29 Sub-Section 2.2 provides a table which includes the estimated productive labor hours by labor category for each contract performance period. It is noted that DLA has used an assumed total available hours of 2,080 for each performance period and then has subtracted from that total the assumed non-productive hours for holidays at 80 hours per year and vacation at 80 hours per year to arrive at the estimated productive amount of 1,920 per FTE per year. However, the estimated productive hours as stated are inaccurate and unrealistic. With the exception of the Base Period, the stated periods of performance are comprised of 2,088 total available hours. In addition the collective bargaining agreement specifies that union employees are entitled to 11 paid holidays per year (88 hours) instead of the standard 10 federal holidays (80 hours). The collective bargaining agreement also includes a requirement for 24 hours of sick leave per employee per year. There is also a variable in vacation entitlement based on years of service for union employees. Given these factors there is a variance between the DLA estimated hours and the actual available hours per employee. The table below indicates the variance. How should offers address this variance in their pricing?
