About this file
This document is an amendment to a solicitation for the supply and installation of five vertical lift module storage systems at a Defense Logistics Agency Distribution facility in Japan. The amendment provides responses to contractor questions to clarify requirements. The solicitation seeks a firm-fixed price contract for vertical lift modules measuring approximately 15 feet wide by 10 feet deep with tray capacities up to 1,540 pounds. Contractors must visit the site and are responsible for installing all electrical wiring from the building source to each unit. Insurance requirements include workers compensation, general liability, and automobile liability. The contract will be awarded by April 28, 2020 to the responsible contractor submitting a technically acceptable quote with fair and reasonable pricing.

AMENDMENT 0001
The purpose of this amendment is to answer contractor questions and incorporate a revised Statement of Work.
1. Question: Your very detailed and specific description in the solicitation for dual tray delivery is specific to one manufacturer, which is Modula. This renders the solicitation effectively a brand name only procurement, even though you have not labeled the Solicitation as so. In order to conduct a brand name only procurement, you are required to establish a Justification and Approval document providing detailed information about why the government must purchase from Modula and not any other vendor, which the government has not done in this case. Will you be either providing the J&A document for public review very soon or revising the solicitation (and your very Modula-specific description for dual tray delivery) to make this procurement brand name or equal? And, in establishing a BNOE procurement, DLA revise its descriptions to only require the salient physical, functional, and performance characteristics that are truly required by DLA?
1. Answer: The Government has performed extensive market research and there exist several companies that manufacture external, dual tray delivery system configurations. This type of delivery system is not unique to one manufacturer. DLA Distribution has a need for a VLM that provides the external dual tray delivery systems as these types of systems allow the operators to pick or stow from more than one tray at a time.
This feature provides ergonomic and unobstructed overhead access to the trays leading to a more efficient and safer workplace environment for workers.
2. Question: Your very detailed and specific description in the solicitation for tray dimensions is specific to one manufacturer, which is Modula. Will you be either providing the J&A document for public review very soon or revising the solicitation (and your very Modula-specific description for tray dimensions) to make this procurement brand name or equal? And, in establishing a BNOE procurement, DLA revise its descriptions to only require the salient physical, functional, and performance characteristics that are truly
2. Answer: Tray dimensions have been revised. See revised SOW.
3. Question: Your very detailed and specific description in the solicitation for a "green device" is specific to one manufacturer, which is Modula. Will you be either providing the J&A document for public review very soon or revising the solicitation (and your very Modula-specific description for a green device) to make this procurement brand name or equal? And, in establishing a BNOE procurement, DLA revise its descriptions to only require the salient physical, functional, and performance characteristics that are truly
3. Answer: DLA’s market research indicates that the vast majority of VLM manufacturers offer “Green Energy” features. DLA’s SOW directs vendors to propose energy efficient equipment as it is a best industry practice. See revised SOW.
4. Question: SOW 3.2.2.1 states tray depth of 34”. 3.2.2.6 states tray depth no less that 33”. Our tray depth is 33.74”. Acceptable?
4. Answer: Yes.
5. Question: SOW 3.2.2.6 states tray height should be 5”. Our tray height is 4.72” high. Acceptable?
5. Answer: Yes. See revised SOW.
6. Question: SOW 3.4: Is the requirement for the contractor to wire from the building source to the VLM locations? This is usually managed by the customer because of their familiarity with the facility. If you do require the contractor to do this, can you please indicate on the drawing where the building power source is and a recommended path for conduit?
6. Answer: Yes, the contractor is required to install all the necessary wiring and conduits from the building power source to each of the five (5) VLMs. There are no drawing available that show distribution panel locations for Building 1907. However, the distribution panel from which the contractor is to install the wiring and conduits from is approximately four hundred feet from where the VLMs are to be installed.
Conduits are to be installed in the ceiling.
7. Question: In order to determine the electrical SOW and the extent to which we will have to install electrical power distribution equipment, breakers, transformers, etc. how do we determine if the building has sufficient power and amperage to meet the 5 each VLMs prior to submitting our bid?
7. Answer: The power requirements for the VLMs have already been verified. The Navy Facilities Engineering department is currently installing a new distribution panel specifically for the VLMs.
8. Question: Is the owner to supply a source of power in close proximity to the VLM installation and the contractor then making a connection to a breaker box then to an emergency cutoff and then to the VLM?
8. Answer: Yes.
9. Question: Is it the intent that the contractor determine if the facility can accommodate the power requirements of the VLMs and then responsible for pulling power from the ‘outside line’ if necessary?
9. Answer: No. It is not the intent that the contractor determine if the facility can accommodate the power requirements of the VLMs. The power requirements for the VLMs have already been verified. The Navy Facilities Engineering department is currently installing a new distribution panel specifically for the VLMs.
The contractor is required to install all the necessary wiring and conduits from the building power source to each of the five (5) VLMs.
10. Question: In order for the structural engineer to determine if the existing slab is sufficient or requires modification to accommodate the seismic anchoring solution, we need know existing slab details, such as whether the floor is slab on grade, concrete PSI, and concrete depth- will these be made available and with sufficient time to allow for a structural engineer to evaluate?
10. Answer: All of the information requested is not available. The floor is slab on grade. Building 1907 was constructed to meet seismic zone 4 requirements. We previously had three (3) VLMs installed on the second floor for a number of years and had no issues.
11. Question: Is a 13’2.4” tray width x 32” tray depth acceptable, if the VLM external dimensions are 15’ width x 10’2” deep?
11. Answer: Yes.
12. Question: Does the owner require a 5” deep tray? A VLM tray can accommodate taller items, for example a 12” cardboard box can still be stored on a 4” deep tray.
12. Answer: The Government prefers a 5” deep tray. However, if the offeror is asking if a 4” deep tray is acceptable, the answer is yes. See revised SOW.
13. Question: Is a 5” deep metal tray required or is a 4” deep tray with 5” deep plastic or metal bins acceptable?
13. Answer: A 4” deep tray is acceptable. However, plastic or metal bins are not acceptable. See revised
SOW.
14. Question: Does the owner require a ‘kevlar reinforced toothed belt drive system’ or is a metal gear drive a suitable alternative for vertical tray movement in the central elevating corridor?
14. Answer: The Government prefers Kevlar reinforced toothed belt drive system. However, per the SOW, all vertical tray movement is to be accomplished through the use of steel or Kevlar® reinforced toothed belt drive system.
15. Question: Does the owner require external tray delivery for every tray delivery evolution? The Schaefer LOGIMAT VLM offers dual tray delivery INTERNAL to the sheet metal machine enclosure, however, an individual tray CAN BE delivered to an external cart if the user wishes to incorporate an overhead crane or hoist to remove objects from the tray. IF ergonomics and access to the bins/ back of the trays is the reason for external tray delivery; the LOGIMAT VLM offers trays that tilt towards the user to allow access to all areas of the tray.
15. Answer: Yes. The Government’s requirement is for an external, dual tray delivery system. Reference SOW Paragraph 3.2.2.3 EXTERNAL TRAY DELIVERY SYSTEM and 3.3.2.4 DUAL TRAY DELIVERY
16. Question: Is a maximum tray capacity of 1,540 lbs acceptable?
16. Answer: Yes. See revised SOW.
17. Question: Are durable, lightweight plastic dividers an acceptable replacement for heavier metal dividers?
17. Answer: No.
