SP3300-17-Q-5012
NOTICE TO OFFERORS
1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in
Subpart 12.6 – Streamlined Procedures for Evaluation and Solicitation for Commercial Items in conjunction with the Federal Acquisition Regulations (FAR) Subpart 13.5 Simplified Procedures for
Certain Commercial Items. This announcement constitutes the only Solicitation; quotes are being requested and a written solicitation will not be issued. This is a Request for Quotation (RFQ) and the RFQ number is SP3300-17-Q-5012.
2. This notice incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-
95 effective 19 JAN 2017 and Defense Federal Acquisition Regulation Supplement (DFARS) DPN
20161222 edition and Defense Logistics Acquisition Directive (DLAD) Current to Revision 5 and
PROCLTR 2017-11. The complete text of any of the clauses and provisions may be accessed in full text at http://farsite.hill.af.mil.
3. This RFQ is being issued to establish a Firm-Fixed Price (FFP) contract to install and make operational a pallet packing conveyor system in Building 499. The Contractor shall provide, install, test and make operable the conveyor system. The Contractor shall train government personnel to maintain the conveyor system located at DLA Distribution Red River, Texas (DDRT). The above shall be performed in accordance with the
Technical Specifications provided at Attachment 1. Any award resulting from this RFQ will be issued on a
Standard Form (SF) 1449.
4. This RFQ is solicited as an unrestricted basis. The North American Industry Classification System
(NAICS) code for this project is 333922 and the size standard is 500 employees.
5. PERIOD OF PERFORMANCE: In accordance with Attachment 1, Technical Specifications, Final
Acceptance of this requirement is 270 days after contract award.
6. All work will be performed inside of normal duty hours which are Monday through Friday 0700 to 1530.
The Contractor will furnish training to DDJC personnel in the operation and maintenance of all equipment furnished.
7. A technical package is required from all offerors and shall be provided with the quotes. Please pay special attention to the Instructions to Offerors starting on page 39. The instructions require various items of documentation to submitted with offeror quote. The evaluation criteria, starting on page 45, explains how offeror’s quote will be evaluated for acceptability/unacceptability.

QUOTES ARE DUE ON JUNE 7, 2017 at 1:00 PM EST. THE QUOTES MUST ARRIVE IN THE
ACQUISITION SPECIALISTS’S EMAIL INBOX BY THE DATE AND TIME DETAILED ON PAGE
40. QUOTES MUST BE SUBMITTED IN ELECTRONIC FORMAT (EMAIL) ONLY. ELECTRONIC
COPIES SHALL BE EMAILED TO THE ACQUISITION SPECIALIST AT Mogen.gilson@dla.mil. IT IS
HIGHLY ENCOURAGED THAT OFFEROR(S) CONFIRM THAT THE QUOTE HAS BEEN
RECEIVED BY THE ACQUISITION SPECIALIST. FURTHERMORE, THE FILE SIZE MAY NOT
EXCEED 10 MEGABYTES IN ANY ONE EMAIL. IF THE QUOTE EXCEEDS THE 10 MEGABYTES,
THEN THE QUOTE MAY BE BROKEN DOWN IN ORDER TO BE RECEIVED SUCCESSFULLY.

11 INSURANCE:
Any required insurance certifications must be submitted to the Contracting Officer within ten (10) days after the date of contract award as referenced in FAR 52.228-5.

13. SYSTEM FOR AWARD MANAGEMENT – A prospective awardee shall be registered in the System for Award Management (SAM) database prior to award, during performance and through final payment of any contract resulting from this Quote. Offerors may obtain information on registration and annual confirmation requirements via the Internet at http://www.sam.gov.
Failure to register in the SAM database will make an offeror ineligible for award.
14. MARK CONTRACT NUMBER ON ALL CORRESPONDENCE
Contractor must mark the contract or purchase order number on all paperwork and shipments. The order number must appear on the exterior of the shipment. Failure to follow these instructions will hold up payment to you and could result in the return of merchandise at your expense.
15. WARRANTY: Notwithstanding inspection and acceptance by the Government or any provision of this contract concerning the conclusiveness thereof, the Contractor shall warranty for a period of one year after final acceptance by the Government all systems and services provided under this contract.
During the warranty period and in the event the Contractor is not able to make remedial action himself, contractor shall make arrangements to have the work accomplished. The Contractor shall furnish to the
Contracting Officer’s Representative (COR), the name and address of the selected individual and/or firm who can arrive at DDJC within 24 hours after notification of breakdown of the system to perform the necessary repairs.
16. PARTIAL PAYMENTS
a. Partial payments IAW FAR 32.102(d) are authorized for CLIN 0001-0006 of this contract as specified below:
*Payment 1 - For completion of demolition and for actual cost of materials delivered and accepted by the
Contracting Officer Representative (COR) to be validated with supplier invoices.
*Payment 2 - For 50% completion of the total project
*Payment 3 - For completion with operational testing
*Final payment – Shall be made upon final acceptance of all deliverables by the
Government and completion of final operation testing.
The total value of partial payments 1 – 3 shall not exceed 90 percent of the total dollar amount of CLINs 0001-0006.

b. All material and work covered by the partial payments shall, at the time of payment, become the sole property of the Government, but this shall not be construed as-
(1) Relieving the contractor from the sole responsibility for all material and work upon which payments have been made for the restoration of any damaged work; or
(2) Waiving the right to the Government to require the fulfillment of all the terms of the contract.
C .Final payment of CLINs 0001-0006 shall be made upon final acceptance of all deliverables by the Government and completion of final operational test.
d. The final payment of CLINs 0001-0006 shall be the total price less partial
Payments 1 - 3.
17. SINGLE AWARD: The Government intends to make one firm-fixed-price award as a result of this solicitation. The total Contract price for CLINs 0001-0006 will be evaluated for lowest price if the quote has been evaluated as technically acceptable.
18. OPTIONAL CLINs
CLINs 0002-0006 are optional CLINs and may be exercised up to 120 days after contract award.

20. LIQUIDATED DAMAGES: Yes
52.211-11 -- Liquidated Damages -- Supplies, Services, or Research and Development (Sept 2000)
(a) If the Contractor fails to deliver the supplies or perform the services within the time specified in this contract, the Contractor shall, in place of actual damages, pay to the Government liquidated damages of
$200.00 per calendar day of delay.
(b) If the Government terminates this contract in whole or in part under the Default -- Fixed-Price Supply and Service clause, the Contractor is liable for liquidated damages accruing until the Government reasonably obtains delivery or performance of similar supplies or services. These liquidated damages are in addition to excess costs of repurchase under the Termination clause.
(c) The Contractor will not be charged with liquidated damages when the delay in delivery or performance is beyond the control and without the fault or negligence of the Contractor as defined in the Default --
Fixed-Price Supply and Service clause in this contract.

The Government is not soliciting for the “same old way” of doing business. The Government encourages quotes that will achieve savings through innovative processes. Furthermore, DLA Distribution personal are working to eliminate unnecessary requirements and negotiating for a reduction in supplies/material prices.
Therefore, your assistance is requested in reducing prices and improving our buying processes.

(d) Comptroller General Examination of Record The Contractor shall comply with the provisions of this paragraph

(1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.

FAR 52.219-1—SMALL BUSINESS PROGRAM REPRESENTATIONS (OCT 2014)
(a) Definitions. As used in this provision--
“Economically disadvantaged women-owned small business (EDWOSB) concern” means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business concern eligible under the WOSB Program.
“Service-disabled veteran-owned small business concern”--
(1) Means a small business concern--
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
(ii) The management and daily business operations of which are controlled by one or more service-disabled veterans or, in the case of a service-disabled veteran with permanent and severe disability, the spouse or permanent caregiver of such veteran.
