticipate a shunt trip to be required.
25. Question: Section 3.2.1.2.16 states "All work shall comply with NEC and shall be performed by an electrician licensed in the Republic of Korea." Is all electrical work need to be performed by an electrician licensed in the Republic of Korea or only the VLM?
25. Answer: Statement of Work para 3.2.1.2.16 has been deleted.
26. Question: Subfactor (d) requires our SSE to have an IAT Level II certification.
Would an IAT Level III certification satisfy this requirement?
26. Answer: Yes. IAT Level III is a higher standard than Level II.
27. Question: Is an Ethernet-based Control Architecture with 24VDC controls acceptable?
27. Answer: The Government’s statement of work provides the overall system requirement’s specifications. Offeror shall engineer and design what will become a fully functional system. The offeror’s technical proposal should provide a complete narrative with supporting technical data to include catalog cuts, drawings, and other technical information to illustrate how the offeror understands the requirement and intends to provide a fully functioning system.
28. Question: Is a separate PLC required for each subsystem as identified by the
CLIN?
28. Answer: Yes.
29. Question: Can motor starters and VFDs be located within Electrical Controls enclosures versus General Purpose Motor Control Center Cabinets?
29. Answer: Yes.
30. Question: Will a “master-operating console” need to be provided for each subsystem as identified by the CLIN?
30. Answer: Yes.
31. Question: Please define a “master-operating console” ( Reference 3.3.3 SWITCHES AND CONTROLS Page 3-76 )… Is this a PC Enclosure or something else?
31. Answer: A master-operating console or master-operating panel are one in the same.
32. Question: Is the operator training to be broken out per subsystem as defined by the CLINs?
32. Answer: Offerors must determine how they want to price this and how they want to prorate among each CLIN.
33. Question: Is the maintenance training to be broken out per subsystem as defined by the CLINs?
33. Answer: Offerors must determine how they want to price this and how they want to prorate among each CLIN.
