1.2 DEFINITIONS

Definitions pertaining to sustainable development are as defined in ASTM E2114, Section 01 57 19.00 20, TEMPORARY ENVIRONMENTAL CONTROLS, and as specified.

a. "Environmentally preferable products" have a lesser or reduced effect on the environment in comparison to conventional products and services. This comparison may consider raw materials acquisition, production, manufacturing, packaging, distribution, reuse, operation, maintenance, or disposal of the product.

b. "Indoor environmental quality" is the physical characteristics of the building interior that impact occupants, including air quality, illumination, acoustics, occupant control, thermal comfort, daylighting, and views.

c. "Operational performance" is the functional behavior of the building as a whole or of the building components.

d. "Sustainability" is the balance of environmental, economic, and societal considerations.

Government approval is required for submittals with a "G" designation; submittals not having a "G" designation are for information only. The following shall be submitted in accordance with Section 01 33 00, SUBMITTAL PROCEDURES:

1.4 WORK COVERED BY CONTRACT DOCUMENTS

1.4.1 Project Description

Renovation of Building 81, which includes but is not limited to the following:

Removal of the hybrid 2-pipe and 4-pipe fan coil unit system throughout the building to be replaced with a full 4-pipe chilled water and hot water system. The existing air-cooled chiller will be replaced with a new air-cooled chiller. An abandoned coal fired steam boiler will be removed. The existing steam to hot water shell-in-tube converter will be removed along with the steam piping serving it. Two new fully condensing gas-fired boilers will be installed.

A new DDC control system will be installed.

The electrical distribution system will be overhauled back to the service entance. New LED lighting is provided throughout the building.

The existing fire sprinkler and fire alarm systems throughout the building are being replaced.

A new foundation drainage system is included to solve a moisture intrusion problem on the ground floor.

The three stairwells in the building have the hand rails corrected to be code compliant. The central stairs is also being closed off from the ground floor to eliminate communication between three floors.

The front entrance will be renovated to make it ADA compliant with the stair being removed.

The exterior EIFS wall system will be cleaned and repaired.

Repair exterior of the building by repainting the exterior CMU walls, downspouts, doors and frames, and associated exterior accessories providing a uniform and aesthetic appearance.

Replace existing warehouse windows with translucent panels and louvers, or CMU infill.

Install a new high speed roll-up doors on east and west end of the building. Repair existing steam heat system and piping within the warehouse and Administration Annex areas by replacement. These repairs include replacement of the following:

a. Unit Heaters

b. Piping

c. Ventilation Units and Ductwork

d. Building Automation System, etc.

e. Steam system conversion to hot water to all of Building 84

The Warehouse and Administration Areas shall remain fully operational during construction.

New exhaust fans will replace existing units at the same locations. New air rotation units will be installed in all bays.

Update the electrical system so that the entire building is served by a single, new, centrally located electrical service and associated electrical gear. The new service entrance gear shall re-feed all existing service entrance gear, metering, transformers, distribution panel boards, etc. as required to maintain complete and usable system. The new service entrance gear shall also be used to feed new electrical distribution gear associated with the additional building upgrades. Remove/replace obsolete electrical gear currently installed within the building.

Repair existing fire protection piping and heads by replacement. These repairs include removal of existing fire protection piping and heads, and installation of new ESFR sprinkler system. Construct new exterior sprinkler control riser enclosures. Remove existing fire alarm panels and install new fire alarm panels.

Repair battery room exhaust fans by replacement. Provide new hydrogen monitoring system to provide alarm signal in the event of high hydrogen content.

1.4.2 Location

The work shall be located at Defense Distribution Center, Susquehanna in New Cumberland, PA. Refer to the Contract Drawings for specific location(s) on site for the work and construction lay-down areas.

1.5 WORK RESCHEDULING

Normal duty hours for work shall be from 0700 to 1530, Monday through Friday excluding all federal holidays. Requests for work off hours shall require written approval from the Contracting Officer Representative (COR) no less than 15 working days in advance of the proposed work period.

1.6 OCCUPANCY OF PREMISES

The Work in Building 81 cannot begin until DLA Distribution staff relocates to the new HQ Facility (430).

Before work is started, the Contractor shall prepare and submit a Construction Sequence to the COR detailing the sequence of procedures, means of access, space for storage of materials and equipment, and use of approaches, corridors, and stairways required to successfully execute the work. This sequence shall be provided in writing and shall be approved by the COR prior to the start of any work. See Section 01 32 01.00 10, PROJECT SCHEDULE for further details.

In addition to "FAR 52.236-9, Protection of Existing Vegetation, Structures, Equipment, Utilities, and Improvements":

a. Remove or alter existing work in such a manner as to prevent injury or damage to any portions of the existing work which remain.

b. Repair or replace portions of existing work which have been damaged or altered during construction operations to match existing or adjoining work, as approved by the Contracting Officer. At the completion of operations, existing work shall be in a condition equal to or better than that which existed before new work started.

Work shall be scheduled to hold outages to a minimum.

Requests for utility outages and connections shall be made in writing to the COR at least 15 working days in advance of the time required. Each request shall state the system involved, area involved, approximate duration of outage, and the nature of work involved.

1.8.2 Digging, Welding, and Burning Permits

Permits shall be posted at a conspicuous location in the construction area. Burning of trash or rubbish is not permitted on project site.

1.9 LOCATION OF UNDERGROUND UTILITIES

Contractor is responsible for requesting existing underground utilities be located prior to beginning work. Contractor is also responsible for verifying the elevations of existing piping, utilities, and any type of underground or encased obstruction not indicated to be relocated or removed but indicated or discovered during scanning in locations to be traversed by piping, ducts, and other work to be conducted or installed. Verify elevations before installing new work closer than nearest manhole or other structure at which an adjustment in grade can be made. See Section 01 78 00, CLOSEOUT SUBMITTALS for additional information.

Contact PA One Call to have publicly (Utility Company) owned underground utilities located and also submit a Dig Permit through the COR to have privately (Government) owned underground utilities located. Contractor is responsible for maintaining markings provided by both PA One Call and Dig Permit once utilities are marked and throughout construction.

Notify the COR to request a Dig Permit at least 10 working days prior to starting excavation work. Damage to existing marked utilities shall be repaired at the contractor’s expense.

1.10 FIRE WATCH

Provide a qualified person to perform Fire Watch duties when required by NFPA or the Contract Documents. This person shall maintain an active identification badge allowing unescorted access to all areas of Building 84 81 at all times. Hours and frequency of patrols shall be coordinated with the COR at the beginning of construction.

1.11 CONSTRUCTION CONSTRAINTS

Building 85 must remain fully operational during construction. The following construction phasing requirements and work restrictions were provided by DLA. Contractor shall include a Phasing Schedule for approval by COR prior to start of work. Refer to Section 01 32 01.00 10

PROJECT SCHEDULE.

1.11.1 Operations Requirements:

The Contractor shall adhere to the following operational requirements and constraints:

1.11.1.1 Operations will remain fully functional for the project duration.

a. Construction shall not adversely affect Operations.

b. Access to contractor blocked storage areas shall be provided within two (2) hours of a request being submitted by the government.

c. No more than three (3) bays for major work activities may be worked on simultaneously during the project (two (2) bays for concurrent mechanical and electrical work, and one

(1) other bay for fire protection work). Small incidental work may be requested in other bays than those three (3) bays thru the COR but must be approved by the government.

Permission to expand work activities to additional bays MAY be granted but should not be expected as a foregone conclusion.

d. Storage materiel must be moved by Operations. When stored materiel must be moved for construction, the Contractor must schedule a move request thru the COR, see Contractor Request paragraph below.

e. Operation’s has two (2) packaging areas in the building. One shall always remain fully operational during the project.

f. Interior aisles must remain readily accessible to MHE traffic during construction.

g. Exterior docks must remain readily accessible to MHE traffic during construction.

h. Protect existing equipment, stored materiel, and existing facility during construction.

i. During renovation efforts on the transporter stations, only one transporter enclosure will be taken out of service at a time. In addition, the transporter located on the west side of the building is to be renovated first.

j. During construction of the new mechanical room, a temporary alternate method of egress from the dock in the vicinity of the mechanical room is to be provided.

1.11.2 Contractor’s Working Hours:

Comply with the following working hour requirements:

a. Normal Working Hours: 0700 thru 1500.

b. Potential lead and asbestos abatement activities and handling of hazardous materials must be performed on second and third shifts (1530 thru 0530 hours).

c. Scheduled power outages/service switch over shall occur on Sundays only.

1.11.3 Contractor Request:

Procedure for Contractor requests necessary for construction activities shall be as follows:

a. Barricading floor areas and doors must be scheduled and pre-approved by the government through the COR. All requests shall be submitted 24 hours in advance to setting up a barricade/caution tape.

b. Small incidental (daily) stored materiel moves (for construction access) must be requested 24 hours in advance of construction activities through the COR.

c. Removal of stored materiel for installation of fire suppression systems:

(1) Materiel stored on the top shelf of existing racking will be moved one (1) bay at a time by the government prior to starting the fire protection work (remaining storage on lower shelves will not be moved). The Government is only capable of moving one bay (top rack only) of storage at a time based on available alternative storage space.

(2) The Contractor shall submit materiel move requests to the COR. For moves that require less than a full bay of materiel to be moved (a maximum of two (2) rows equivalent), 14 days advanced notice shall be provided to the COR. For materiel moves that exceed this quantity up to a full bay, a minimum of 30 calendar days shall be provided to the COR to affect the relocation of this much materiel.

1.11.4 Window Demo/Replacement:

Proceed as follows:

a. Removal of existing windows and installation of new window/louvers on north side of building shall occur one (1) bay at a time until all five (5) bays are completed. This work will not be scheduled or completed during the winter months (November through April).

1.11.5 Heating System Demo/Install:

a. Temporary heating shall be provided if heating system is not fully operational and commissioned by October 15, 2016. Contractor shall maintain the temperature inside the building's exterior walls between 55 to 60 degrees F from October 15th, 2016 continuously through May 15th, 2017. Energy required for heating the building will be provided by the Contractor.

b. Not more than two (2) bays may be worked on simultaneously.

c. Construction of the new mechanical room located on the northwest dock area shall not impede traffic or trucks being utilized for materiel transfers. Most materiel transfers will be accomplished at transporter areas, however, there will be trucks being unloaded at other north dock locations at times. Coordinate construction vehicle access and construction material laydown area (for mechanical room only) with the COR. Any damage to pavement (asphalt or concrete) or damage to grass areas not in the contractor’s area of work shall be repaired at the Contractor’s expense.

1.11.6 Transporter Enclosures Renovations

The Contractor shall perform prescribed transporter renovations as follows:

a. Transporters are conveyor systems used for the transport of materiel from the warehouse to active combat units around the world. As such, a minimum of two of these enclosures must remain operational at all times.

b. These conveyor systems are enclosed to protect materiel from inclement weather. These enclosures are in need of repair by replacement of various components of the enclosure.

In some cases it will be necessary to support conveyor systems while renovations to enclosures are being made as the conveyors are supported by the enclosure itself. Confirm the slope of conveyors and their configuration prior to the start of work on an enclosure to assure that the conveyor system is returned to operations in the same condition as when renovations began.

c. Provide signs and barriers at transporter conveyor loading point within the warehouse to assure that conveyors are not loaded or used during renovation.

1.11.7 Battery Room Ventilation System Demo/Install

a. A minimum of one (1) exhaust fan shall remain operational in the battery charging room at all times. There are a total of three (3) fans being replaced in this area.

1.11.8 Electric Demo/Install:

a. Not more than two (2) bays may be worked on simultaneously.

b. Building shall maintain full power for the duration of the project with the exception of scheduled power outages. Schedule and coordinate power outages through the COR.

c. Power outages/service switchovers shall be scheduled for Sundays only.

d. Scheduled outages shall last no longer than six (6) hours per scheduled event.

e. Outdoor/Medium voltage work (demolition or proposed new work) that will require de-energization of the 12.47 KV electrical circuit feeding the building will need to be coordinated/scheduled through the COR. Request must be submitted a minimum of three

(3) weeks in advance of the proposed outage.

f. Utility Crossing “U” Avenue - one lane of traffic shall be kept open at all times for thru traffic along “U” Avenue. Both lanes shall be available when the Contractor is not working or on site. Contractor shall provide traffic control while engaged in construction activities associated with running power crossing the road.

g. Government shall receive a (48) hour notice prior to traffic pattern changes being implemented.

1.11.9 Fire Protection and Fire Alarm Systems Demo/Installation:

a. Contractor shall be permitted to work in only one (1) bay at a time.

b. If any portion of the sprinkler system is not fully functional (impaired), a 24 hour a day fire watch will be required for that portion of the facility by the Contractor until the system is returned to a fully functional status.

c. An entire bay shall be completed and fully functional before work in another bay may begin.

1.12 GOVERNMENT-FURNISHED MATERIAL AND EQUIPMENT

Unless otherwise notified by the Contracting Officer, the Contractor, with his own forces, shall transport all Government furnished equipment / materials described in the Contract Documents. The equipment/materials will be transported from the Government storage area to the work site indicated in the Contract Documents.

Government will provide the following equipment for Contractor-Installation:

a. New pole-mounted transformer for street lighting.

1.13 SALVAGE MATERIAL AND EQUIPMENT

Materials and equipment to be salvaged as identified by the contract documents shall remain the property of the Government. The salvaged property shall be segregated, itemized, delivered, and off-loaded at the Government designated storage area located on the Defense Distribution Center Susquehanna site.

Contractor shall maintain property control records for material or equipment designated as salvage. Contractor's system of property control may be used if approved by the Contracting Officer. Contractor shall be responsible for storage and protection of salvaged materials and equipment until receipt and acceptance of salvage material by the COR. Salvaged material under the Contractor’s control that is damaged prior to turnover to the Government shall be replaced by the Contractor at Contractor’s expense. Salvage material shall be documented on Form DD 250 and DD250C (continuation if necessary). A copy of this form is attached and shall be made electronically available by the COR. 1.2 SUBMITTALS

1.3 SPECIAL SCHEDULING REQUIREMENTS

1.3.1 Materials, Equipment, and Personnel

Have materials, equipment, and personnel required to perform the work at the site prior to the commencement of the work.

1.3.2 Active Facility

The activity at the facility under construction will remain in operation during the entire construction period. The Contractor must conduct his operations so as to cause the least possible interference with normal operations of the activity.

1.3.3 Construction Interruptions

Permission to interrupt any active roads, railroads, and/or parking areas must be requested in writing a minimum of 15 working days prior to the desired date of interruption. (COR).

1.3.4 Scheduling Interruptions

The work under this Contract requires special attention to the scheduling of activities within the building. This facility functions primarily as a storage facility for thousands of parts. Access to these parts by Government employees during construction is critical as many of these items are required for our armed forces to function properly. The Contractor shall identify on the

Construction Schedule each factor which constitutes a potential interruption to operations. The

COR and Contractor shall work with operations personnel to coordinate these interruptions so as to affect minimal impact to the mission.

1.3.5 Wartime Interruption

In the event that the United States becomes engaged in a war, operations may require unobstructed access to the warehouse for an extended period of time. If this occurs, it will be necessary to suspend the project until such time as operations is no longer requires this level of access.

1.4 CONTRACTOR ACCESS AND USE OF PREMISES

1.4.1 Activity Regulations

Ensure that Contractor personnel employed on this project become familiar with and obey

Installation regulations including Safety, Fire, Traffic, and Security Regulations. Keep within the limits of the work and avenues of ingress and egress. To minimize traffic congestion, delivery of materials should be outside of peak traffic hours which are 0630 to 0800 and after

1530 unless otherwise approved by the Contracting Officer (KO). Wear Hard Hats, Safety

Shoes, Reflective Vests, and Eye Protection at all times in designated areas. Do not enter any restricted areas unless required to do so and until cleared for such entry through the COR. All

Contractor equipment and vehicles must be properly identified with their company name and company logo.

1.4.1.1 Subcontractors and Personnel Company Contacts

Provide a list of contact personnel for the Contractor and subcontractors including addresses and telephone numbers for use in the event of an emergency by the COR. As changes in personnel occur and additional information becomes available, correct and change the information contained in previous lists.

1.4.1.2 Identification Badges and Installation Access

Contractor ID Badgesa.

Any lost or stolen badges will be reported to the COR and Installation Security immediately. The Contractor will ensure that all badges are returned to the Pass and ID office upon the termination of the contract or individual employees.

All persons, with the exception of delivery truck drivers and persons possessing valid

Government Common Access Cards (CACs), entering the Installation must obtain an

Identification Badge from Security, Pass and ID. All contractors will receive a badge for the duration of the contract. The construction contractor shall follow the procedures to obtain and renew Identification Badges for all direct hire and subcontractor employees and visitors as follows:

(1) Complete a Contractor and Visitor Badge Request (noted as Attachment D on the form) for short term passes (defined as less than 30 days) or DDSP Security Information (noted as Attachment B on the form) for long term passes more than 90 days. Example copies of these passes are provided at the end of this section.

(2) Submit completed Badge Request forms to the COR a minimum of 2 working days prior to arrival on-site.

(3) Electronic copies of these forms are available from the COR and must be used for badge requests. Badge request forms contain Personally Identifiable Information (PII) and must therefore be transmitted securely over the Internet encrypted. Encrypted forms require a password for access to the form. The COR will provide the password with the encrypted form when the form is delivered for use. This password is not to be transmitted via email at any time.

Installation Accessb.

(1) Obtaining Contractor ID Badge

Contractor personnel shall enter the Installation at Post #3 off of Old Depot Road and go to the Pass & ID Building located just inside the Installation Entrance. Personnel shall acquire their ID Badges at the Pass & ID Building. The hours of operation for Pass and

ID are 0700 to 1500. Contractor personnel that have not submitted either the Contractor and Visitor Badge Request From or the DDSP Security Information Form (described above) through the COR prior to arrival to the Installation will not be issued ID Badges or granted access to the Installation.

(2) Privately Owned Vehicles (POVs)

POVs transporting Contractor personnel may enter the Installation via Post 3 off Old

Depot Road, provided they are not transporting tools, equipment, or supplies. All contract personnel in POV vehicles are required to show ID Badges at the ID Check

Stations. All vehicles entering the Installation at Post 3 are subject to random vehicle search procedures.

Contractors driving any form of vehicle designed to carry tools, equipment, supplies, or materials necessary for the work are required to enter the installation via Post 4 off of

Old York Road (at Normandy Drive). All persons in Contractor vehicles are required to show ID Badges at the Vehicle Search Area. All vehicles entering the Installation at

Post 4 are subject to vehicle search procedures.

Construction Deliveriesc.

Deliver equipment and materials to the Installation in an undamaged condition. Material that is deemed to be damaged or defective by the COR from manufacturing, during shipment, or while on-site shall be replaced at the Contractor's expense. Equipment and materials that are deemed to be damaged or defective shall be removed and properly disposed of by the

Contractor. New equipment and materials shall be utilized to replace rejected materials or equipment.

Contractors shall receive material and equipment at their own facility and transport this equipment to the Installation and project site themselves. The Government is not responsible for damage to material and equipment shipped directly to the Installation. Contractor must be present to accept shipment of material directly to the Installation. Material that is shipped to the main warehouse (Building 2001) can easily be lost in the midst of the large volume of material constantly moving through the receiving warehouse. Material that is shipped to the

Installation and subsequently lost shall be replaced at the Contractors expense.

All contractor deliveries shall enter the Installation at Post 4. To avoid delays at Post 4, deliveries should be scheduled to arrive after 0800 whenever possible. The Construction

Contractor shall follow the following procedure for all deliveries (including pick-ups at the construction site):

(1) After being processed by DLA Police in the Post 4 Vehicle Search Area, Delivery

Vehicles are directed to proceed onto the Installation and into the vehicle holding area where they must wait for an authorized member of the Construction Contractor to escort them from Post 4 to the construction site. The Construction Contractor’s Site Supervisor is responsible for coordinating all material deliveries and providing all required vehicle escorts. Upon completion of material delivery, the Construction Contractor is responsible for escorting the delivery vehicle back to Post 4 to exit the Installation.

Delivery Escort Authorizationd.

Personnel that intend to escort deliveries arriving at Gate 4 to the construction site will require special annotation on their contractor badges to enable this activity. Contractors may provide up to 2 names of persons authorized to escort their deliveries on the Installation. If the contractor intends to use subcontractors, each sub-contractor is authorized to have one (1) person designated as an escort for their deliveries. This person is in addition to the two persons permitted for the prime contractor. To obtain this authorization, place a stamp

(electronically added) to the top of the Contractor or Visitor Badge Request for short term passes or on top of the DDSP Security Information for long term passes with the words:

01 14 00 – Work Restrictions Page 6 of 11 prominently on the top of the sheet to assure that security personnel do not miss this annotation. Examples of these stamps are provided on the form attachments at the end of this specification section.

1.4.1.3 Photographs

Cameras may be possessed and operated by authorized persons only. To obtain a Camera Pass, the Contractor must provide the following information to the COR:

Camera Pass Request Form (attached) shall be provided to the contractor by the COR.a.

Contractors may request a camera pass for the duration of this contract period. Indicate on the request form that the Contractor is engaged in the Building 84 Renovation Project and will require a camera pass for ongoing construction documentation as required by this contract.

The COR will validate the Contractor’s request information and forward the Camera Pass

Request Form to Installation Security. If approved, the COR will notify the Contractor that a

Camera Pass can be obtained at the Pass & ID Building. Camera Pass requests shall be kept to a minimum and limited to Prime Contractor personnel only. A Camera Pass must be in the possession of the person taking the photographs at all times and presented whenever requested by any Government personnel. Failure to maintain or loss of Camera Passes must be reported to COR for action immediately. Installation Security will be notified as necessary by the

COR. Personnel found to be in the possession of photographic equipment without the proper documentation will have their equipment confiscated, contents reviewed (and deleted as necessary) and returned upon their departure from the Installation or other arrangements will be made.

Only Digital Still Cameras are permitted to be used. Cell phones and tablets are NOTb.

authorized under any circumstances for taking photographs. Anyone caught taking pictures with these devices will have their devices confiscated.

All images captured on digital cameras must be reviewed by Installation Security (vetted) prior to removing the Camera from the Installation. Cameras must be brought to the Public

Safety Facility, Building 911, on J Avenue no later than 1400 at the end of each work day and surrendered to Installation Security Staff for review. Any images found to contain unauthorized items or areas will be deleted prior to return to Contractor personnel.

Do not take pictures of Contractor or Government Employee ID Badges, identification signs,c.

certain stored materials (as clarified by the COR), security hardware, fire suppression systems, utilities fixtures, or other areas, facilities, or improvements unless images of such are specifically required by the project.

1.4.1.4 Employee List

The Contractor must provide to the Contracting Officer, in writing, the names of two designated representatives authorized to request personnel and vehicle passes for employees and subcontractor's employees prior to commencement of work under this contract

1.4.1.5 Radioactive Materials and Equipment

All testing equipment, containing a radioactive source, must be operated in accordance with an approved radioactive equipment plan. This plan must be submitted to the COR and approved prior to bringing the equipment unto the Installation. A different radioactive equipment plan will be required for each different type of equipment, type of radioactive source, or size of radioactive source. A data sheet of for each piece of new radioactive equipment must be submitted to the COR. The data sheet must contain the following information:

Name of equipment.a.

Name and address of equipment manufacturer.b.

Type and size of radiation source.c.

The locations of the stored radioactive equipment (i.e. building no., floor, code/shop area) andd.

the intended area(s) of use of that radioactive source.

1.4.2 Working Hours

Regular working hours must consist of an 8-1/2 hour period, between 0700 and 1530, Monday through Friday, excluding Government holidays.

1.4.3 Work Outside Regular Hours

Work outside regular working hours requires approval by the COR. Make application 15 working days prior to such work to allow the COR time to coordinate Contractor work activities with personnel in the area to be affected by the Contractor. The application shall include the specific dates, hours, location, type of work to be performed, contract number and project title.

Based on the justification provided, the COR may approve work outside regular hours. During periods of darkness, different parts of the work must be lighted in a manner approved by the

COR.

1.4.4 Occupied and Existing Buildings

The Contractor will be working in and around existing buildings which are occupied. Do not enter buildings outside of the contract construction area without prior approval of the COR.

Existing buildings (including Building 84) and their contents must be kept secure at all times.

The Contractor shall provide temporary secured closures as required to maintain security as directed by the COR.

The Contractor shall provide dust covers or protective enclosures to protect existing work that remains and Government material located in the work area during the construction period.

The Contractor shall relocate movable furniture away from the Contractor's working areas required to perform the work, protect the furniture, and replace the furniture in its original location upon completion of the work. Leave attached equipment in place and protect it against damage or temporarily disconnect, relocate, protect, and reinstall it at the completion of the work. Any damage to furniture as a result of Contractor negligence shall be replaced at the

Contractors expense.

1.4.5 Utility Cutovers and Interruptions

1.4.5.1 The Contractor shall coordinate its efforts to make all utility cutovers on Sundays to minimize impact on existing operations unless directed otherwise. Conform to procedures required in the paragraph 1.4.3 entitled Work Outside Regular Hours.

1.4.5.2 Ensure that new utility lines are complete, except for the connection, before interrupting existing service to minimize the duration of the outage.

1.4.5.3 Interruption to water, sanitary sewer, storm sewer, telephone service, electric service, air conditioning, heating (including steam, condensate, and hot water), fire alarm, telecommunication, and compressed air shall be considered utility cutovers pursuant to the paragraph 1.4.3 entitled Work Outside Regular Hours.

1.4.5.4 Operation of Station Utilities: The Contractor shall be responsible for the operation of control devices in the Installation’s utilities systems including water, sewer, storm water, compressed air, electrical, and steam services unless indicated otherwise in the contract documents. The Government will provide supervision and direct which control devices to operate. The Contractor shall not operate control devices except when the COR is present unless directed otherwise by the COR. The Contractor shall notify the COR a minimum of 5 working days prior to the need to operate control devices when such operation is required.

1.4.6 Refinished Roadwork

A recent project repaved all roads around Building 84 and Building 85. The Contractor shall assure that construction vehicles and other heavy objects do not damage repaved surfaces. Any damaged caused by the Contractor shall be repaired at the Contractor’s expense.
