SECTION C – SPECIFICATION/PERFORMANCE WORK STATEMENT for SUPPORT FOR

THE DLA ENERGY DEFENSE SUSTAINMENT, RESTORATION AND MODERNIZATION

(SRM) OFFICE

C.1: GENERAL INFORMATION

1.0. BACKGROUND FOR THE PERFORMANCE WORK STATEMENT

The following is a brief background that introduces a broad summary of the requirements outlined in the following Section 2 of the PWS:

a. The DLA Energy SRM Division is responsible for planning, budgeting and overseeing projects in support of fixed fuel infrastructure on Military Installations. SRM is responsible for the management and oversight of over 2,800 fuel tanks which require regulatory inspections. It develops and funds approximately 1,000 projects per year valued at over $470 Million. The Enterprise Business System (EBS) is currently the system of record to manage and track our program; however it does not support SRM’s management or reporting requirements. As such, an internal database is required to manage tanks and projects.

b. The Government intends to procure Contractor support to advise and assist the Government as the Subject Matter Expert (SME) for Senior Program Management, Strategic Planning, Program / Database Development and to Analyze Data. This support is required to enhance DLA’s current tank management and project tracking databases in order to meet emerging reporting and metrics requirements. In addition, SRM requires SMEs to aid DLA, SRM division in determining how to best leverage the tools available to meet mission requirements. The SRM procedures and processes have evolved significantly over the last several years; thus require Contractor support to update SRM’s process maps and procedures.

2.0 DETAILED PERFORMANCE WORK STATEMENT (PWS)

A detailed scope for each task is as follows:

2.1 TASK ONE -ADVISORY AND ASSISTANCE SERVICES—TANK MANAGEMENT PLAN

Contractor shall perform the following tasks and complete the assigned deliverables as they correspond with these tasks (Refer to Section 4 for a complete list of deliverables that correspond to all paragraphs below unless specified as “none” in Table 1, Deliverables) :

a. Advisory and Assistance: The contractor shall advise and assist DLA Energy on its current Tank Management Plan (TMP) in the following areas:

i. Consult on the capabilities, risks and limitations of DLA’s current TMP as it relates to the DLA mission of Sustainment, Restoration and Modernization. RFP Attachment 1 “TMP Spreadsheet” shows the current Data Fields within the TMP to assist the offeror in

Request for Proposal (RFP), Sustainment, Restoration and Modernization Program (SRM) SP0600-16-R-0400 understanding the magnitude of the TMP plan. In order to determine if there are additional requirements and data fields needed in the TMP, the contractor may require multiple consultations with different SRM Project Managers (located at DLA HQs). The contractor will be required to attend several weekly meetings in order to obtain the SRM objectives and offer strategic guidance as Tank Management Subject Matter Experts (SME’s). These meetings may be initiated by Contractor personnel in effort to gain such understanding of DLA operations, or they shall be requested by the assigned Government Contracting Officer Representative (COR) to attend such meetings. The Contractor shall be required to assist DLA with any future data migration or implementation of a new TMP database. There currently is no new system approved, nor contemplated; however, it is the expectation of the contractor to provide the Government SME’s that can assess the current situation and provide the Government with a potential solution(s) that meet mission and budgetary needs. A portion of this advisory and assistance will require the Contractor to do independent research that supports their recommendations, and demonstrate that the Contractor has explored several options.

Performance under this contract will require the Contractor to conduct data call(s) and/or conduct research in order to gather the required data to populate data fields within the TMP when necessary. DLA Energy will provide as much data as possible but it is ultimately the responsibility of the contractor to obtain, compile and enter the data into the TMP database necessary to advise DLA. Any recommendation offered by the Contractor, must be first approved by the Government, see paragraph 3.1, d.ii, Design Approval for approval procedures.

The result of the Contractor’s advice and assistance includes the general elements outline below. Refer to the requirements in the above paragraph a. Advisory and Assistance, as well as the specific due dates for the “Deliverables” in Table 1, Section 4:

ii. Capabilities/Risks: Report the current TMP’s required data elements capabilities, risks and limitations, and recommend any enhancements (identified in paragraph b. below) contemplated for future implementation of the database. The contractor shall present the Government with the recommendation in writing.

iii. Prototype: Develop a prototype (within the boundaries of the current approved TMP database system) of any recommended changes as it relates to the TMP. Include any data field examples so DLA Energy can have final approval of the look and functionality of the TMP pursuant to paragraph 3.1, d.ii, Design Approval.

iv. Data Cleansing: Contractor shall provide input regarding their assessments of data, data cleansing, and business process improvements, all of which can compromise the data integrity of the product.

v. Meetings: Facilitate and document at least monthly requirement meetings with Tank stakeholders to define and develop:

• Data fields

• Data sources

• Reconciliation within the database and across data sources

• Data metrics

• Data quality and integrity

• Reporting requirements

vi. Systems, Applications, and Products (SAP): Quarterly, the contractor shall provide a report that demonstrates an exploration of potential methods for using SAP Business Objects (an

Request for Proposal (RFP), Sustainment, Restoration and Modernization Program (SRM) SP0600-16-R-0400 internal DLA Application). This report will explore capabilities or solutions that implement an automated data feed into the TMP. An example could be to research which reports contain the planned and actual inspection date fields within the application and database. Any data fields that are identified by the Contractor for use with the EBS and TMP reports and training should be reported to SRM leadership.

b. Enhancements/Upgrades: The contractor shall assist DLA with enhancements to the current Microsoft Access TMP database. The objective of the required enhancement and various upgrade are to create a more user-friendly database in either the current system, or offer consulting on a future system. There are a minimum of 44 users for this database that require real-time simultaneous access and the ability to add/edit. If permission is granted by DLA Enterprise to migrate the database to a .mil location, the Contractor shall provide assistance in any and all security testing and documentation required by DLA J6 Information Technology directorate. The Contractor shall be responsible to conduct beta testing/demonstrations of each enhanced TMP as directed by the COR. The objective of the demonstration would be to allow DLA Energy employees to become familiar with and provide comments in reference to the database. Enhancement recommendations can include but are not limited to the following:

i. Data Fields: Upgrade the usability by adding more data fields (e.g. project numbers, geographic information system (GIS) fields, dates for repair work (start/complete), and other pertinent data based on future operational metrics requirements). Other examples are metrics and associated graphical depiction of the metrics, linking of tank data with inspection data, and data fields for funding, etc...

ii. Automated Reports: Upgrade the database to produce automated reports.

iii. Simultaneous Users: Upgrade the database to enable multiple users to enter data simultaneously without loss of or conflicts in data.

iv. User-Friendly: Upgrade the database to produce reports that can be easily created and modified as necessary.

v. Security Testing: In the event DLA migrates or requires a security test.

vi. Security Forms: Execute DLA Form required by DLA J6 – Information Technology directorate.

vii. Beta Test: The Contractor is responsible for collecting and compiling comments and corrections/changes to be briefed to SRM leadership for approval prior to the Contractor implementing this enhancement. This beta test shall be required for each enhancement proposed and shall be documented and delivered to the Government in the form of a briefing.

viii. TMP Enhancement Record: Develop and deliver the results of the “Prototype” in a written working draft, pursuant to Section 4,a.iii “Prototype” and Section 4.d.ii, “Design Approval”.

An Enhancement Record shall be delivered by quarter that includes the upgrades ‘to-date’. The Contractor is responsible for codifying all enhancements, upgrades and significant changes in a living written document to serve as the Enhancement Record.

c. Maintenance: The contractor shall provide assistance for daily functional maintenance associated with the current TMP system. The Contractor is required to be involved, assisting DLA in daily functions, in order to make the best recommendations on upgrades. Reports are currently being generated from the TMP database via a spreadsheet; one of the objectives of paragraph b above is to equip the database with the necessary upgrades to automate reports as a final end product. This Maintenance is to be considered assisting the SRM team to generate the required outputs of daily operation; actions the Contractor shall be responsible to produce are, but not limited to:

Request for Proposal (RFP), Sustainment, Restoration and Modernization Program (SRM) SP0600-16-R-0400

i. Adding tanks, maintaining tank data and running reports;

ii. The “Monthly Management Review” (MMR)/ “Agency Performance Review (APR) spreadsheets by manually entering the fields necessary.

d. Guidance: There are no deliverables required in this section, as this is guidance for performance.

i. Current Software: Contractor shall structure the recommendations of all deliverables to conform to the limitations of the designated software suite (currently using Microsoft Access).

The current TMP database is stored on a network shared drive. The Government has submitted requests to host this database in a .mil environment, but as of now, they have not been granted permission.

ii. Design Approval: Any recommendations must be approved by the Government COR, whom may delegate approval to other SRM Government personnel. Preliminary design approval is required to ensure the correct fields are being used pursuant to Section 4.1,a.iii, Prototype. Data integrity is an important feature for this database; the Contractor would need to be able to provide expertise in finding solutions to ensure data in the TMP is accurate. The Contractor does not have to change the services records due to incorrect data.

e. Training: Conduct in-person training sessions throughout the performance period of the contract as the enhancement is implemented. (NOTE: Training of the current version of the database is complete.) See Section 6, Table 1 for Training Schedule. The initial version of this database provided under this contract and any other new version(s) of the TMP database will require testing, implementation via written desk references and training to SRM personnel. This process should include, but not be limited to, how to look up a tank in the TMP, how to make changes to a tank record in the TMP and how to add new tank information in the TMP. The in-person training session(s) will include instruction to approximately 44 SRM personnel each time on the usage of the final approved TMP version(s).

i. The in-person training session(s) may be completed at each SRM employee’s desk.

ii. Written desk reference(s)/instruction documents that provide a step-by-step process of how to use the TMP.

2.2 TASK TWO MAINTAIN AND ENHANCE EXISTING SRM PROJECT TRACKER

Contractor shall perform the following tasks and complete the assigned deliverables as they correspond with these tasks. Refer to Section 4 for a complete list of deliverables that correspond to all paragraphs below unless specified as “none” in Table 1, Deliverables:

a. Advisory and Assistance: The contractor shall advise and assist DLA Energy on its current SRM Project Tracker (currently Microsoft excel) in the following areas:

i. Consult on the capabilities, risks and limitations of DLA’s current Project Tracker as it relates to the DLA mission of SRM. In order to determine if there are additional enhancements to the Project Tracker, the Contractor may require multiple consultations with different SRM Project Managers (located at DLA HQs) and involvement in meetings in effort to forecast the budgetary and mission related needs of SRM, thereby making recommendations on enhancing the product.

The Contractor will be required to attend several weekly meetings in order to obtain the SRM

Request for Proposal (RFP), Sustainment, Restoration and Modernization Program (SRM) SP0600-16-R-0400 objectives and offer strategic guidance as it relates to maintaining and enhancing the Project Tracker. These meetings may be initiated by Contractor personnel in effort to gain such understanding of DLA operations, or they shall be requested by the assigned Government COR to attend such meetings. The Contractor will advise as SME’s to this Project Trackers output and improvements. The Contractor shall assist the Government and recommend how to tailor the latest set of DLA Energy SRM Program metrics on an ongoing basis as it is incorporated into the Project Tracker. Since Project Tracker is the primary tracking database for all SRM projects, the contractor shall determine if there are data elements to be added or deleted, as needed. The Contractor shall work with members of the Program Analysis and Master Planning Branch to gain a greater understanding of how existing metrics are defined and calculated. Data integrity for the project tracker is highly important; Contractor must be able to provide expert evaluation in order to solve and eliminate data integrity issues. It is a primary goal of this consultation to determine the capabilities and effectiveness in moving the data in Microsoft Excel into a database. Any recommendation offered by the Contractor, must be first approved by the Government; see paragraph 2.1. d.ii, Design Approval as it also applies to this task for approval procedures.

The result of the Contractors advice and assistance includes the general elements outline below. Refer to the requirements in the above paragraph a. Advisory and Assistance, as well as the specific due dates for the “Deliverables” in Table 1, Section 4:

ii. Capabilities/Risks: Review the current Project Tracker’s required data elements capabilities, risks and limitations, and recommend any enhancements (identified in paragraph b. below) contemplated for future implementation of the database, to include migration to another database that can store the data, and produce a product from it that replaces the current Project Tracker Spreadsheet. The contractor shall deliver a report or briefing with the recommendation in writing.

iii. Monthly Management Review (MMR): Provide updates to the Project Tracker spreadsheet database to track SRM program metrics, to include recommendations for moving the data from Microsoft Excel Spreadsheets to Microsoft Access or any other DLA Energy-approved database on a monthly basis, or upon request of the COR. The contractor shall design or tailor a set of reports from the Project Tracker that provide the level of detail needed to demonstrate how the SRM projects and funds are meeting the needs of the warfighter. Initially the database will not automatically be able to create this report; therefore manual excel reports are required until the database has been enhanced or migrated to the point of full efficiency whereby a product can more easily be created.

iv. Meetings: Facilitate and document regular requirements at monthly meetings with Project Tracker stakeholders to define:

• Data fields

• Data sources

• Reconciliation within the Project Tracker and across data sources

• Data metrics

• Data quality and integrity

• Reporting requirements

Request for Proposal (RFP), Sustainment, Restoration and Modernization Program (SRM) SP0600-16-R-0400

b. Enhancements/Upgrades: The contractor shall assist DLA with enhancements to the current Microsoft excel database. The objective of the required enhancement and various upgrades are to create a more user-friendly database in either the current system or a future system. The Contractor shall be responsible to conduct beta testing/demonstrations of each enhanced Project Tracker as directed by the COR. The objective of the demonstration would be to allow DLA Energy employees to become familiar with and provide comments concerning the database.

Enhancement recommendations can include but are not limited to the following:

i. Data Fields: Upgrade the usability by adding more data fields (e.g. project numbers, funding information, dates for repair work (start/complete), and other pertinent data based on future operational metrics requirements). Other examples are metrics and associated graphical depiction of the metrics, linking of project data with financial data, and data fields for work execution, etc...

ii. Automated Reports: Upgrade the database to produce automated reports.

iii. Simultaneous Users: Upgrade the database to enable multiple users to enter data simultaneously without loss of or conflicts in data.

iv. User-Friendly: Upgrade the database to produce reports that can be easily created and modified as necessary.

v. Security Testing: In the event DLA migrates or requires a security test.

vi. Security Forms: Execute DLA Form is required by DLA J6 – Information Technology directorate.

vii. Beta Test: The Contractor is responsible for collecting and compiling comments and corrections/changes to be briefed to SRM leadership for approval prior to the Contractor implementing this enhancement. This beta test shall be required for each enhancement proposed and shall be documented and delivered to the Government in the form of a briefing.

viii. Project Tracker Enhancement Record: Develop and deliver the results of the “Prototype” in a written working draft, pursuant to Section 4,a.iii “Prototype” and Section 4.d.ii, “Design Approval”. An Enhancement Record shall be delivered by quarter that includes the upgrades ‘to-date’. The Contractor is responsible for codifying all enhancements, upgrades and significant changes in a living written document to serve as the Enhancement Record.

c. Maintenance: The contractor shall provide assistance for daily functional maintenance associated with the current Project Tracker. The Contractor is required to be involved, assisting DLA in daily functions, in order to make the best recommendations on upgrades. Reports are currently being generated from the Project Tracker database via a spreadsheet; one of the objectives of paragraph b above is to equip the database with the necessary upgrades to automate reports as a final end product. This Maintenance is to be considered assisting the SRM team to generate the required outputs of daily operation; actions the Contractor shall be responsible to produce are, but not limited to:

i. Adding data fields, maintaining project data and running reports;

ii. The “Monthly Management Review” (MMR)/ and “Agency Performance Review (APR) spreadsheets by manually entering the fields necessary.

d. Training: Conduct in-person training sessions quarterly to train on enhancement(s) implemented (See

Table 1, Deliverables for training schedule). (NOTE: Training of the current version of the database is

Request for Proposal (RFP), Sustainment, Restoration and Modernization Program (SRM) SP0600-16-R-0400 complete.) The initial version of this database provided under this contract and any other new version(s)/migrations of the Project Tracker database will require testing, implementation via written desk references and training to SRM personnel. This process should include, but not be limited to, how to look up project information in the Project Tracker and how to add new project information in the Project Tracker. The in-person training session(s) will include instruction to approximately 44 SRM personnel per session on the usage of the final approved Program Tracker version(s).

i. The in-person training session(s) may be completed at each SRM employee’s desk.

ii. Written desk reference(s)/instruction documents that provide a step-by-step process of how to use the Program Tracker and enhancements.

2.3 TASK THREE-DEVELOP SYSTEM CHANGE REQUEST REPORTS

Contractor shall perform the following tasks and complete the assigned deliverables as they correspond with these tasks. Refer to Section 4 for a complete list of deliverables that correspond to all paragraphs below unless specified as “none” in Table 1, Deliverables:

a. Advisory and Assistance: The contractor shall advise and assist DLA Energy on its current System Change Requests (SCR) in the following areas:

i. It is the responsibility of SRM to provide documentation for any operational change needed to the EBS system; these changes are codified in what is known as SCR’s. The SCR “package” is typically 1-4 pages, with typically an attachment that provides a ‘visual’ or table. The package requires information so that DLA HQ can make a decision to implement or enhance the requested change. Consult on the methodologies, processes and streamlining opportunities for DLA’s current SCR process as it relates to the Enterprise Business System, (EBS) and DLA mission of SRM. In order to determine if there are additional recommendations to the SCR process, the Contractor may require multiple consultations with different SRM Project Managers, Customers, (located at DLA HQs) and involvement in any feedback database meetings and metrics reporting, thereby making recommendations on enhancing the product/method. The Contractor shall assist the Government and recommend how to tailor the latest set of processes for SCR’s on an ongoing basis. Data integrity for the SCR is highly important; Contractor must be able to provide expert evaluation in order to solve and eliminate data integrity issues, missing data fields needed to capture the DLA Energy SRM Program metrics associated with TMP database and the Project Tracker. Specific recommendations are centered on developing a priority process system for SCR fields that are currently missing in the EBS database. In order to best advise the Government, the Contractor shall demonstrate the ability to recommend, solve and analyze of EBS and SAP Business Objectives. Any recommendation offered by the Contractor, must be first approved by the Government; see paragraph 4.1. d.ii, Design Approval as it also applies to this Task for approval procedures.

The result of the Contractors advice and assistance includes the general elements outline below. Refer to the requirements in the above paragraph a. Advisory and Assistance, as well as the specific due dates for the “Deliverables” in Table 1, Section 6:

ii. Identify Missing Data Fields: Deliver a quarterly report to the COR of the missing data fields.

iii. Gap Analysis: Perform a Gap Analysis; using the results to generate a prioritized list of SCRs.

Request for Proposal (RFP), Sustainment, Restoration and Modernization Program (SRM) SP0600-16-R-0400

iv. Priority Process Plan: Deliver a Priority Process Plan for the SCRs in EBS, and provide the COR a priority process plan by the due date specified in Section 6, Table 1 “Deliverables”.

b. Enhancements / Upgrades: The Contractor shall collaborate with the DLA Energy SRM Division and

Branch Chiefs to confirm the latest set of DLA Energy SRM Program metrics in order to determine which enhancements or upgrades could be feasible. Additional collaboration with members of the Program Analysis and Master Planning Branch may be necessary to gain a greater understanding of how existing metrics are defined and calculated. The contractor may conduct research to better understand the SCR process and the key players involved in that process.

i. Provide any recommended process improvements in the Priority Process Plan as described in a.

Advisory and Assistance iv. above.

c. Maintenance: The contractor shall provide assistance for daily functional maintenance associated with the current SCR Process. The SRM team is responsible to process approximately one SCR per quarter.

The Contractor is required to be involved, assisting DLA in daily functions, in order to make the best recommendations on upgrades and the priority process plan. This Maintenance is to be considered assisting the SRM team to generate the required outputs of daily operation; actions the Contractor shall be responsible to produce are, but not limited to:

i. Develop SCRs

ii. Submit the SCRs approved by SRM to the EBS helpdesk and monitor the SCRs through the EBS

SCR change process. Once submitted, monitor the SCR ticket status by checking the EBS status at least once a month, to ensure that the issue will be addressed by DLA, regardless of whether the change is approved or not. Once the SCR has been addressed by DLA the SCR can be considered closed and no longer needs to be monitored and updated for status.

2.4 TASK FOUR – DOCUMENT THE PROCESS - UPDATE AND FINALIZE EXISTING PROCESS

MAPS AND STANDARD OPERATING PROCEDURES (SOPs)

The result of the Contractors advice and assistance includes the general elements outline below. Refer to Section 6 for a complete list of deliverables that correspond to all paragraphs below unless specified as “none” in Table 1, Deliverables:

a. Advisory and Assistance: The contractor shall advise and assist DLA Energy on documenting the process and creating SOPs in the following areas:

i. Consult on the methodologies, processes and streamlining opportunities for DLA’s SRM process’s as they relate to the new processes developed, and existing processes in place.

Develop and finalize process maps and SOPs delineating roles and responsibilities associated with the SRM process and the various stake holder responsibilities. A set of process maps and SOPs outlining the previous processes currently does exist, however, the mission of SRM has evolved due to mission and function changes which make the current process maps obsolete. In order to determine if there are additional recommendations to the documentation and SOP

Request for Proposal (RFP), Sustainment, Restoration and Modernization Program (SRM) SP0600-16-R-0400 process, the Contractor may require multiple consultations with different SRM Project Managers, (located at DLA HQs) and review of written feedback or comments collected regarding the process. There are currently four primary pillars managed by SRM and inside these pillars are approximately 12 different programs managed by the SRM division. A set of process maps and SOPs should be developed for each program.

The result of the Contractors advice and assistance includes the general elements outline below. Refer to the requirements in the above paragraph a. Advisory and Assistance, as well as the specific due dates for the “Deliverables” in Table 1, Section 6:

ii. SOPs / Maps: The process maps shall cover all aspects of the SRM process from start to finish.

The number of SOPs and Maps required shall be no less than approximately 156 maps and 12 SOPs.

iii. EBS Handbook: The Contractor shall develop an electronic SRM EBS Handbook. Handbook should include all process maps, SOPs and any other Desk References that are applicable. The approved final handbook will include electronic and hard copy dissemination to approximately 44 SRM personnel.

iv. Keep Current: Once process maps and SOPs have been developed and approved, (4.1. d.ii, Design Approval as it also applies to this Task for approval procedures.) The Contractor is responsible for maintaining them as ‘current’ (i.e. up-to-date) through the performance period of the contract. Document any updates on developed and approved process maps and SOPs in a Report that accompanies the Quarterly briefing.
