Amendment 0003 is incorporated into solicitation SP3300-16-B-0012.
Amendment 0003 is being issued to:
1. Answer vendor questions seen below.
2. Correct the descriptions of CLINs 0001, 0002, 0008, 0016 and 0017 in section B, the corrections are provided in attached, Revised SP3300-16-B-0012. Vendors must use the Revised SP3300-16-B-0012 when submitting their bid.
3. Provide attachment, (10) Revised Attachment J Wage Determinations.
4. Provide attachment, (11A) Attachment Amendment 0003 Revised Project Specifications.
5. Provide attachment, (12A) Attachment Amendment 0003 Revised Drawings.
6. Increase the number of days for work to be complete from 365 days to 395 days after receiving the notice to proceed.
7. Revise the Bid Opening from September 7, 2016 at 2:00PM local time to September 13, 2016 at 2:00PM local time.
8. Add the following to the general work description on page 6 of the Continuation Pages:
Work on the project will be limited preconstruction submittals and outside activities until January 3, 2017. Work outside to include: (See the Revised SP3300-16-B-0012)
• Concrete Pads for (Military) Static Displays
• Foundation Drainage work on East and West sides of the building (maintain Dock access)
• Gas Service Line (UGI)
• Water Service for Fire Suppression System
• Concrete Curb & Sidewalk work on North side of J Avenue
• Tree Protection/Tree Removal
***Vendors must use the Revised SP3300-16-B-0012 when submitting their bid.
Vendor Questions:
Question 1: Attachment B and C are password protected and can't be opened without password.
How do I get these Attachments?
Answer 1: These forms are not required for bidding purposes. When a contract is issued, they are required to request construction badges for contractor personnel. Password will be provided at time of award.
Question 2: T-601 shows 200 pr. CAT3 backbone riser cables between the existing BET’s and the first and second floor 110 punch down blocks. It isn’t identified as new or existing. Please clarify.
Answer 2: It is existing to remain.
Question 3: Wireless Access Points are noted in detail 1 on T-502 but aren’t shown on the drawings. Please clarify.
Answer 3: This detail is to indicate existing AP’s are purple, however no new AP’s are required. Notes will be added to the drawings by amendment to state the following:
The Division 27 contractor shall temporarily support each existing wireless access point in existing ceilings to be demolished and reinstall into new ceiling.
Question 4: Plan note 1 on TD101 says demolish (4) 100 pair PE89 voice cabling but the rise on T-601 indicates (2) 100 pairs. Are these refereeing to the same cables? If so, which quantity is correct?
Answer 4: Contractor to demolish older abandoned incoming (4) 100 pair PE89 coming into building along with older abandoned outgoing (2) 100 pair intra-building riser and cabinet that feeds upper floors.
Question 5: Plan notes 4 & 5 on TD103 and TD105 along with note 1 on TD104 indicate to extend existing fiber to IDF room. Will splices be acceptable or will new fiber for the entire route be required?
Answer 5: Contractor to assume providing new fiber run (if still determined to be active and not long enough to reach to IDF room otherwise) in lieu of splices.
Question 6: Detail 7 on T-502 says to coordinate with the GC for the furniture faceplates but there is no spec section for furniture. Please clarify.
Answer 6: Systems furniture will be purchased and installed through a separate Government contract. Voice/Data outlet by renovation contractor. Faceplates by furniture contractor. There will need to be coordination between the GC and end user as to the type of faceplate/port required. Furniture will provide a "knock out" in the panel base raceway where the port will be installed. By amendment, detail 7 on sheet T-502 has changed the reference from “general contractor” to “furniture contractor” and reference to systems furniture in detail 7 has been revised to state “NIC”. See attached, (12A) Attachment Amendment 0003 Revised Drawings.
Question 7: 27 10 00 2.2 TELECOMMUNICATIONS PATHWAY says to Provide system furniture pathways in accordance with UL 1286. There are no furniture specs. Please clarify the TC scope of work as it pertains to the furniture.
Answer 7: With respect to furniture, Division 27 scope of work includes providing telecommunications cabling in furniture pathways provided within the furniture itself and terminating the cabling to voice/data outlets installed in the furniture. A note was added to the plans by amendment stating that the contractor will install the system wiring. See attached, (12A) Attachment Amendment 0003 Revised Drawings.
Question 8: 27 10 00 2.4.5 Specs say to provide patch cords but detail 1 on T-502 says that patch cords for the outlet and patch panels are by the government. Please clarify.
Answer 8: Patch cords for the outlet and patch panels are to be both Government.
Question 9: Strobe symbol on FA103 just above the match line indicates that it is wall mounted.
Same with the (3) speaker symbols on FA104. Please clarify.
Answer 9: These devices will be ceiling mounted. This was corrected by amendment, see attached, (12A) Attachment Amendment 0003 Revised Drawings.
Question 10: Details 2 & 4 on T-602 state that access control cabling should be extended to the existing LENEL panel. Spec section 28 20 01.00 3.2.1 says that conduit shall be rigid galvanized steel (min. ½”). That spec section goes on to say that DTS cabling shall not be placed in raceways with other building wiring. Is the Access control cabling to be in a dedicated conduit system from device to panel or is it intended to be conduit stubs to an accessible ceiling and open cabling back to the panel? Can access control cabling share the cable tray with other low voltage systems?
Answer 10: Access control cabling can be in EMT conduit in lieu of specified RGS. Cabling shall be in a dedicated security conduit system the entire distance and not open cabling.
Question 11: T-102, If the cable tray in corridor 017 is new then what size should it be?
Answer 11: The cable tray in Corridor 017 is existing to remain. A keyed note has been added by amendment to drawings TD101 thru TD104 to identify the existing cable tray.
See attached, (12A) Attachment Amendment 0003 Revised Drawings.
Question 12: Please confirm there is no plumbing work on this project.
Answer 12: No plumbing work has been identified on this project. Technical Spec 22 00 00 has been included in the event that any plumbing work is required.
Question 13: The front end specifications are for Building 84, please provide correct specifications.
Answer 13: References to Building 84 has been corrected see attached, (11A) Attachment Amendment 0003 Revised Project Specifications.
Question 14: Please confirm the GC will be providing the HVAC Test & Balance including the duct leakage testing.
Answer 14: The requirements for HVAC TAB are in Division 23 of the specifications. The GC is responsible for providing the services/trades necessary to complete the work.
Question 15: Does any HVAC work require seismic restraints?
Answer 15: No, this project is in seismic category B.
Question 16: Is duct cleaning by mechanical methods required?
Answer 16: No.
Question 17: M-504, detail 1 shows an auxiliary drain pan for the blower coils that have bypass ducts. Detail 2 shows no auxiliary drain pan. Do all horizontal blower coils get auxiliary drain pans? Do horizontal fan coils get auxiliary drain pans?
Answer 17: Yes, all horizontal fan coils and blower coils get auxiliary drain pans.
Question 18: Section 230900-1.1 mentions Section 251010. This section is not in the bid documents, please provide.
Answer 18: Section 25 10 10 has been added by amendment, see attached, (11A) Attachment Amendment 0003 Revised Project Specifications.
Question 19: Must we use a particular control firm/manufacturer or are the HVAC controls open to all manufacturers and installing contractors?
Answer 19: The intent is to provide an open specification for the building automation system.
Question 20: Section 230000-2.10.8.1 gives specifications for duct liner. There does not appear to be any shown on the drawings. Please confirm no duct gets liner.
Answer 20: No duct liner is used.
Question 21: MP-103 Key Note 1 is applied to the floor mounted fan coil units along the western exterior wall between column lines 1 and 4 and the fan coil units along the northern exterior wall between column lines J & G. The area below appears to be unexcavated. Please advise as to how these fan coil units are to be piped.
Answer 21: Piping will run in a chase along the wall behind the units similar to how they are now.
Question 22: Should we reinstall the existing generator ATS in the new locations shown on the plans, or should we provide a new Automatic transfer switch?
Answer 22: Install a new ATS. The existing ATS is shown to be demolished.
Question 23: There is a broken dotted line (- -- - --) on plan E-001 which states conduit run concealed. Three is also a similar broken dotted line (- -- - --) on in the upper right hand corner of plans, under the new work legend, on EP101 through EP106, which states Existing to remain.
Is the dotted line wiring circuits shown on plans EP101 through EP106, indicated as (new conduit run concealed) per E-001 symbol, or a circuit that is (EXISTING TO REMAIN) as per the symbol on plans EP101, through EP106?
Answer 23: The two lines are different. The line on E-001 is heavy and a larger dash. The line on EP101 – EP106 is thin and a smaller dash. The Existing to Remain definition applies to devices and equipment only. No existing circuiting is shown. The heavy larger dashed lines that connect the devices together on EP101 – EP106 is new circuiting.
Question 24: The lighting plans EL101 through EL106 do not have the broken dotted line symbol in the upper right hand corner legend. Are the dotted circuit line circuit line shown on these lighting plans indicating new conduit and wiring run concealed as symbolled on plan E-001 or are these broken dotted lines showing existing wiring that is to remain and be reused?
Answer 24: These lines are indicating new conduit and wiring run concealed. No existing circuiting is shown.
Question 25: There is no vibration isolation schedule or specifications. The mechanical drawings details show vibration isolation for the blower coils and the pumps. Does any other equipment gets vibration isolation and if so what type?
Answer 25: There are no other items that require vibration isolation.
Question 26: Per specification section 23 09 23.01, para. 3.1.1.1.1.a, Building Control Network Installation, should the specified Niagara framework supervisory system be changed to match the existing Johnson Controls Network Automation Engine?
Answer 26: The intent is to provide an open specification for the building automation system. The Johnson NAE system integration will be a future project. This has been addressed by amendment with the addition of Section 25 10 10 for UMCS. This has been addressed by amendment with the addition of Section 25 10 10 for UMCS. In addition, specification section 23 09 23.01 has been revised to remove all references to the Niagara framework supervisory system. See attached, (11A) Attachment Amendment 0003 Revised Project Specifications.
Question 27: Drawing ID101 through 106, demolition notes 1 & 2, Note 1 does the Contractor remove then dispose? Note 2, where is the building located that we store the furniture and then do we reinstall?
Answer 27: Yes, the contractor will remove then dispose. Note 2 on ID drawings will be revised as “Remove office furniture for reuse. The Contractor to disassemble, protect, package and transport to suitable weather-resistant enclosures located either on the building site or within the Contractor parking and laydown area provided”. See attached, (12A) Attachment Amendment 0003 Revised Drawings.
Question 28: I was reading through the specs of the Bldg 81 Renovation project. I am confused as the front page says Building 81, however on page 29/1584 Section 01 11 00 Summary of Work, the page header says Building 84 Renovation. Please confirm that this is a typographical error only.
Answer 28: References to Building 84 has been corrected to read Building 81 and scope of work has been revised accordingly. See attached, (11A) Attachment Amendment 0003 Revised Project Specifications.
Question 29: Are the Lektreivers scheduled for demolition to be demolished or turned over to the owner?
Answer 29: Lektreivers shall remain in place for the owner’s use except where noted on plans for demolition (Room 145, Drawing AD103). The Contractor is required to protect the equipment throughout the construction.
Question 30: Is the furniture scheduled as note 1 on the ID plans to be demolished or turned over to the owner?
Answer 30: Yes, the contractor will remove then dispose.
Question 31: Is there storage on the campus for the remaining furniture under note 2 or do we need to bring storage pods on site? If so, where can we set them?
Answer 31: See the answer to question 27.
Question 32: Is the make or models of the existing furniture available? It will be helpful in our dismantling and reassembling.
Answer 32: The existing furniture is Unicor, there are no make or model numbers commercially available.
Question 33: Bid item #7 states ‘remove existing systems furniture’. Is this price for all the furniture on the ID plans or just the furniture that is being re-used?
Answer 33: CLIN 0007 - Need cost for all the furniture as indicated by the notes on the ID plans.
Question 34: Bid item #8 states ‘install new systems furniture’. Is this referring to the existing furniture that is being reused on the ID plans? I see no evidence in the documents about any new furniture being installed.
Answer 34: Yes. See Answer 37. CLIN 0008 has been revised to Storage and re-installation of existing systems furniture.
Question 35: There appear to be specification pages copied over from the Building 84 project which are confusing the specs. Especially section 01 11 00 Summary. Please clarify.
Answer 35: References to Building 84 has been corrected to read Building 81 see attached revised specifications.
Question 36: Spec section 02 85 00 section 1.3.1 Description of Work states that “The Contracting Officer will furnish the Contractor, in the contract documents, an initial Microbial Assessment Survey with containment categories and remediation methods specified for each work area and material within the work area. The Contracting Officer's initial Microbial Assessment Survey specified below shall be furnished and certified by a qualified assessor authorized by the Contracting Officer to do such work. The initial survey is included in the solicitation documents at the end of this specification section”.
Are we to assume that there is no survey completed at this time and that there is no mold remediation to include in the base bid pricing as no survey has been provided?
Answer 36: There is no survey completed, but the contractor may encounter mold on the ground floor. The Contractor will perform the remediation, if required. This will be handled as an unforeseen site condition and handled accordingly.
Question 37: Spec section 02 42 51 Carpet Removal and Reclamation calls for the carpet to be recycled. Most of the carpet is glued down to the asbestos 9x9 tile. Section 3.3.1 states “Deposit only clean, dry carpet in containers. "Clean" is defined as free from demolition debris, asbestos contamination, garbage, and tack strips.
When the carpet is pulled up, it will most likely have some of the tile stuck to it. Are we to separate the tile and adhesive from the carpet and reclaim the carpet or does the unclean carpet get trashed as stated?
Answer 37: The requirement to recycle the carpet has been removed see attached revised specification.
Question 38: Regarding the new gas service line, could you please give us the name of the gas company & contact?
Answer 38: UGI, Steve Bareuther Ph. 610-736-5446 or John Murray
Question 39: Drawing A-201, General Elevation Note #1, how can you estimate how much patch/repair of the EIFS to do? Can you tell us an allowance to carry for that task?
Answer 39: CLIN 0002 has been revised for unit pricing.
Question 40: Please provide Electrical Lineman wage rate for this project.
Answer 40: The Electrical Lineman wage rate is to be in accordance with Davis Bacon Wage Determination No: PA160014 dated 07/29/2016, see attached (10) Revised Attachment J Wage Determinations.
Question 41: Is the project going to be done in phasing?
Answer 41: The contactor shall perform parts of the project that will not impact the building occupants prior to January 3, 2017. They are: Concrete Pads for Static Displays, Foundation Drainage work on East and West sides of the building, Gas Service Line, Water Service for Fire Suppression System, Concrete Curb & Sidewalk work on North side of J Avenue and Tree Protection/Tree Removal.
The building will not be occupied from January 2017 onwards.
Question 42: Will the building be vacant?
Answer 42: See answer to question 41.
Question 43: The specifications issued have a cover sheet indicating they are for building 81 however there are several pages with the header and content that are for building 84, including the summary of work, are these to be disregarded and new sections issued for this building?
Answer 43: References to Building 84 has been corrected see attached revised specifications. See Answer to question 28.
Question 44: sheet AD102 - the construction note 2 for the floor area outside the existing kitchen states to remove carpet & padding however this area is VCT & possibly asbestos. Please advise.
Answer 44: Drawing have been revised by amendment to show VCT. The known areas of ACM are shown in Drawings GI101 and GI102. See attached, (12A) Attachment Amendment 0003 Revised Drawings.
Question 45: sheets AD103 & AD104 - per demo note 2 carpet is to be removed only in an area by the main entry however the finish schedule indicates new flooring throughout most areas.
Answer 45: All carpet will be removed as indicated by the finish schedules. AD Drawings have been revised by amendment to show the extent of the carpet removal. See attached, (12A) Attachment Amendment 0003 Revised Drawings.
Question 46: sheets AD105 & AD106 have no notes for removing the existing carpet however the finish schedule calls for new flooring throughout except for bathrooms & janitors’ closets.
Answer 46: All carpet will be removed as indicated by the finish schedules. Notes have been added in drawings by amendment. See attached, (12A) Attachment Amendment 0003 Revised Drawings.
Question 47: Bid item 0017 - states " Replace carpet on first and second floors of the building (or clean as required)". This conflicts with the finish schedule, which is correct? If the bid item dictates than how are the areas to be clean delineated?
Answer 47: See answer to question 65.
Question 48: The specs include an asbestos management plan which contains requests for unit pricing for removals but there is no specification pertaining to the requirements for asbestos abatement. Please advise.
Answer 48: The asbestos abatement specification has been added by amendment, see attached (11A) Attachment Amendment 0003 Revised Project Specifications.
Question 49: Sheets ID101 to ID106, Note #1, Are the removed items to be salvaged or are they junk?
Answer 49: The contractor will remove then dispose.
Question 50: Sheet AD103, Note 13. Do these stairs to the basement level get replaced or is the hole filled in?
Answer 50: Note 13 on AD103 has been removed by amendment, see attached (12A) Attachment Amendment 0003 Revised Drawings. The exterior stairs to the basement will remain.
Question 51: Is there any work at the dock? (Column line E6-F6 area)
Answer 51: The only work at the dock is the excavation for drainage.
Question 52: Please confirm there is no work at the aluminum entrances near column A1 and column H13.
Answer 52: There is no work at these entrances.
Question 53: It appears the steps at the main entrance are being replaced by an inclined sidewalk. Please confirm there are no walls, curbs or other items that are not shown on CS101, A-103 or A-402
Answer 53: The sidewalk layout as shown on CS101 is correct and requires no steps, walls, or curbs not shown on CS101. As shown, the existing walls framing the existing steps are to remain.
Question 54: Will the owner be responsible for any required permits?
Answer 54: The contractor is responsible for all permits.
Question 55: Is soil compaction testing required?
Answer 55: Yes, as indicated in the plans and specifications.
Question 56: Concerning bid items 007 & 008. Is this referencing the furniture in the individual offices or is it for the cubical farms? If for the farms, who is the manufacturer?
Answer 56: See answers to questions 62 and 63. The referencing furniture are in the individual office as well as for the cubical farms. The existing furniture is Unicor.
Question 57: Is there insulation above any acoustical ceiling?
Answer 57: There is no insulation on the acoustical ceiling tiles.
Question 58: Regarding the Unit Prices Form, ceiling tile, where in this building is there asbestos ceiling tile?
Answer 58: None known.
Question 59: Please confirm in the Unit Prices document, all those areas listed with room numbers and square footages, these are abatement quantities?
Answer 59: Yes, they are abatement quantities. Our intent here is not to request unit pricing and therefore the unit prices specification has been removed. Pricing for asbestos abatement should be included in CLIN 0001. Any asbestos found during construction not already identified will be handled as an unforeseen site condition and handled accordingly.
Question 60: Regarding the Bid Form, Section B, all those CLINS that we have to fill-in, those are not options but all base bid items? Also, award based on total CLINS?
Answer 60: CLINs 0001 through 0015 are base bid CLINs. As noted on page 5 of the IFB CLINs 0016 and 0017 are option CLINs, but will be included in the final price and when determining the lowest overall bidder. Award will be made based on the total of all CLINs 0001 through 0017.
Question 61: Regarding hanging of mechanicals from the deck, what is the composition of the roof structure?
Answer 61: The roof structure is cast in place waffle slab.
Question 62: Regarding the Bid Form, Section B, CLIN 007, please clarify, do you want costs just involving the: removal of existing furniture, the removal/reinstall of existing furniture or both?
Answer 62: Need cost for just involving the removal of the existing furniture, not the removal/reinstall.
Question 63: Regarding the Bid Form, CLIN 008, please confirm this is just the reinstall of the existing furniture that was removed, stored on site, then reinstalled. This CLIN should read, Install Existing Systems Furniture?
Answer 63: Yes. CLIN 008 is revised to read “Storage and re-installation of existing systems furniture”.
Question 64: Regarding Bid Form, CLIN 0016, please clarify that you mean besides the walls that are required to be painted per Finish Schedule, the additional costs to paint ALL walls? The or touch-up does not make sense, there is a huge difference between touch-up and repaint. Since this CLIN like all CLIN’s are part of the total price, could you either decide which task or create another CLIN?
Answer 64: Re-paint all interior walls as per Finish Schedule. CLIN 0016 has removed the (or touch up as required) requirement.
Question 65: Regarding Bid Form, CLIN 0017, big difference between cleaning or replacing carpet, since this CLIN like all CLIN’s are part of the total price, could you either decide which task or create another CLIN?
Answer 65: Replace carpet on first and second floors of the building. CLIN 0017 has removed the (or clean as required) requirement.
Question 66: Is there a preferred method for removing the mastic?
Answer 66: Follow the current best practices.
Question 67: Will the DLA provide a third party air monitoring for abatement?
Answer 67: No. The contractor needs to provide.
Question 68: Spec section 02 85 00.00 20 refers to mold remediation however there is no mold indicated on the drawings, please advise.
Answer 68: See answer to question 36.
Question 69: Keyed furniture demolition note "1”: Are we to remove AND dispose of all furniture designated with this note? Are the cubical walls surrounding the furniture with this designation also to be removed and disposed of?
Answer 69: With note 1, contractor will remove and dispose. The cubicle walls surrounding the furniture at each location indicated by keyed furniture demolition Note 1 are included.
Question 70: Keyed furniture demolition note "2": Please advise approximately how far on post is this furniture to be transported for storage. Are the cubical walls surrounding the furniture with this designation also to be removed then re-installed?
Answer 70: The furniture needs to be transported to suitable storage and stored either on site or within the contractor parking and laydown area provided. The cubicle walls surrounding the furniture at each location indicated by keyed furniture demolition Note 1 are included.
Question 71: Is the due date of this project going to be extended?
Answer 71: The bid due date/opening has been extended to September 13, 2016 at 2:00PM local time.
Question 72: On the EP series drawings some of the receptacles that are “existing to remain” have circuit labels. Should we assume that these receptacles are not currently being fed from the panel indicated and that they need new home runs?
Answer 72: That is correct. Existing receptacles with new circuiting show will have new home runs.
Question 73: On the EP series drawings some of the receptacles that are “existing to remain” do not have circuit labels. Should we assume that these receptacles are currently being fed from the correct panel and that they do not need new home runs?
Answer 73: That is correct. Existing receptacles with no circuiting show remain as-is.
Question 74: The front end of the specifications is written for the Bldg 84 project, the project summary is for bldg. 84 scope of work, if one does not exist for this project I would ask if at least the project summary could be revised and tailored for this project.
Answer 74: References to Building 84 has been corrected see attached revised specifications.
Question 75: Drawings M-101 ~ M-106 show the blower coil units connecting to the existing outside air duct. It also appears that the existing motorized dampers are to remain. Can you confirm that we are to use the existing outdoor air motorized dampers for the blower coil units?
Answer 75: The existing motorized dampers will be used.
Question 76: The drawings reference building 81 as the building we are renovating. The specs reference building 84 throughout. Is this a typo?
Answer 76: References to building 84 has been corrected see attached revised specifications.
Question 77: Will Building 81 be occupied during construction? Summary of work section 011100 item 1.4 says the office will remain fully operational throughout construction. Whereas section 011100 item 1.6 says that all staff are being located to building 430. To add to the confusion section 011100 item 1.11 calls for building 85 to remain fully operational throughout construction. Please confirm there is no work in building 85. Please confirm building 81 will remain occupied.
Answer 77: Summary of work Spec 01 11 00 has been corrected by amendment, see attached(11A) Attachment Amendment 0003 Revised Project Specifications. There is no work in Building 85. The contactor shall perform parts of the project that will not impact the building occupants. The building will not be occupied from January 2017 onwards.
Question 78: Please reference I drawings. It is clear the contractors are to remove and dispose of furniture with key note 1 attached. For keynote 2 it is clear that contractors have to move and reinstall furniture. Please identify where on the base this furniture is to be stored and identify if contractors have to pay any storage fees during construction.
Answer 78: Note 2 on ID drawings will be revised as “Remove office furniture for reuse.
The Contractor to disassemble, protect, package and transport to suitable weather-resistant enclosures located either on site or within the Contractor parking and laydown area provided”. See attached, (12A) Attachment Amendment 0003 Revised Drawings.
Question 79: Please confirm that base personnel are responsible for removing all personal belongings, computers, etc and all the contractors are moving is actual furniture.
Answer 79: Yes.
Question 80: In the group office rooms it appears that the desks that are ganged together are separated by cubicle walls. Please confirm this is the case. Assuming theses are cubicle stile walls, are they to be removed and disposed of as well?
Answer 80: Yes. Cubicle walls will be removed and disposed of as well.
Question 81: The exterior elevations calls for contractor to patch and repair existing EIFS.
Please identify a square foot allowance or dollar value allowance for contractors to carry for this item. It is impossible to fully survey the building prior to bidding.
Answer 81: Unit pricing has been added to CLIN 0002 for the patch and repair of existing
EIFS.
Question 82: Section 011100 section 1.11.6 talks about repairs to Transporter Enclosures. Please confirm that the contractor has no repair work on these enclosures. If there is repair work please identify what repairs are needed.
Answer 82: No repair work on Transporter Enclosures.
Question 83: Section 011100 item 1.11.9 B calls for a 24Hr fire watch if the sprinkler system is not up and running. Please confirm that as a part of this project we are installing a completely new sprinkler system. If this is the case will contactors be required to have a full time 24hr fire watch from the start of construction to the end?
Answer 83: Yes, new sprinkler system. Yes.
Question 84: Drawing M-701 shows a detail for the blower coils unit.
The detail shows a motorized damper on the outside air and the return air.
Drawings M-101 ~ M-106 do not show any motorized dampers on the return air duct.
Are both of these motorized dampers to be installed on the blower coil unit?
Answer 84: Motorized dampers shown on M-701 are required.
Question 85: Drawing MP102 between columns 12 & 13 along the east wall there is a note that says “route piping up to first floor”
Where is this piping going?
When you look at drawing MP104 in the same area on the 1st floor, it shows the piping turning down and nothing is there.
It looks as though the piping from the ground floor ceiling rises up to connect to the piping in the second floor ceiling. However, the riser diagram M-801 does not show this.
Where does the piping at the end of the runs go in this area on the ground and first floor?
Answer 85: The note and “piping up” symbol on MP102 and the similar indication on MP104 has been corrected by amendment. See attached, (12A) Attachment Amendment 0003 Revised Drawings.
Question 86: Drawing M-705 shows a detail for an outside air unit. No outside air units appear on the drawings or equipment schedule.
Is an outside air unit required on this project?
Answer 86: The outside air units are the blower coil units on sheet M-604 that in the “serves” says OSA Unit.
Question 87: The existing chilled water piping drops below grade approximately 8 ft before it enters the basement mechanical room.
Is the intent for the new chilled water piping to also enter the building below grade?
If so, is there a spec for underground piping and insulation? In addition, does the piping need to be installed that deep below grade?
Answer 87: The intent is to have the chilled water remain above grade and penetrate the mechanical room wall higher than existing.
Question 88: Reference drawing ES101. Remove and reinstall Generator Pad as required for installation of foundation drain.
Are we to remove conductors back to source?
Are we to demo concrete foundation?

Are we to demo old concrete bases and install new bases for the new Type Z fixtures?
Answer 89: There are 15 new Type Z light fixtures. Yes, demo the old base and install new bases for new Type Z fixtures.
Question 90: Drawing MP103 (first floor area A) shows fan coil units FCU-01- 09,10,11,12,13,39&44 to be piped from floor below.
Drawing MP101 (ground floor area A) no piping is shown to these areas on the first floor, the piping stops at FCU-01-14 and does not continue out to pick up these other FCU’s.
Also drawings M801 & M802 show FCU’s 09,10&11 being fed from the 1st floor by the use of furred out walls.
Drawing MP101 shows the pipes stop at office 034, the room next to office 034 is an electrical room which we cannot pass through with the piping.
1. How are the referenced fan coil units being fed?
2. Is there basement area in all of Area A? or is some of this space slab on grade?
Answer 90: There is no basement area for area A. The fan coil units listed in this question will be served by piping furred down the wall and has been addressed by amendment. See attached, (12A) Attachment Amendment 0003 Revised Drawings.
Question 91: Reference drawing E-602 refurbished panels. Need to know the exact size of each panels back box?
Answer 91: Exact size of each panel will have to be field verified by the contractor.
Question 92: Bid Item 0002 states " Repairs to existing EIFS as indentified during cleaning/washing/painting process." This item's unit price should be per square foot since the amount of repairs cannot be quantified until the existing is cleaned and thoroughly examined.
Then the square footage determined to need repairs would be multiplied by the bid square foot unit cost.
Answer 92: That is correct. Unit pricing for EIFS repair has been added to CLIN 0002.
Question 93: Bid Item 0003 states " Removal of existing abandoned telecommunication lines & unneeded SIPR conduits." and the last line of bid item 0001 also states " removal of existing SIPR conduits deemed no longer required." Which line item are we to include the price for the removal of the SIPR conduits?
Answer 93: Include price for the removal of SIPR conduits in CLIN 0003. The redundant statement in CLIN 0001 has been removed.
Question 94: Are we removing all asbestos materials listed in the Management Plan?
Particularly, the roofing is listed in the report but I don't believe the roof is being replaced.
Answer 94: The roof is not being replaced. No unit pricing cost CLIN is required.
Question 95: How are we handling carpet reclamation where asbestos tile exists under the carpet? Can the carpet be removed separate from the asbestos tile safely? We are not a CARE approved carpet removal contractor and I would doubt any asbestos contractors meet this requirement.
Answer 95: Carpet will be removed and disposed. The separation will be determined during construction. Contractor is still responsible for asbestos removal that is required.
Asbestos abatement should be included in the pricing for CLIN 0001.
Question 96: There is a specification for mold remediation, but no documentation has been provided where mold exists in the renovation areas. Please provide this documentation.
Answer 96: The specification has been provided for an as-needed basis. Any mold remediation will be handled as an unforeseen site condition and handled accordingly.
Question 97: Can MC cable be used concealed in walls and ceilings?
Answer 97: MC cable is not acceptable and not to be used.
Question 98: Division 1 Specs seem to be for Building 84, which is a warehouse. Do you have the correct Division 1 for building 81?
Answer 98: References to Building 84 in Division 1 Spec has been corrected to read Building 81 and scope of work has been revised accordingly. See attached see attached revised specifications.
Question 99: It calls out for a new fire alarm system, do you have the specs for it? I did not see one. Are there drawings?
Answer 99: Yes, see Spec 28 31 76 and FA drawings for fire alarm system.
Question 100: Please confirm that the water remediation called out on A201 & A202 is limited to what depicted in the details on A302.
Answer 100: Details on Drawing A302 only cover the foundation drain (FD) construction.
The proposed water remediation also includes storm drain (SD) and connection of roof leaders into the proposed storm drain, see Drawing CG101. The proposed foundation drain also ties into the proposed storm drain, see Drawing CG101.
Question 101: General Note on A201 & A202 is calling for the repair of the EIFS, please advise if this work is for the whole building exterior? Otherwise please provide estimated square footage for such work or provide elevations that depict work extent.
Answer 101: Unit pricing has been added to CLIN 0002 for the patch and repair of existing
EIFS.
Question 102: General Note on A201 & A202 is calling to pressure wash the existing EIFS, please advise if this work is for the whole building exterior? Otherwise please provide estimated square footage for such work or provide elevations that depict work extent.
Answer 102: This work is for pressure wash to the existing EIFS for the whole building exterior.
Question 103: On sheet A-603 on the interior color legend,ACT-3,Please verify what the abbreviation O.F.C.I. stands for?
Answer 103: O.F.C.I. - Owners Furnished Contractor Installed.
