Amendment 0004

1. The purpose of Amendment 0004 is to answer vendor’s questions, provide a revised Statement Of Work

(Attachment 1 – Revisions highlighted in yellow), provide a revised Drawing (Attached), and extend the deadline for Quotes.

Question 1: Should Optional CLIN 0002 not be awarded, who will do the demolition phase of the project and will they then be held responsible for the coordination and scheduling with the CLIN0001 contractor ?

Answer 1: The DDRT Maintenance department would perform the demolition. In the event that CLIN 0002 is not awarded, the COR would do the coordination between the contractor and the DDRT Maintenance Department. However, the demolition was made a separate CLIN primarily to obtain separate pricing for the demolition.

Question 2: Paragraph 3.1.15.2 INSTALLATION SEQUENCE : By our count, there are 8 phases to this schedule. Does the current system have the capabilities to shut-off power to each of the called out areas and leave the other areas operational?

Answer 2: The system has separate motor control centers for each key functional area so the power shutdown can be done;

however, electrical work will be required to keep each functional area running during key tie-ins.

Question 3: Is there a separate Motor Control Center (MCC) for the existing Transporter Dock ?

Answer 3: Yes.

Question 4: Is there a separate MCC for the existing “main line pallet induction conveyor” ?

Answer 4: Yes.

Question 5: Is there a separate MCC for “pallet prepack consolidation lines 1 & 2 and six pack workstations and offer station #3” ?

Answer 5: Yes.

Question 6: Is there a separate MCC for “ center pallet packing line with six pack workstations and offer station #4” ?

Answer 6: Yes.

Question 7: Is there a separate MCC for “dedicated truck packing line # 5 “ ?

Answer 7: Yes.

Question 8: Where does DLA want the AWOS installed?

Answer 8: We have decided to keep the scanners and scale where the existing system was located. The original locations have been marked on the revised drawing to reduce cost.

Question 9: Can demo work be performed after hours between 1530 and 0700 ?

Answer 9: Demo work can be done between 15:30 and 11:30. DDRT does not work a third shift.

Question 10: What is the nearest dock door for locating the demo dumpster ?

Answer 10: A dumpster can be stage adjacent to the ramp at Bay E-24.

Question 11: Is the IDT truck of the same design as found at other DLA locations ?

Answer 11: No. This transporter is set up with accumulation zones every 5 ft. The typical DLA transporter docks are set up as indexing conveyors.

Question 12: Is there an elevation change between the IDT truck and the main line induction conveyor ? If so , what is it ?

Answer 12: The dock height is 16 ins. and the discharge end is 22 ins.

Question 13: What is the Seismic Zone for DDRT ?

Answer 13: DDRT is in seismic zone no. 1.

Question 14: Who is the manufacturer(s) of the current pallet handling conveyor ?

Answer 14: Industrial Kinetics

Question 15: What model accumulation conveyor was used for the existing system ?

Answer 15: The model no. is unknown because the system was installed over 20 years ago.

Question 16: Can the existing system be matched for this project ?

Answer 16: Yes.

Question 17: What is the maximum pallet weight for this project ?

Answer 17: 2500 lbs.

Question 18: Par. 3.2.3.5.1 , if maximum pallet weight is 2500 pounds , why is the in line scale listed at 4000 pounds ?

Answer 18: The cost difference for a more durable scale with a 4,000 lbs. capacity as oppsed to 3,000 lbs. is negligible.

Question 19: Does the current system have a DAWS system , if so where is it located ?

Answer 19: The system has a non-functioning AWOS for the case shipping system and a weigh cuber system at pallet pack stations nos. 3, 4 and 5 where they are marked on drawing no. 17-2-1.

Question 20: What is the DSS workstation ?

Answer 20: All the workstations adjacent to the bidirectional right angle transfers at the pack stations. The have DSS computers at the work tables.

Question 21: Does the transporter enclosure need to be Nema 4X ?

Answer 21: Yes. Refer to SOW paragraph 3.2.2.3.1. The panels need to be protected from water, oil and dust which is required for a NEMA 4X enclosure.

Question 22: Can Compact Logix be used for this project ?

Answer 22: Yes.

Question 23: Due to the stopping and starting of conveyor installation , where can the new conveyors be staged ?

Answer 23: We will provide staging just south of the tilt tray sorter and the pallet packing system.

Question 24: CLIN0006 1 Year Maintenance….does the 1 year start when all the entire system has been signed off on ?

Answer 24: CLIN 0006 starts on the final acceptance date of the system; however, the contractor is also responsible for maintenance of the system prior to acceptance per SOW paragraph 4.2.1.

Question 25: If so, does this mean the Transporter will need PM’s prior to the completion of the entire install?

Answer 25: Refer to SOW paragraph 4.2.1. Maintenance of the system prior to acceptance is the contractor’s responsibility.

Question 26: Because of the large amount of detail to prepare this offer, can the due date be extended a minimum of 2 weeks if not longer ?

Answer 26: The due date has been extended to 28 Jun 17.

Question 27: In section 3.1.15.2 of the SOW it lists a sequence for installation. This almost seems impossible as the removal and installation of components on an individual basis is counterintuitive to a project of this size and nature. The obvious of course is to remove all the old and install the new. There are so many components

(Systems) that share the same power, controls, wiring, control panels, cross walks, etc that I am not sure how one would replace this system in a piecemeal type approach without causing extensive and complicated processes that would drive the cost up significantly. Is this sequence of installation mandatory? Is it the intent to have all of the other parts of the system still operational? Is it possible to discuss this with the COTR or the person responsible for this project to understand intent?

Answer 27: The intent is to replace the transporter dock first, then the main line that is fed by the transporter dock and the towline spur 19 that controls the diverts to pallet lines 1 through 5 and the replace line 1 through 5 individually. DDRT cannot afford the downtime to shut the entire system down at once. This would impact the mission too severely.

Question 28: Is it the intent that all Main Control Cabinets (3+) be replaced with a new cabinets or just retrofitted with new controls (back-panels, etc)?

Answer 28: The intent is to vacate and demo the old cabinets and replace all the controls inside the new cabinet.

Question 29: Can more detail be added to the requirement 3.2.3.3? There are no specs, drawings, etc. regarding these right angle transfers and the numbers are confusing… 4 each of four transporter docks equaling 16 units or one each of the four transporter docks equaling 4 units? There was no drawing for building 365 provided so we are not sure where they go, etc. None of this is mentioned in the CLIN descriptions on pages 5-7 of the SOW.

Answer 29: The reference to the four transporter docks and Bldg. 365 was left in from another SOW. Refer to revised SOW paragraph 3.2.2.3. The intent was a general right angle transfer spec for the main transporter dock and towline induction.

Question 30: The following questions relate to the DAWS system (3.2.3.6 AUTOMATIC DIMENSIONING

SYSTEM):

a. How much time do we have to complete our measurements? Answer: the pallet is at the workstation for a few minutes while the offer label and the manifest are being printed. This cube data is used to develop the mainfest to plan truckloads.

b. What takes place at the workstation? Answer: The pallet is weighed and cubed, and the offer label and manifest are printed and affixed to the pallet.

b. The conveyor that feeds and exits, what is the speed coming in and going? ( 60 ft per minute)

Answer: 60 ft. per min.

d. What does the flow look like? Answer: Identical the existing system.

Question 31: Is it permissible for us to forward the CAD drawings and photos to two of our sub-contractors?

Answer 31: Yes.

Question 32: SOW 1.2.2 states”…and shall maint. less than 1 hour response time per breakdown…”. Is this this via telephone?

Answer 32: Yes. This is telephone support but the intent is on-site support if the problem is not corrected within 2hours.

Question 33: SOW 4.2.1 states “The contractor shall provide a 2 hour response time for any corrective maintenance action required throughout the normal hours of operation.” Is this via telephone?

Answer 33: No. The intent is to have the contractor on-site if the problem cannot be corrected by telephone.

Question 34: SOW 3.2.3.3 states CLIN 2, is this really CLIN 3?

Answer 34: Refer to the answer to question 29. The CLIN 0002 reference has been removed.

Question 35: SOW Paragraph 3.2.4 should the reference be CLIN 0003 rather than CLIN 0002.

Answer 35: Yes.

Question 36: SOW Paragraph 3.2.6 Should the reference be CLIN 0004 rather than CLIN 0003.

Answer 36: Yes.

Question 37: SOW Paragraph 4.4.7, the last sent references DDWG. Should the reference be DDRT?

Answer 37: Yes.

Question 38: Data Item A012 has a submittal requirement to UNICOR, assume that is not right?

Answer 38: Yes. The requiring office is J7-AB.

Question 39: RFQ page 2, #6 states DDJC?

Answer 39: Correct, replace DDJC with DDRT.

Question 40: RFQ page 6, only 8 data Items are listed, the attachment has 12?

Answer 40: There are 12 data items required.

2. Extend the deadline for quotes to June 28, 2017 at 1:00 PM EST.

3. All other terms and conditions remain unchanged.
